On Oct. 20, Colonel Qaddafi was killed as fighters battling the vestiges of his fallen regime finally wrested control of his hometown of Surt.,The country was formally declared liberated three days later, setting

3、in motion the process of creating a new constitution and an elected government. By early November, many of the local militia leaders who helped topple Colonel Qaddafi abandoned a pledge to give up their weapons. They said that they intend to preserve their autonomy and influence political decisions

4、as “guardians of the revolution.”,The council has pledged in a “constitutional declaration” that within eight months after the selection of a new government, it will hold elections for a national assembly, which will oversee the writing of a constitution. Members voted to name as prime minister Abde

5、l Rahim el-Keeb, an electronics engineer and Qaddafi critic, who spent most of his career abroad.,Serif al-Islam el-Qaddafi Captured,On Nov. 19, Libyan militia fighters captured Seif al-Islam el-Qaddafi, the last fugitive son and onetime heir apparent of Colonel Qaddafi, in Zintan, a western mountai

6、n town, setting off nationwide celebrations but also exposing a potential power struggle over his handling.,The next day, revolutionary fighters captured Abdullah Senussi, the intelligence chief for Colonel Qaddafi, in Libyas southern desert. While transitional government leaders in Tripoli promised

7、 that Mr. Qaddafi would be closely guarded and turned over to the International Criminal Court to be tried on war crimes charges leaders in Zintan insisted that they would not hand him over until a formal national government was formed.,Three days after Mr. Qaddafis capture, the prosecutor for the I

8、nternational Criminal Court, Luis Moreno-Ocampo, arrived in Tripoli and met with Libyan officials to discuss how and where he would be tried. Libyas minister of justice, Mohammed al-Allagi, told reporters that Libya would not send Mr. Qaddafi to the international court in the Hague for trial.,New Ca

9、binet Appointed,On Nov. 22, bowing to pressure from the local militia holding Seif al-Islam el-Qaddafi as a prisoner, Prime Minister Abdel Rahim el-Keeb appointed the militias commander to be the new defense minister.,The appointment came as the prime minister named a new cabinet after weeks of barg

10、aining among the competing cities, tribes and militias that formed the loose coalition that overthrew the Qaddafi government but now are struggling to share power. The selection of Osama al-Juwali, the head of the military council in Zintan, to lead the Defense Ministry, perhaps the most critical po

11、st in the government, did not come as a surprise, but it underscored the weakness of the interim government.,It will now be Mr. Juwalis responsibility to disarm and merge divergent militias from around the country into a united army and a national police force. His partner in that effort will be Faw

12、zi Abdelal, the powerful militia leader from the city of Misurata, who Mr. Keeb appointed as interior minister in an effort to assuage that competing group. 13、IONS (AP) The United Nations Security Council ordered the assets of two Libyan banks that had been under the control of Col. Muammar el-Qaddafi to be unfrozen on Friday, clearing the way for the return of more than $40 billion to help the new government rebuild the country,The transitional governmen

14、t had asked the Councils sanctions committee to lift the asset freeze on the Central Bank of Libya and its subsidiary, the Libyan Foreign Bank. There were no objections from any of the 15 Council nations who make up the committee by the deadline on Friday evening, so the sanctions were immediately l

15、ifted.,Soon after, the United States government announced that it had rolled back most sanctions against Libyas banks, unblocking more than $30 billion in assets. Foreign Secretary William Hague of Britain said his government was seeking swift European Union action to pass the regulation required to

16、 release about $10 billion in assets frozen in Britain. Billions of dollars more in Libyan assets frozen elsewhere are also expected to be released.
