31、管理标准化文件；9、 国务院令第393号建设工程安全生产管理条例。10、 电力工业部电力建设安全施工管理规定和补充规定11、 *投资集团公司电力生产安全工作规程二、工程综合说明1、原设备单位：XXX发电厂；2、工程名称：XXX发电厂“上大压小”工程一期4台125MW机组主厂房设备处置及建（构）筑物拆除工程3、工程相关情况： XXX火力发电厂位于XXX市境内。为贯彻落实国家环保政策，一期4125MW机组去年已关停，现准备进行拆除，同时建设2600MW级超临界燃煤发电机组。本次施工任务主要范围是XXX发电厂一期4台125MW机组的主厂房区域的设备及建（构）筑物（含各类基础、地下设施等）拆除，110
32、KV、220KV升压站内一、二次设备及建（构）筑物（包括110KV、220KV升压站、主控楼、#1主变压器、#2主变压器、#01、#02高备变等）因设备暂时不能停电，拆除开工时间以招标人通知为准。一级灰浆泵房及相应的辅助设备、电气检修喽、修配车间及附属厂房等不在本招标范围内。业主已部分完成现场拆除工程准备工作，施工现场的施工临时用水、用电及道路已不存在问题，目前的各项准备工作进展情况满足工程施工要求。4、工程范围及内容：本项目属于XXX发电厂“上大压小”工程一期4台125MW机组主厂房设备处置及建（构）筑物拆除工程，内容包括：对已经不再使用的4台12.5万千瓦汽轮发电机组及其所有配套附属设备；
33、4台400t/h中间再热燃煤锅炉及配套的电除尘、引风机和外围设备管道；110KV、220KV升压站内一、二次设备等进行拆除。布置如下图，虚线划定的为拆除部分。三、施工总体组织1、施工总体思想确保本工程项目在规定的工期内，高速、高效、优质、优价完成，施工管理全面达标。这是公司针对本工程的总体指导思想，也是进行施工各项组织与管理的要旨。由于本公司在XXX附近有工程项目，人力资源及机械设备等均有充分的保证，可以及时得到补给，这将是确保本工程顺利完成的根本保证。2、施工总体组织（1）该项目成立项目经理部，工程按项目法组织施工，项目经理部对工程的工期、质量、成本、安全、文明施工实行全面经营责任承包。（2
34、）根据本工程的特点及用工情况，决定组织专业施工班组进行设备拆除阶段和清场阶段的施工，主要施工工种有钳工、管工、电工、电焊工、气割工、起重工等。采取组织专业队、单独分段施工作业。（3）人力组织根据工程具体情况，在公司各部门、各分公司、各专业施工厂处抽调精干人员组成项目经理部及各专业施工队，根据施工总进度计划及工程量落实施工人数，并根据工程进度及时调整施工作业人员。（4）机械设备组织根据工程情况，拟定工程所需各类施工机械，在全公司范围内落实各种机械设备的来源，并在进场前对各种机械设备进行维修、保养，以备施工所用。所有机械设备必须在使用前运至施工现场。四、施工总体设计根据本工程的特点，项目部结合现场
35、实际及多年组织管理经验对本工程施工队伍、阶段及主要项目的施工方案等部署如下：1、施工队伍的分类及主要施工任务施工队伍分为汽轮发电机组拆除小组、锅炉拆除小组、电除尘拆除小组、升压站和变配电拆除小组、建（构）筑物拆除小组（主要是爆破小组）以及吊装运输小组。拆除设备主要考虑施工的连贯性和流水节拍，保证到现场的施工人员不会因为无施工条件而窝工。拆除工作以设备机械部分为主，电气和管道配合同步拆除，在运输条件和甲方允许的情况下，尽量按照部件进行拆除，即尽量整块有序进行拆解。拆除的设备在原厂房内堆放一定的数量后统一进行装车运输，主要保证运输的高效和降低运输成本。对于堆放场地布置、运输道路和绿化保护见后附施工
36、现场布置示意图。2、施工阶段的安排按工程特点，拆除施工阶段主要分为进场施工准备阶段，完好的仪器、仪表、阀门、电机、设备部件等拆除阶段，设备主体拆除阶段，其他配套及附属设施设备拆除阶段，地下设施拆除阶段，建（构）筑物拆除阶段。对于原厂房内的行车等起重设备，一定要经过当地技术监督部门检测后才能使用。建（构）筑物的爆破拆除编制专项方案，并严格按照执行。3、主要施工方案的确定根据本工程具体情况，为确保施工安全和进度，依据我公司的实力和现场情况，对本工程各分项工程拟采取的施工方案要点如下：汽轮机组发电机组拆除工程厂房内拆除工程：机械和电气设备的拆除主要采用行车进行吊装拆解，单台行车无法吊装的大型设备要进
37、行肢解，在行车额定起重范围内进行吊装拆除及装车运输。厂房外拆卸工程：主要考虑不要损伤业主的绿化，尽量减少对环境的破坏，做到工完料清，做好文明施工。电除尘和锅炉拆除工程拆除原则：先低风险后高风险，保温及内衬拆除先上后下，锅炉本体拆除先下后上，先里后外。电除尘本体拆除先上后下，向外后里。拆除顺序：根据电除尘和锅炉的结构特点，安排好拆除的顺序，确保拆除的安全和高效，具体见施工方案。升压站和变配电拆除工程大型设备整体拆除：主变压器等大型设备整体拆除，进入现场后实施时编制专项吊装方案。停运的电气设施才能进行拆除：电气部件及线缆拆除前，必须和业主密切配合，确保在完全停止运行无电的情况下进行拆除。拆除要求挂
