30、ment.第一章 总 论 1.1项目情况1.项目名称：福鼎市恒源生态农业蛋鸭养殖场建设项目2.项目性质：新建3.建设地址：福鼎市佳阳畲族乡4.项目业主：福建恒源生态农业发展有限公司5.建设规模及内容：项目规划用地面积200100平方米（约300亩），建设一栋总建筑面积约13340平方米的生态农业养殖场，养殖场内最大可同时容纳10万羽的蛋鸭；此外，养殖场内设有办公楼、员工宿舍楼、药品仓库、检验室、解剖室、蛋品存放仓库及蛋品加工车间等。拟扩产的蛋鸭选用台湾品种，该品种也是国家农业部“十五”重点推广的蛋鸭品种，目前属国内优良蛋鸭品种，适合大规模养殖。6.项目建设期：13个月（2015.62016.6
31、）7.总投资及资金来源：项目计划总投资1828万元，其中建安费用1657万元，工程建设其他费用84万元，基本预备费87万元。项目建设所需资金均由建设单位自筹解决。1.2项目建设条件 近年来，国家把扶持农产品加工转化企业作为解决我国“三农”问题的一个重要途径，不断加大扶持力度。“十二五”期间，福鼎市已将发展蛋鸭养殖作为提高农民收入的重要手段，要求蛋鸭养殖企业能够积极突破，树立信心，形成一盘棋，抓住机遇，积极打造成为全省蛋鸭养殖的龙头企业。福鼎市恒源生态农业蛋鸭养殖场建设项目是国家鼓励发展的项目，符合国家和省政府的产业政策，福鼎市市委，市政府对项目建设十分重视和支持，要求把该项目进一步做大做强。为
32、了改善投资环境，确保项目建设顺利实施，促进地方经济发展，项目所在地的乡政府对项目建设也制定了一系列优惠政策，这对项目的实施奠定了基础。1.3编制依据1、国家农业综合开发办公室关于印发国家2010年188号文，农业综合开发产业化经营项目可行性研究报告编写参考大纲2、国家农业综合开发资金和项目管理办法（财政部令第29号）3、市政府关于扶持农业龙头企业发展促进农业产业化经营的意见（国发201210号)4、国家现行财务、会计制度及项目建设评价方法与参数。5、福鼎市的气象、地质、水温、交通、能源、资源、市场。6、福建恒源生态农业发展有限公司发展规划等基础资料。1.4综合评价本项目销售利润额为229.79
33、万元，利润率为12.57%，销售总额为1412.64万元；税后销售额为1182.85万元；以静态利润计算回收期为8年。通过高品牌、高技术及高经营方式发展，福鼎市恒源生态农业蛋鸭养殖场的建设将带动当地及周边的农户增收，促进福鼎市养殖业发展。此外，项目利用对蛋鸭的排泄物采用化粪处理，配合沼气发展，对环境无污染，对生态无破坏。论证结论：该项目建设符合国家及国家产业政策，符合省级农业综合开发产业化经营项目的扶持范围，符合当地经济发展的要求，项目建设条件成熟，产品前景广阔，具有可持续发展性。本项目的实施为生产商品蛋鸭提供可靠的保证，使蛋鸭生产规模和效益在现有的基础上实现新的跨越，彻底解决了我市城乡吃蛋难
34、的问题，在一定程度上制止了不法商贩牟取暴利，对提高人民的生活水平和生活质量具有十分重要的意义。因此，实施该项目具有良好的社会效益，经济效益以及生态效益。项目建设切实可行，非常必要。第二章 背景及必要性2.1项目建设背景我国集约化养鸭起步于上世纪七十年代末，政府为了提高人民的生活水平，稳定市场供应，提出了 “ 菜篮子工程 ”，特别是在生态农业养殖上等给予政策、资金等方面的支持。在各方面条件支持下，蛋鸭养殖业也不断扩大，我国许多大中城市郊区建立起了规模化的大型蛋鸭场，鸭场规模从几万只到几十万只不等。八十年代后，随着农村联产承包制的实施，粮食产量大幅度提高，农村剩余劳动力不断增加，在国营工厂化养鸭的
35、示范和带动下，广大农村涌现出了大量的小规模养鸭专业户，在此基础上发展起了养鸭专业村，并形成了连片的蛋鸭生产基地，逐渐成为中国蛋鸭养殖的主力军，国营大规模蛋鸭场退出了历史舞台。 而在世界范围内，蛋鸭生产正朝着国家级的或跨国的大集团发展，生产与零售企业间的合作越来越紧密。同时家禽育种的商业化又推动了育种技术的改进和生产性能的不断提高。激烈的市场竞争给育种公司带来了巨大的压力，也是促进育种公司不断发展的动力。在这种激烈的竞争市场下，仅极少数的蛋鸭育种公司生存下来。各个育种公司在育种工作中都投入大量的人力、物力和财力，希望通过采用先进的技术手段和一流的设备进行育种，使蛋鸭的生产性能不断得到提高。由于各
