37、目依托在昆仑山区600万亩草场和48万头只存栏牲畜，大力发展有机羊肉深加工和羊皮、羊毛等初加工，建立产业链。原材料供应有切实的保障。产品符合市场需求，符合国家产业化政策随着人们生活水平和消费水平的不断提高，加工工艺的更新、方便、卫生的高等级分割肉特别是无污染的有机羊肉倍受消费者的青睐，有机食品正成为发展中国家向发达国家出口的主要产品之一，市场供不应求。尤其是市场竞争日趋激烈、管理日趋规范的今天，更能显示高档产品在市场中的竞争力，营销市场乐观。本项目符合XXX畜牧业发展方向，也符合国家农业产业化结构调整的政策，为农民增收，带动地方经济发展起到龙头示范作用。项目技术先进性本项目从屠宰生产线，检验检

39、优势，紧紧围绕农产品的转化和深加工做文章，培植龙头企业，着力打造产业链，建立特色有机羊生产加工基地，形成市场牵龙头，龙头带基地，基地带农户，产供销相链接，贸工农一体化的产业化生产新格局，既带动了地方经济，又加快了广大农户加快结构调整走向致富路。综上所述，本项目符合国家产业政策，技术成熟，设备先进，社会效益显著，项目可行。1.4 项目建设单位概况1、历史沿革XXX的前身是中国人民解放军二军后勤部驻和田办事处，1950年8月建场，当时隶属南疆军区后勤部领导。1953年部队整编后，隶属南疆军区生产管理处领导。1955年划归兵团农一师，取名兵团农一师一牧场。1975年兵团撤销，兵团农一师一牧场归和田行
40、署领导，名为和田地区一牧场，随着兵团的恢复，1982年一牧场归*生产建设兵团和田农场管理局（兵团XXX）领导，更名为和田农场管理局一牧场至今。2、牧场概况XXX位于塔克拉玛干沙漠以南、昆仑山北坡、策勒县境内，东与于田县相邻，南与西藏藏族自治区相望，西与和田市接壤，北接策勒县。场部驻址巴什吐格镇在策勒县城东南99公里处。海拔高度20004000米之间，东西长110公里，南北宽3040公里。土地总面积807平方公里，耕地面积20000亩。一牧场是一个以畜牧业为主的边远团场，现有四个牧业连队，二个农业连队，以及场机关、学校、医院等单位。现有总人口2172人，其中：汉族263人，维族1902人，回族5
41、人。在总人口中，牧业人口1925人。全场年平均从业人员659人，在岗人员615人。根据2004年编制的XXX一牧场总体规划2010年人口规划为2000人，2020年人口规划达到4000人。3、畜牧业发展状况XXX地处边远、生态环境脆弱，能源短缺，是XXX的畜牧业基地，由于千百年来封闭的自然经济，导致了一牧场生产方式落后，农牧业经济极为薄弱，只能依靠简单的畜牧业发展经济，人均收入较低。2005年末，全场拥有标准畜58650头（只），其中大畜1687头（只），包括牛404头，马345匹，驴899头，骡3头，骆驼36峰；羊56963只；家禽2500只，全年产肉总量626吨。4、发展目标面向21世纪，
42、*生产建设XXX广大干部职工以“团结奉献、屯垦戍边、创新争光、富民兴场”为企业精神，正以极大的热情开拓奋进。在搞好牧业的前提下，大力发展牧场经济，以繁荣昌盛的经济面貌，爱党爱国的政治热情，续写屯垦戍边的新篇章。第二章 项目背景和建设的必要性2.1 项目建设背景农业综合开发是我国农业和农村经济工作一个重要组成部分。通过实施农业综合开发，改善了农业生产条件和生态环境，促进了农业结构区战略性调整，提高了农业综合生产能力和综合效益，为推动我国主要农产品实现由长期短缺到总量基本平衡、丰年有余的历史性转变推进新阶段农村小康建设做出了重要贡献。推进农业产业化经营的关键是搞好龙头企业。随着我国西部大开发战略步
