39、境影响评价委托书XXXXX0000开发有限公司（2010年5月）。1.2评价目的及指导思想1.2.1评价目的（1）通过调查与分析，阐述XX经济技术XXXXXX工程建设项目的可行性，同时确定该建设项目的主要污染源和污染物。（2）在现状监测基础上，预测项目全生命周期（施工期、运营期）对评价区域的生态与环境的影响范围和程度。（3）提出行之有效的生态环境保护措施及污染防治措施与建议。（4）为该建设项目的生态保护和环保设施的设计与管理提供科学依据。1.2.2指导思想本次评价工作的指导思想是：以促进经济建设和环境保护可持续协调发展为宗旨，充分体现“科学规划、合理布局、清洁生产、总量控制、集中治理、统一监督
40、”的方针，坚持宏观性和微观性相结合；本着污染防治与生态保护建设并重的原则，分析预测项目对环境的影响因素以及污染程度，特别是本项目施工阶段对周围自然生态环境和水体生态环境的影响及防范措施。1.2.3评价重点本次评价工作以促进经济建设和环境保护可持续协调发展为宗旨，充分体现“科学规划、合理布局、清洁生产、总量控制、集中治理、统一监督”的方针，坚持宏观性和微观性相结合；本着污染防治与生态保护建设并重的原则，分析预测拟建项目对环境的影响因素以及污染程度，特别是本项目施工阶段对周围自然生态环境和水体生态环境的影响及防范措施。1.3评价等级、范围及环境保护目标1.3.1评价等级1.3.1.1环境空气评价等
41、级本项目建设过程中主要为施工期扬尘排放；营运期主要是居民饮食油烟排放，机动车废气排放（因为油烟只有排放标准，没有环境空气质量标准，故排放的油烟不考虑用估算模式计算；因为地上停车位排放是间断的，因此也不予以考虑）及少量的PM10排放，由于污染物排放量较小，因此评价等级确定为三级。1.3.1.2地面水环境评价等级拟建项目生活污水经市政管网入OOO污水处理厂处理达标后外排，对外环境影响较小。根据环境影响评价技术导则地面水环境(HJ/T2.3-93)中有关环境影响评价工作等级划分原则，对本项目地表水评价等级可以确定为三级。1.3.1.3声环境评价等级施工期的噪声主要是施工机械噪声和汽车运输噪声，周期短
42、，随着施工期的结束，噪声影响自然消除。营运期的噪声主要是高层供水水泵、加压站管道、换热站运行噪声；项目区内居民社会生活噪声、机动车辆噪声，项目区内噪声对外界影响较小。根据环境影响评价技术导则声环境（HJ2.4-2009）关于评价工作等级的划分原则，结合本项目工程区周围环境敏感点的分布情况综合考虑，声环境影响评价工作等级确定为二级。1.3.1.4生态环境评价等级根据本项目及工程所在地环境的初步分析，项目区不属于敏感区，无珍稀物种，建设范围20 km2，生物群落的生物量减少50%。依据环境影响评价技术导则非污染生态影响（HJ/T19-1997）中有关评价等级的划分原则，本项目生态环境影响评价工作等

46、境质量现状评价因子（1） 大气：SO2、NO2、PM10、非甲烷总烃四项污染因子。（2） 地表水：pH、COD、SS、无机氮、溶解氧、石油类、活性磷酸盐、氰化物。（3） 地下水：pH、高锰酸盐指数、氨氮、硝酸盐氮、亚硝酸盐氮、硫酸盐、氯化物、总硬度、氰化物。（4） 声：等效连续A声级。（5） 生态：土地利用方式、生态多样性、景观、水土保持。环境影响评价因子（1）环境空气：PM10。（2）声环境：等效连续A声级。1.4.2采用标准1.4.2.1本项目中具体标准环境空气质量标准项目区空气质量标准执行环境空气质量标准（GB3095-1996）及环境空气质量标准（GB3095-1996）修改单中二级标准限值；非甲烷总烃考虑到国内没有环境质量标准，且国外以色列环境质量标准高于国内污染物排放标准，所以本次环评取大气污染物综合排放标准（GB16297-1996）中无组织排放厂界浓度限值的1/2来作为质量标准评价。各标准具体数值见表1-3所示。表1-3环境空气质量标准（GB3095-1996）二级标准限值 （部分）污染物名称取值时间浓度限（mg/m3）标准来源二氧化硫(SO2)年平均0.06环境空