38、牌操作，没有挂牌的地方不能进行作业。建（构）筑物爆破拆除工程见专项方案第二章 主要施工方案汽轮发电机组拆除施工方案一、 施工准备在施工前，仔细考察施工现场，根据工期要求，制定出详细、可行的施工计划，并根据网络计划编制出详细的施工设备调迁计划、设备拆除运输计划，协调各专业有序施工，根据不同时期采用流水、流水+平行、平行等多种施工方法，施工时按月、周、天进行进度考核，不合理处及时调整，确保工程按时、有序完成。二、 汽轮发电机组拆除顺序及方法1) 汽轮机拆卸凿除汽轮机外部保温打开汽轮机上缸盖拆除上缸盖隔板和发电机联轴器拆除吊出转子拆除下缸隔板拆除下缸拆除其他附属设备及部件2) 发电机拆卸打开发电机和
39、轴承座上罩发电机转子进行肢解拆除并肢解发电机定子拆除其他辅助设备及部件根据图纸，汽轮发电机组中最重部件定子为930吨，车间行车为75/20吨，整体吊装存在问题。因为是非保护性拆除，在拆除过程中对超重的部件进行切割，确保所吊重物在起重额定范围内，保障设备和人身安全。零部件拆除后进行装运。3) 除氧器拆除该除氧器在靠锅炉车间的最高平台上，可以将其肢解为小块用卷扬吊出，每块的重量不得超过卷扬额定起重量，借助屋架为受力点将其放到正负零平面后用汽车起重机装车运出。4) 其他附属设备、电气设备拆除其他附属设备重量均小，拆除中重点注意需要保护性拆除的设备和零部件，杜绝野蛮施工，保证所拆设备的完好率。电气设备
40、的拆除注意是对所拆设备进行标记、编号，为将来的使用做细致的记录工作。锅炉、电除尘拆除施工方案一、 工程介绍该工程的拆除为 4台锅炉及其配套的电除尘系统、自动电气、现场控制系统、鼓引风机系统、汽水管道、非标件及其附属设备。 锅炉技术参数：过热蒸汽： 400 t/h 工作压力140 kg/cm2蒸汽温度 550再热蒸汽： 330 t/h 工作压力25.5/24 kg/cm2蒸汽温度 335/550制造日期：1984年制造单位：上海锅炉厂二、 锅炉拆除原则与顺序1、 拆除原则先低风险后高风险，保温及内衬拆除先上后下，锅炉本体拆除先下后上，先里后外。2、 拆除顺序保温及内衬拆除户外管道、烟风及燃烧系统
41、、排烟除尘系统拆除锅炉本体外部配管、仪器仪表、辅助设备拆除下降管、消音器管拆除折焰口以下水冷壁拆除空气预热器拆除省煤器拆除过热器和剩余水冷壁拆除汽包及其内部装置拆除钢结构框架从上向下拆除三、 拆除运输通道的设置锅炉间设备拆除工作量大，大件多，拆除难度较大。为方便拆除及设备运输，先确定拆除运输通道。需要在炉后设置吊车进出开口，可以进出吊车、拖车，炉前部设置一条运输通道，用于拆除设备运输。每台炉主要设备由下向上拆除，卷扬机吊挂后分段切割，放到锅炉零米层，拖到炉后运输通道运走。四、 正负零平面设备拆除正负零平面设备拆除可以将运输通道清理出来，便于设备运输至锅炉房外场地。正负零平面设备包括风机等设备，
42、风机由吊车吊起拖运至运输通道运走。零米管道直接切割拖运。五、 受热面拆除专项施工方案概况：锅炉受热面包括水冷壁、过热器、省煤器、空气预热器等。水冷壁等受热面通过吊挂装置吊挂于钢结构框架上，对于高温过热器及低温过热器等吊挂搁置于钢架横梁上。拆除顺序：空气预热器拆除水冷壁后面部分的拆除省煤器拆除过热器水冷壁剩余部分的拆除拆除第一步：受热面拆除必须在锅炉外围管道、炉墙、燃烧器、电除尘器、下降管等全部拆除后方可进行。空气预热器离地面较近，可以整体切割后用卷扬机吊装到地面省煤器蛇形管可以在空中切割成片状用卷扬放到地面，拖出后按照要求切割。吊装吨位在5吨以内，吊装安全系数较高。高、低温过热器分片从顶部切割
43、，用卷扬机吊装放到地面，拖出后再进一步切割成管。水冷壁可分四面分别先后拆除，先把集箱短接处逐段割开，每一片水冷壁排管分段后就可以用卷扬机逐组放到地面，拖出后进行长度切割，详见下面的施工方法。开炉右侧先期拆除可作为物料的运输通道，随后依次拆除前后左侧水冷壁。 为了提高大型吊装机械的使用率，可以在炉顶设置吊装摇头4只，在炉后、炉中、炉左、炉右布置，作为吊装、转运之用。空气预热器、水冷壁管排拆除施工方法：尾部空气预热器、炉膛水冷壁管排拆除前先将刚性梁解开，下联箱降水管切除，沿四角密封缝切开成为前后左右四片，每片水冷壁上中下分为三段切割拆除，燃烧器以下为一段，燃烧器所在位置为第二段，燃烧器到折焰角为第三段，顶部为第四段。每段切割前先将卷扬机吊点挂好，吊挂点设在炉顶大板梁上（炉顶保温必须拆除），吊点可在水冷壁