43、伐加快，为迎接我国入世对牧畜业带来的机遇和挑战，兵团对农业产业结构进行了调整。在西部大开发的背景下，积极贯彻农业综合开发合理调整产业结构的精神，自治区及兵团根据*实际提出了促进经济发展的资源转化战略和特色农业战略，促进*畜牧业业成为新的经济增长点。有机食品是国际上通行的环保生态食品概念，它要求在生产和加工中，不使用任何化学农药、化肥、化学防腐剂等合成物质。有机食品比国内通行的绿色食品的环保标准更高。从2005年8月份到11月份，师、兵、国家等相关有机食品认证机构的专家、工作人员到XXX一牧场牧区作有机食品基地的评估工作，一牧场在2005年12月份通过了有机食品认证。产品已通过国家有机食品认证，
44、有机产品认证证书编号为200501009ROM-1。在农十四一牧场大力发展有机食品有三条理由：有机农产品的价格比普通农产品要高30，农牧民可以从较高的农产品价格和较低的现金投入两方面获得收益。有机食品正成为发展中国家向发达国家出口的主要产品这一。因此,加强XXX有机羊屠宰加工基础设施建设，增强对市场供应能力，提高人们的健康指数的生活水平，对于保障畜牧业健康发展和人民身体健康及保护草场，促进边疆经济具有十分重要的意义。2.2 项目建设必要性及目的意义本项目建设是在国家经济发展和西部大开发战略实施的大原则下，为牧场经济的发展和职工收入的提高而提出的，建设的必要性由以下几方面得到体现：1、 是西部大
45、开发和兵团XXX发展特色农业的需要国家西部大开发战略的实施，旨在将西部的资源优势转变为产业优势和经济优势，以此来改变西部经济落后的贫困面貌，缩小我国东西部的差距，实现国家强盛的宏伟目标。XXX羊吃的是中草药，喝的是矿泉水，纯天然的羊肉驰名远近，为利用和发展这一优势，一牧场有机羊屠宰加工基础设施建设显的尤为重要。因此，本项目建设符合兵团特色农业发展的需要。2、是牧场经济发展、产业结构调整和职工收入提高的需要XXX各团场有紧靠和田市的地缘优势，长期以来所属团场的经济也取得了较大的发展，但在以往传统养殖生产模式下，养殖业收入十分有限，到目前为止，年人均收入仅有5419多元，团场的经济发展急需寻找新的
46、突破口和增长点。本项目将充分利用所处的地缘优势和国内市场及国外市场对有机羊肉需求的市场优势，发展有机羊养殖，实施产业化生产，发挥带动作用，使师团经济有较大的增长，职工收入有较大的提高。3、是XXX发展的需要畜牧业是大农业重要组成部分，也是XXX一牧场的支柱产业，加快发展有机畜牧业是振兴牧场经济，致富职工群众，全面建设小康社会的有效途径,对保持经济可持续发展具有重要意义。XXX位于*维吾尔自治区和田地区境内，是成立最早、规模最小、经济相对贫困、自然和生态条件最恶劣、地处最偏远的建制单位，畜牧业是当地少数民族职工赖以生存和家庭收入的重要支柱产业和重要来源。因此，搞好此项目建设，加快畜牧业健康发展，
47、对于巩固边疆、维护稳定、发展经济、脱贫致富都具有重要意义。由于地处昆仑山北坡，交通不便、远离城市、经济欠发达、无工厂、当地农民因民族习惯从不使用农药化肥等因素构成了发展有机羊产业得天独厚的优越条件。4、是新形势下有机羊加工工作的需要有机羊加工的目的和任务一是促进农、林、牧、渔业发展生产。众所周知，农、林、牧、渔业生产在世界各国国民经济中占有非常重要的地位。发展XXX一牧场有机羊要结合一牧场的实际情况，抓住西部大开发的机遇，以市场为导向，以改革和科技进步为动力，按照现代化畜牧业的发展要求，迅速提高有机畜牧业整体水平，实现优质、高产、高效畜牧业。努力发展草原有机羊养殖，提高市场竞争力，促进全民、集
