3、tilltryingtofigureoutwhoIwas;stillsearchingforapurposetomylife.ItwasinneighborhoodsnotfarfromherewhereIbeganworkingwithchurchgroupsintheshadowsofclosedsteelmills.ItwasonthesestreetswhereIwitnessedthepoweroffaith,andthequietdignityofworkingpeopleinthefaceofstruggleandloss.ThisiswhereIlearnedthatchang
4、eonlyhappenswhenordinarypeoplegetinvolved,getengaged,andcometogethertodemandit.AftereightyearsasyourPresident,Istillbelievethat.Anditsnotjustmybelief.ItsthebeatingheartofourAmericanideaourboldexperimentinself-government.Itstheconvictionthatweareallcreatedequal,endowedbyourCreatorwithcertainunalienab
5、lerights,amongthemlife,liberty,andthepursuitofhappiness.Itstheinsistencethattheserights,whileself-evident,haveneverbeenself-executing;thatWe,thePeople,throughtheinstrumentofourdemocracy,canformamoreperfectunion.ThisisthegreatgiftourFoundersgaveus.Thefreedomtochaseourinpidualdreamsthroughoursweat,toi
6、l,andimaginationandtheimperativetostrivetogetheraswell,toachieveagreatergood.For240years,ournationscalltocitizenshiphasgivenworkandpurposetoeachnewgeneration.Itswhatledpatriotstochooserepublicovertyranny,pioneerstotrekwest,slavestobravethatmakeshiftrailroadtofreedom.Itswhatpulledimmigrantsandrefugee
7、sacrossoceansandtheRioGrande,pushedwomentoreachfortheballot,poweredworkerstoorganize.ItswhyGIsgavetheirlivesatOmahaBeachandIwoJima;IraqandAfghanistanandwhymenandwomenfromSelmatoStonewallwerepreparedtogivetheirsaswell.SothatswhatwemeanwhenwesayAmericaisexceptional.Notthatournationhasbeenflawlessfromt
8、hestart,butthatwehaveshownthecapacitytochange,andmakelifebetterforthosewhofollow.Yes,ourprogresshasbeenuneven.Theworkofdemocracyhasalwaysbeenhard,contentiousandsometimesbloody.Foreverytwostepsforward,itoftenfeelswetakeonestepback.ButthelongsweepofAmericahasbeendefinedbyforwardmotion,aconstantwidenin
9、gofourfoundingcreedtoembraceall,andnotjustsome.IfIhadtoldyoueightyearsagothatAmericawouldreverseagreatrecession,rebootourautoindustry,andunleashthelongeststretchofjobcreationinourhistoryifIhadtoldyouthatwewouldopenupanewchapterwiththeCubanpeople,shutdownIransnuclearweaponsprogramwithoutfiringashot,a
10、ndtakeoutthemastermindof9/11ifIhadtoldyouthatwewouldwinmarriageequality,andsecuretherighttohealthinsuranceforanother20millionofourfellowcitizensyoumighthavesaidoursightsweresetalittletoohigh.Butthatswhatwedid.Thatswhatyoudid.Youwerethechange.Youansweredpeopleshopes,andbecauseofyou,byalmosteverymeasu
11、re,Americaisabetter,strongerplacethanitwaswhenwestarted.Intendays,theworldwillwitnessahallmarkofourdemocracy:thepeacefultransferofpowerfromonefreely-electedpresidenttothenext.IcommittedtoPresident-ElectTrumpthatmyadministrationwouldensurethesmoothestpossibletransition,justasPresidentBushdidforme.Bec
12、auseitsuptoallofustomakesureourgovernmentcanhelpusmeetthemanychallengeswestillface.Wehavewhatweneedtodoso.Afterall,weremainthewealthiest,mostpowerful,andmostrespectednationonEarth.Ouryouthanddrive,ourpersityandopenness,ourboundlesscapacityforriskandreinventionmeanthatthefutureshouldbeours.Butthatpot
13、entialwillberealizedonlyifourdemocracyworks.Onlyifourpoliticsreflectsthedecencyoftheourpeople.Onlyifallofus,regardlessofourpartyaffiliationorparticularinterest,helprestorethesenseofcommonpurposethatwesobadlyneedrightnow.ThatswhatIwanttofocusontonightthestateofourdemocracy.Understand,democracydoesnot
