27、长，培植新的经济增长点。呼伦贝尔宏顺矿业有限责任公司根据当地有关政策，聘请资深专家，经过实地勘探和调研、专家论证，在新巴尔虎右旗黄花菜沟地区，勘探出具有开采价值的优质石灰石矿产资源（CaO品位大多在50%以上），该矿产资源层深，储藏量约1亿吨以上，开采年限可达10年以上。石灰石是基本建设不可少的工业及建筑原材料，它已成为国民经济发展中不可缺少，也无法替代的矿产资源。石灰石既可用于生产水泥也可作为炼铁用的熔剂，还可再锻烧成石灰，供炼钢、化工、铁合金、电石、电厂等行业使用。本项目在矿产资源开发、生产加工过程中，应把生态环境放在首位，全面提高资源利用能力，实现经济效益和环境效益的双赢。据此，呼伦贝尔
28、宏顺矿业有限责任公司提出建设年产100万吨新型环保高效节能机械竖式石灰窑工程项目，理由是充分的，项目是可行的。二、项目概况1、建设地点该项目拟建在新巴尔虎右旗黄花菜沟地区。2、建设规模项目投产后一期工程可形成生石灰生产规模50万吨/年，二期工程可形成石灰生产规模50万吨/年，总生产规模达到100万吨/年。3、建设内容厂区规划用地面积为20万平方米，厂区内建设厂房、办公室、宿舍等，总建筑面积为97150；一期建竖式石灰窑1座及购置生产设备、运输设备等。二期根据市场需求再建竖式石灰窑1座及配套工程。4、主要建设条件（1）项目符合规划要求和国家产业政策本项目符合国家“十一五”工业发展规划的要求，项目
29、采用先进生产技术，符合国家产业发展政策。（2）交通运输较便捷项目区地理位置较为优越，距满洲里20公里。满洲里已经形成了民航、铁路、公路兼备的立体交通网络，交通较为便利，有利于产品、设备、建筑材料和原材料运输。（3）市场容量较大，项目市场竞争力较强石灰石在经过煅烧制成的生石灰是一种用途十分广泛的建筑及化工原料，大量用于炼钢脱硫造渣、生产磷酸氢钙、铁合金和电石生产的原料或辅料，具有广泛的用途。本项目建成投产后,以满足区内外市场需求，市场前景十分广阔。5、项目投入总资金经估算项目投入总资金为7744.00万元，其中建设投资为7244.00万元，占项目总投资的93.54%；流动资金投资为500.00万

44、学加工制成；石灰石烧制、加工制成的较纯的粉状碳酸钙，可用做橡胶、塑料、纸张、牙膏、化妆品等的填充料。农业上，常用生石灰配制石灰硫磺合剂、波尔多液等农药，也常用于中和土壤的酸性、改善土壤的结构、供给植物所需的钙素。二、市场情况及预测从当前国内外石灰需求情况看，全世界每年需求量约为12亿吨左右，但80%为普通用途。优质石灰因资源少，产量低，市场缺口较大。近几年，亚太地区各国因其国内石灰石资源不足，每年要从中国进口石灰石110万吨左右。据专家预测，对优质石灰石的需求量，国内将以每年25万吨、亚太地区将以每年30万吨的速度增加。因此，建年产15万吨生石灰(活性碳酸钙)是可行合适的。从国内市场讲，中央西
45、部大开发以及新农村建设的政策，对建材行业的发展起了直接的推动作用。必将刺激建材业的发展，同时一大批国家重点项目都将陆续开工建设，与此同类的石灰石也是需求高涨。从当地讲，城市群的规划建设已拉开序幕，新农村建设已经起步，铅锌矿等矿场、热电、电厂等一大批重点项目正在规划实施，也必将给建材业带来广泛的发展空间。从国际市场讲，西方大部分国家已限制水泥生产，对中国水泥的依赖性逐步加大，出口市场持续看好。从资源状况看，目前全国比较集中的较大型石灰石矿山，已基本上被大的水泥和石灰企业所垄断，新资源越来越少。从某种意义上讲，谁占有了石灰石资源，谁就占有了将来的水泥和石灰市场。从国家和当地的政策上看，都出台了水泥
46、和石灰产业政策，在积极鼓励规模以上新型方式水泥和石灰生产的同时，对立窑、高耗能、资源储量不足等水泥和石灰企业进行了限制，同时又从环保、资源节约、土地利用以及生产方式上提高了准入门槛。目前，新巴尔虎右旗周边地区的石灰生产企业均产销两旺，常常出现供不应求的情况。新巴尔虎右旗现有的化工企业和冶炼企业都需要大量的石灰，特别是铜矿、铅锌矿及满洲里电厂脱硫各火力发电更是需求旺盛。三、产品目标市场分析产品以国内市场销售为目标。产品通过项目招标，签订供货合同进行销售。产品主要销往当地及满洲里周边城市，同时根据国内各用户需求，部分产品以订单生产销往全国其他省区。第三章 建设规模与产品方案一、建设规模项目计划一期

48、石灰产品要求新鲜、干燥、无杂质。第四章 厂址选择一、自然概况1、地理位置新巴尔虎右旗黄花菜沟地区。2、地形地貌新巴尔虎右旗地势相对较为平缓，起伏不大，海拔高度在616620米之间。地表为草场，土层主要以粉土，粉质粘土，细砂及玄武岩组成，拟用地区域地貌以低山丘陵为主。冻土深度为-2.8m。地震动峰值加速度为0.05g，对照地震烈度为6度。3、气象气候新巴尔虎右旗属大陆季风气候，冬季盛行风向为南风，夏季盛行风向为东南风和西北风，全年主导风向为南风。全年降雨少，年平均降雨量351.1mm，年平均蒸发量1275mm，春季干燥风大，夏季短促，降雨集中，雨热同季，秋季气温骤降霜冻早，冬季寒冷漫长，积雪封冻期长达6个月左右。降水主要集中在汛期，占全年降水量的7080%左右，为温凉半干旱草原区。4、水文及水