36、大育种公司在资金和人才上有优势，他们建立起了庞大的国际性技术服务团队，在世界各地进行有关蛋鸭饲养管理、疫病防治、营养需要和设备使用及维护等方面的培训，提高广大蛋鸭饲养者的生产水平。同时也不断推广他们的产品，扩大产品的销售，使整个蛋鸭行业迅速的向前发展。目前蛋鸭育种仅被几家大型的商业育种公司所垄断。我国目前的蛋鸭饲养现状是散户粗放式管理与大公司规模化管理并存，开放式鸭舍与密闭式人工控制环境鸭舍并存；手工饲喂与槽式料线机械化饲喂并存；大公司从国外进口先进的大型巷道式孵化设备，开始兴建密闭式机械通风鸭舍，蛋鸭产蛋期多采用高层笼养，机械加料，饮水系统全部采用进口乳头饮水器饮水，机械刮板及传送带除粪。小
37、规模养殖户鸭舍简陋、设备简易、鸭舍布局不合理、防疫体系不健全、技术力量薄弱、生产水平不理想，很多企业对新技术、新设备的使用并没引起足够的重视，因此必须在体制和经营管理上走联合、重组的道路，促进养鸭业向机械化、专业化的方向发展。因此我国蛋鸭业的发展应以结构优化升级、总体素质提高、加快产业化进程为未来蛋鸭业发展的重要方向。按省农业厅规定标准，无污染、喷淋YM菌和谷皮、除臭、发酵程序进行操作并建有沼气池发电照明，废水可利用来浇灌茶园、果林施肥。对生态环境决不会造成污染，此项目建设是可行的。致请贵局早日给于批复为盼。2.2 项目建设的必要性 2.2.1项目建设有利于促进我市蛋鸭养殖企业发展。企业在蛋鸭
38、产业化经营组织中承担着开拓市场、组织生产、加工增值、科技创新、资本增值与带动农户等 6 大功能。所以企业首先要提高企业经营管理层的素质，建立现代企业法人治理机构，加强企业经营管理人员的培训。只有把头企业做强作大，增强企业的核心竞争力，才可以提升我国蛋鸭产品内在质量。与我国社会主义新农村建设相结合，由政府牵头组织，企业运作，把几十年传统养殖观念改变成现代化工厂化养殖，从而带动千家万户农民脱贫致富。2.2.2 项目建设有利于蛋鸭业的产业化经营项目建设有利于蛋鸭业的产业化经营，提高蛋鸭业的科技术含量，促进禽畜养殖业的标准化、产业化、市场化和信息化进程。针对目前项目所在区蛋鸭品种老化，经营粗放，蛋鸭综
39、合加工利用水平低，效益差等现状，通过本项目的实施，把传统的分散放养同相关产品的加工贮藏、科技服务和市场营销有机地结合起来，以公司加农户的形式，将分散的个体移民养鸭户串联在现代农业产业链上，建立相应的管理体制和合理的分配原则，形成利益共同体，加速蛋鸭产品质量的标准化，以适应国际市场的要求。本项目将以优化品种、提高质量、增加效益为中心，通过建设大型蛋鸭养殖示范基地，推进蛋鸭产业化经营，提福鼎市农业的综合效益和竞争力。通过本项目的实施，建立和完善蛋鸭产业市场信息网络体系建设，推广产品质量标准体系及检测检验体系，为基地及项目辐射区的广大移民养鸭户提供产品交易平台，提供养殖和疫病防治技术以及农产品国内外
40、市场信息服务。同时，通过贯彻执行国家无公害农产品标准，逐步建立与国际标准接轨的产品质量标准体系，为鸭蛋制品打入国际市场奠定基础。2.2.3项目建设有利于改善项目区农业生态环境饲养蛋鸭有利于保护生态环境。蛋鸭活动、觅食能力特别强，在蝗灾区放牧蛋鸭，每只成年蛋鸭每天可捕食150只左右的蝗虫，既解决了部分优质蛋白质饲料，又有效地杀灭蝗虫。在果园、农田、边杂地上放牧蛋鸭，可起到除虫、除草、中耕、施肥的作用，可大量减少杀虫剂、除草剂和化肥的使用量，有效地改善土壤结构，保护生态环境。鱼鸭混养时，每只蛋鸭在鱼塘中嬉戏时都是一台小小的增氧机，鸭粪则直接喂鱼肥水，各种资源可得到充分利用，且能降低环境污染。第三章
