39、ent .1 总论1.1 概述1.1.1 项目名称:*化工有限公司年产5000吨环保阻燃剂三溴苯酚和3000吨2,4,6-三(2,4,6三溴苯氧基)均三嗪项目承办单位:*化工有限公司项目性质:新建法人地址:*省*市*1.1.2 主办单位基本情况*化工有限公司坐落于*市沿海经济发展区内,为新成立公司。主要是生产精心化工产品。公司将以“三个代表”重要思想和科学发展观为指导,以发展为主线,以质量创品牌,以创新添活力,以管理求效益,抢抓机遇,锐意进取,打造瑞新品牌。1.1.3 项目提出的背景和投资的必要性当前工程塑料产品所用阻燃剂主要是以多溴联苯(PBB)、多溴苯醚(PBDE)为代表的卤系产品,占中国

40、市场的85%以上。近年来阻燃领域内出现了多溴二苯醚类阻燃剂的毒性与环境问题的争议,欧盟于2003年出台了电子电机中危害物资禁用指令(RoHS禁令),决定2006年7月1日起全面禁止PBB及PBDE等溴系阻燃剂的使用。原因是卤素阻燃剂无法回收使用,燃烧与加热过程中会释放有害物质,威胁人类身体健康、环境和下一代。其它国家也纷纷效仿,使得各国阻燃材料制造商开始以谨慎的态度对待溴系阻燃剂在高聚物中的使用。2006年2月28日,有“中国RoHS”之称的电子信息产品污染控制管理办法正式颁布,并于2007年3月1日施行。管理办法明确列出在电子产品中“限制使用铅、汞、镉、六价铬和多溴联苯、多溴二苯醚等六种有毒

41、有害物质”。为了应对RoHS禁令急需开发新型阻燃剂。当前主要有三种思路,一是开发非卤系阻燃剂,多为磷酸酯类,但此类产品品种少,价格高,对塑料加工性能影响大,在工程塑料领域应用受到限制;二是开发无机阻燃剂,此类产品主要是Mg(OH)2和Al(OH)3为主,其特点是用量大,对产品性能影响大,一些高端产品不适用,其分散性问题不能很好的解决;三是开发其它结构的卤系阻燃剂,目前已成为研究开发的热点,已广泛使用的有六溴环十二烷、四溴双酚A等,国内已达10万吨产能,这两类产品缺点是所合成的阻燃塑料不耐迁移、不具有回用性,对环境污染相对较重。在国外,三溴苯酚(TBP)主要用作阻燃剂的原料。由于担心多溴二苯醚对

42、人类及环境的危害,西方发达国家其实在许多年前就采用一些新型溴系阻燃剂替代多溴二苯醚。替代候补产品中排在前列的就是溴化环氧低聚物。其具体做法是用三溴苯酚来封锁溴化环氧低聚物的末端环氧基,这样就使得环氧基的金属粘附性变弱,脱膜性变好,而且溴含量增加10%左右,故不仅能减少阻燃剂用量,还可以改善耐冲击性。基于这些优点,三溴苯酚国际市场需求量快速增加。以日本为例,20世纪90年代初期,三溴苯酚的需求量呈几何级数增加,1994年需求量超过4000吨,2000年需求超过7000吨,其国内也不断从美国和西欧进口。目前三溴苯酚生产企业主要分部在近海和盐卤区域,*是国内最大的生产地,生产厂家达30多家,总生产能

43、力达2万吨以上,此外还有东营、莱州、盐城市华佳化工有限公司、上海嘉辰化工有限公司、江苏华鼎精细化工有限公司等,全国全负荷生产产能达6万吨以上,加上进口产品市场总量估计达10万吨。此外另有宿迁永信精细化工有限公司在建年产6000吨项目和以色列死海公司将在*建万吨三溴苯酚生产项目。美国报道2,4,6-三(2,4,6-三溴苯氧基)均三嗪为一种良好的含溴、氮的耐迁移阻燃剂。适用于ABS、HIPS、PS、PC、PC/ABS、PBT、PET、PE、PVC工程塑料的阻燃改性,使用时产品着色性好、添加量少、与树脂相溶性好、阻燃效率高、加工性好、产品可回收并且燃烧后不产生二噁英/二苯并呋喃(PBDD/PBDF)

44、,符合欧盟的二噁英条例和EPA TSCA 40 766.25最终法规的要求,为环保型阻燃剂。目前该产品在国内主要靠进口,国内有少数厂家处于研发期,大多不能实现工业生产。阻燃剂产业近年来发展迅速,2004年全球阻燃剂总用量已达到170万吨以上,而且以4.4%(亚太地区略高)左右的年增长率在发展,预计到2009年全球需求量将达220万吨,产值43亿美元,其中75%以上是用于工程塑料中。该项目所合成产品主要用于电子、电器、机电、通讯、纺织、汽车、机械、体育休闲用品等领域所用工程塑料的阻燃改性。随着欧盟RoHS禁令的出台,以及其它国家(包括中国)的效仿,项目产品作为环保型阻燃剂显示出巨大的市场空间,国

45、内目前用量达3万吨以上,如果执行我国管理办法用量将会达到几十万吨,该产品国外已普遍应用且用量巨大,假如产品出口国外市场将产生更大的经济效益。1.1.4 编制依据、指导思想和原则1、编制依据:(1)*工程咨询院与*化工有限公司签订的该项目可行性研究报告编制合同。(2)化工建设项目可行性研究报告编制办法(中国石油和化学工业协会中石化协产发(2006)76号文的通知)(3)*化工有限公司提供的该项目的基础资料。(4)各专业的国家(或行业)标准和规范。2、指导思想和编制原则(1)力求全面、客观地反映情况。本报告是供公司及上级部门决策使用,因此在编制过程中按照国家、行业和地区的发展规划,以及国家的产业政
