35、河水利工程建设监理有限公司为完成赣榆县清口和漫水闸拆建工程的监理任务，结合本工程特点，监理机构将采用直线职能式结构对监理人员进行管理，以利于质量控制、进度控制、投资控制、合同管理以及信息管理等，达到工程总目标控制。监理机构结构框图见下图：1.6.2 监理机构人员组成为保证监理工作顺利实施，监理目标圆满完成，我中心从监理人员的专业技术水平、组织协调能力、工程建设实践经验、工作作风及年龄等方面综合考虑，组成了专业配备齐全、职称学历搭配合理的现场监理机构。监理机构设总监理工程师一名，由秦宾担任，全面负责监理部日常工作；张林任副总监理工程师，协助总监管理现场监理工作；监理机构根据本工程具体情况，分别配

40、.6.3.1.16检查监理日志；组织编写并签发监理月报、监理专题报告、监理工作报告；组织整理监理合同文件和档案资料。1.6.3.2投资控制人员投资控制人员由总监理工程师授权，对总监理工程师负责。其主要职责为：1.6.3.2.1针对工程具体情况，编制工程投资监理实施细则，并组织实施。1.6.3.2.2深入施工现场，掌握工程进度情况和工、料、机实际使用情况，并进行准确计量。1.6.3.2.3受理承包人工程款中期支付申请，以专业监理工程师签认的工程验收单为依据，按合同单价计算应付款，填写支付证书，提交总监理工程师签发。1.6.3.2.4核算和审定承包人提交的最终支付申请，参与竣工结算谈判，编列详细计
41、算清单报总监理工程师签发最终支付凭证。1.6.3.2.5参与工程变更、工程延期的审查，并会同专业监理工程师对工程变更、延期所发生的费用进行评估。1.6.3.2.6初步审核及评估承包人的索赔申请，提出监理审查报告，经总监理工程师批准后，代表总监理工程师与承包人进行协商，并具体处理索赔事宜。 1.6.3.2.7参与争端的谈判和违约事件的处理以及价格调整、变更等事宜。 1.6.3.2.8定期或不定期地向总监理工程师提交工程投资状况报告。 1.6.3.3进度控制人员进度控制人员由总监理工程师授权，对总监理工程师负责。其主要职责为：1.6.3.3.1针对工程具体情况，编制工程进度监理实施细则，并组织实施
42、。1.6.3.3.2审查承包人的施工总体进度计划和月度进度计划，并经与承包人协商调整后，报总监理工程师批准并签发。1.6.3.3.3跟踪检查承包人进度计划执行情况，核查承包人提交的施工进度报告。1.6.3.3.4一旦发生进度延误，应及时协同承包人进行准确的分析，找出主、客观因素，并采取相应措施，调整进度计划，力保延误的工期抢回。1.6.3.3.5建立监理进度日志，收集整理工程进度监理资料。1.6.3.3.6定期或不定期地向总监理工程师提交工程进度状况报告。 1.6.3.4质量控制人员 质量控制人员由总监理工程师授权，对总监理工程师负责。其主要职责为： 1.6.3.4.1对工程具体情况，制订质量

46、1.6.3.8.1负责本工程的交桩工作，对原始基准点、基准线、基准高程、控制桩的坐标进行现场查勘和资料复核，并与承包人进行现场交接。1.6.3.8.2对承包人设置的临时测量控制点进行检查、复核和复测。1.6.3.8.3督促承包人对测量控制点进行妥善保护，并建立定期复测制度，检查其落实。1.6.3.8.4复核承包人的放线测量。1.6.3.8.5对承包人所使用的测量仪器精度进行检查，对精度不符合要求的仪器，有权制止使用，要求其重新购置，经检定后投入使用。1.6.3.8.6督促承包人建立施工队、项目经理部的二级复测制度。1.6.3.8.7在执行本职监理工作方面有权发出“整改通知”。1.6.3.8.8
