31、围环境及地上、地下障碍物情况，防止扫线时造成地上、地下管线碰破泄漏、地下电缆碰断漏电、高压线电杆拉线碰断倒塌等事故。3 管材装卸、拉运及堆放安全措施1) 管材吊装应使用专用吊具，吊装作业要有持有特种作业证的起重工指挥。2) 吊装时，应用牵引绳控制管材的摆动，防止碰撞伤害，牵引绳应该足够长以保证人员安全。3) 起重工每天都要对吊装用的钢丝绳、吊带、吊钩进行检查，有毛病时应及时修理或更换。4) 在运输管材的车辆进入或离开施工作业带的公路两侧设置标志或信号旗。5) 管材装车高度，专用拖管车不得超出拖车立柱，一般货车不得超出车厢三分之一，装车宽度不准超出立柱或车厢。装车时管材下应放软垫，以保护防腐层并
32、防止管子滑动。6) 装管时，同一辆车应尽量挑选长度接近的管材，以防长度差别过大造成卸管危险。7) 管材拉运途中要中速行驶，避免急刹车，中途要停车检查，以防意外发生。8) 管材在运输及装卸过程中应注意与架空电力线路的安全距离。9) 严禁使用橇杠滚滑方法卸车，吊管时，要使用专用吊钩，吊钩要卡牢，符合安全规定。10) 严禁将管子直接卸在斜坡上。11) 卸管时应卸在指定位置，施工现场堆管场地要平整，底层的管材应用垫木或侧桩，以防滚动。管堆高度不超过2层、管子周围不能有易燃易爆物品，距地面要0.5米以上。堆管处设有“危险！禁止攀登”标志牌，禁止非工作人员接近堆放的管道。4 布管安全措施1) 工作前检查工
33、具设备，确认安全后方准作业。2) 布管的设备行驶或停置，距已挖好的管沟保持至少3米平行距离，管子距已成型的管沟不小于1米的距离，防止管沟塌方损坏设备和伤人。3) 用爬犁拖运管子时，牵引钢丝绳必须拴牢，爬犁两侧采取防滚落措施，任何人不准乘坐拖管爬犁。4) 布管时使用的起吊设备躲开架空线路，吊车空载行驶时将吊臂收回原位，以免发生碰撞事故。5) 物件吊装前，起重工要对吊具进行检查，使用符合安全规定的吊具。6) 吊管时，要使用专用吊钩，吊钩要卡牢，符合安全规定。7) 汽车吊、吊管机司机按操作规程进行起吊作业，起吊设备工作时，非操作人员不得在起吊设备上，起吊管时吊臂下面不得有人。8) 在吊管和放置过程中

35、避免在夜间施工，以减小对野生动物的惊扰和对周边居民的影响；严禁捕杀、采摘、食用和买卖野生动植物。6) 管口组对使用的吊管机的安全操作要求执行“吊管机安全操作要求”；起重作业执行“起重作业和起重机械操作一般要求”。7) 使用内对口器组对时，各种动作开关应运行可靠，供压系统各连头连接应牢固，无泄漏。8) 使用三角架和四角架组对时，脚架不应有裂纹、弯曲等变形，脚板应垫实，以防受力不均倾倒伤人或损坏设备。9) 使用外卡具组对时，应握紧转轴，以防脱落伤人。10) 组对前采用砂轮机清理管口时，操作者必须戴防护面罩，并注意砂轮切线方向不得有人，以免铁屑伤害眼睛或砂轮片损坏飞出伤人。11) 组对时吊带负荷应满
36、足要求，严禁超负荷作业；管口端部严禁用手指接触，应站在管口两侧进行组对作业；用内对口器组对时，对口器前行管的出口端严禁站人。12) 施工中，采用土墩或垫木加高管线时，充垫物应坚实稳固；用垫木垫高时，垫木两端应加塞楔子，防止管线滚动伤人；不应用冻土充垫管线。13) 组对时管口错边比较大需要大锤修正时，要使用铜锤轻击，并注意锤击方向前后不得有人和其它障碍物。14) 沟下管口组对时，管沟宽度应满足作业要求并有防塌方措施，应配置梯子或在管沟一侧做成阶梯状，便于人员上下或发生紧急事件及时撤离；设置专人监护施工，防止管沟塌方造成人员伤害。 15) 管口组对要符合技术标准参数规定，并在确保根焊焊接安全后，再
37、将管段落稳，完成当天施焊任务后要对管口进行封堵，沟下焊接完成后要焊接盲板，防止动物、水进入。6 焊接安全措施1) 电焊工必须取得相应的资格证和上岗证才能从事本管线焊接作业。2) 焊接前要检查焊机和工具是否安全可靠，焊机外壳必须接地，焊接电缆绝缘层无破损。3) 进入沼泽、潮湿地带施工的用电设备、工具必须采取防潮防漏电措施，并有良好的接地（零）保护装置；人员在使用电动工具时必须带绝缘手套。4) 电焊工要严格遵守电器安全技术规程，除电焊机二次开关的电气线路以外，其他电气线路电焊工不准作业；移动焊机、更换保险、改装二次回路时，必须先切断电源。5) 焊接或手持砂轮机作业时电焊工要佩带齐全防护用品（面罩、
38、护目镜、绝缘手套等）。使用手砂轮时，要装设漏电保护器，使用前检查砂轮片是否有裂纹、缺口、受潮、接触过油类，如有要更换新砂轮片。操作时，加力要平稳，不得用力过猛。6) 焊接需要架高管线时，支撑物必须牢固，管线两侧应掩实；严禁用软泥、冻土支撑管线。7) 在管沟中焊接时，要先检查沟壁和管下支撑情况，如有塌方危险和管线滚动可能时，必须有专人监护，并采取相关防塌方措施后，方可焊接。8) 在潮湿地段焊接时必须采取绝缘措施，不得使人体、焊机或其他金属构件成为焊接回路，以防焊机电流造成人身伤害或设备事故。7 山区施工安全措施1) 山区施工要有施工方案，施工严格按照施工方案进行施工，严禁无方案施工；2) 测量放
39、线时穿好防护用品特别是防滑鞋，并带上急救箱（必须有蛇药、绷带、止血带）、通讯工具（手机、对讲机）、砍刀等；3) 扫线、修筑施工便道时，作业面应保持水平或适当向山体内侧倾斜，严禁向山体外侧倾斜；4) 对作业带内及附近有可能危及施工作业安全的岩堆、滑坡、崩塌等应彻底清除或采取有效防护措施；5) 及时清除管沟内壁易滑易坠的石块，防止在管沟中施焊时石块坠落砸伤人；6) 对于堆放在管沟边的管沟出来的碎石必须使用编织袋装土放在管沟边隔离碎石，防止滑落到管沟中砸伤人或管线防腐层；7) 施工前一定要先检查设备的刹车系统，刹车系统已经损坏的设备不允许使用；检查防滑设施是否齐全、有效，防滑设施不齐全或失效的不允许