41、 建设条件3.1项目区概况3.1.1 地理位置佳阳畲族乡位于福建省福鼎市东北部。辖佳阳、后洋、周山、佳头、龙头湾、上庵、三丘田、安仁、象洋、蕉宕、罗唇、双华等12个行政村。距市区22公里，东北界浙江省苍南县，东南与沙埕镇接壤，西南与店下镇隔海相望，西与前岐毗邻,背靠环境优美风景秀丽的天湖山，面临中国天然良港沙埕港。3.1.2地理环境地处亚热带海洋性季风气候区，气候温暖、雨量充沛。罗唇军民共用码头可停泊万吨轮船，船只通过沙埕港，可直达沿海各港口；资源丰富，自然条件优越，境内有1000亩的天湖山茶场，驰名省内外“碧螺春”名茶产地佳阳茶场，引进特小凤西瓜、泰国御豆、人参果、兰孔雀等新品种，种植和试养
42、成功发展早盘菜、土鸡等地方特色产业；佳阳海上资源丰富，地处天然深水良港-沙埕港北岸，全乡海岸线长30.8公里，海域面积近10万亩，滩涂面积2000多亩，是福鼎市海上饵料、成品鱼、鱼苗交易中心，也是网箱养殖最多、最为集中的乡镇。佳阳依山面海（港），气候温暖，雨量充沛，耕地可适宜发展茶、林、果、水稻、小麦等传统种植业，沿海适宜发展鱼、虾、蟹高利润养殖业项目。佳阳畲族乡特别适宜发展鸭、牛、羊、鸭、鸭、鹅等多种家畜家禽，是发展畜禽业的理想之地。3.1.3社会经济状况至2014年实现社会总产值14050万元，比2010年增长了32.1%；工农业总产值8330万元；农业产值 6352万元；工业总产值完成1
43、978万元；第三产业完成1138万元；2012年乡农民人均纯收入达8383元。2013年实现公共财政收入1688万元，企业实交税金81万元，公共财政支出589万元，社会消费品零售总额8531万元。3.1.3社会事业国道纵一线福建福鼎段也经过我乡。并且已经与14年12月份开始施工：施工工期18个月。国道纵一线福鼎段位于福鼎市，起点位于福鼎市佳阳乡象洋村附近，桩号为K12 460，途经塘岐、柯湾村，终点位于前岐镇附近，桩号为K15 793.68，主线里程3.333公里，支线6.939公里。主线按 一 级公路标准建设， 设计行车速度60 km/h，宽23.0米，沥青砼路面(本次招标不包含)。支线按二
44、级公路标准建设，设计行车速度40 km/h，宽10米，水泥砼路面。另设置佳阳支线连接集镇和国道，里程桩号：佳阳支线K0 000-K4 169.938，长度4.17公里。沈海高速公路复线福鼎（浙闽界）至秦屿段经过我乡，已立项，争取15年开始施工：沈海公路复线福鼎（浙闽界）至秦屿段高速公路路线起于福鼎市佳阳乡双华村（浙闽界），经梅溪村、蕉宕村、于三丘田村处建佳阳互通连接城沙线、经竹甲鼻村，建沙埕港特大桥跨沙埕港、经店下镇巽城村建店下互通连接八洋线，于洋中村处建坑门里枢纽互通连接现有沈海高速公路，路线终于洋中村，终点桩号K19+720，路线全长19.72km； 另含店下二级路连接线，二级路连接线起于
45、店下镇石塘村黄厝里，经石塘村、岭边、罗口内，终于市前村，路线全长5.113km。福鼎至秦屿段：按六车道标准建设，设计速度100公里/小时，路基宽度采用33.5米。3.2项目建设条件优劣势分析 3.2.1政策优势近年来，国家把扶持农产品加工转化企业作为解决我国“三农”问题的一个重要途径，不断加大扶持力度。“十二五”期间，福鼎市已将发展蛋鸭养殖作为提高农民收入的重要手段，要求蛋鸭养殖企业能够积极突破，树立信心，形成一盘棋，抓住机遇，积极打造成为全省蛋鸭养殖的龙头企业。项目单位是我市唯独一家大型蛋鸭养殖企业，是国家鼓励发展的项目，符合国家的产业政策，福鼎市市委，市政府对项目建设十分重视和支持，要求把

47、生活水平的提高，我国城乡居民的生活已从温饱型向小康型转变；畜牧业的发展带动了市场供求关系的转变，鸭蛋市场从卖方市场向买方市场转化，由数量型向质量型转化；我国的消费者对产品质量尤其是食品安全问题越来越重视，消费者加强食品安全的呼声也日益强烈。为了维护消费者的权益，保障广大人民群众的身体健康，发展无公害鸭蛋生产是我国政府也是鸭蛋生产者必须做出的选择，这也是推动蛋鸭业生产水平提高，调整产业结构，带动产业进一步发展的必经之路。无公害鸭蛋等无公害产品的高附加值，已被越来越多的生产企业所认识。随着人们追求饮食安全和健康意识的加强，人们与更加关心食品的质量和安全性，花钱买放心、买健康已成为时尚。人们对无公害