14、requireuniformity.Ourfoundersquarreledandcompromised,andexpectedustodothesame.Buttheyknewthatdemocracydoesrequireabasicsenseofsolidaritytheideathatforallouroutwarddifferences,weareallinthistogether;thatweriseorfallasone.Therehavebeenmomentsthroughoutourhistorythatthreatenedtorupturethatsolidarity.Th
15、ebeginningofthiscenturyhasbeenoneofthosetimes.Ashrinkingworld,growinginequality;demographicchangeandthespecterofterrorismtheseforceshaventjusttestedoursecurityandprosperity,butourdemocracyaswell.Andhowwemeetthesechallengestoourdemocracywilldetermineourabilitytoeducateourkids,andcreategoodjobs,andpro
16、tectourhomeland.Inotherwords,itwilldetermineourfuture.Ourdemocracywontworkwithoutasensethateveryonehaseconomicopportunity.Today,theeconomyisgrowingagain;wages,incomes,homevalues,andretirementaccountsarerisingagain;povertyisfallingagain.Thewealthyarepayingafairershareoftaxesevenasthestockmarketshatte
17、rsrecords.Theunemploymentrateisnearaten-yearlow.Theuninsuredratehasnever,everbeenlower.Healthcarecostsarerisingattheslowestrateinfiftyyears.AndifanyonecanputtogetheraplanthatisdemonstrablybetterthantheimprovementswevemadetoourhealthcaresystemthatcoversasmanypeopleatlesscostIwillpubliclysupportit.Tha
18、t,afterall,iswhyweservetomakepeopleslivesbetter,notworse.Butforalltherealprogresswevemade,weknowitsnotenough.Oureconomydoesntworkaswellorgrowasfastwhenafewprosperattheexpenseofagrowingmiddleclass.Butstarkinequalityisalsocorrosivetoourdemocraticprinciples.Whilethetoponepercenthasamassedabiggershareof
19、wealthandincome,toomanyfamilies,ininnercitiesandruralcounties,havebeenleftbehindthelaid-offfactoryworker;thewaitressandhealthcareworkerwhostruggletopaythebillsconvincedthatthegameisfixedagainstthem,thattheirgovernmentonlyservestheinterestsofthepowerfularecipeformorecynicismandpolarizationinourpoliti
20、cs.Therearenoquickfixestothislong-termtrend.Iagreethatourtradeshouldbefairandnotjustfree.Butthenextwaveofeconomicdislocationwontcomefromoverseas.Itwillcomefromtherelentlesspaceofautomationthatmakesmanygood,middle-classjobsobsolete.Andsowemustforgeanewsocialcompacttoguaranteeallourkidstheeducationthe
21、yneed;togiveworkersthepowertounionizeforbetterwages;toupdatethesocialsafetynettoreflectthewaywelivenowandmakemorereformstothetaxcodesocorporationsandinpidualswhoreapthemostfromtheneweconomydontavoidtheirobligationstothecountrythatsmadetheirsuccesspossible.Wecanargueabouthowtobestachievethesegoals.Bu
22、twecantbecomplacentaboutthegoalsthemselves.Forifwedontcreateopportunityforallpeople,thedisaffectionandpisionthathasstalledourprogresswillonlysharpeninyearstocome.Theresasecondthreattoourdemocracyoneasoldasournationitself.Aftermyelection,therewastalkofapost-racialAmerica.Suchavision,howeverwell-inten
23、ded,wasneverrealistic.Forraceremainsapotentandoftenpisiveforceinoursociety.Ivelivedlongenoughtoknowthatracerelationsarebetterthantheywereten,ortwenty,orthirtyyearsagoyoucanseeitnotjustinstatistics,butintheattitudesofyoungAmericansacrossthepoliticalspectrum.Butwerenotwhereweneedtobe.Allofushavemorewo
24、rktodo.Afterall,ifeveryeconomicissueisframedasastrugglebetweenahardworkingwhitemiddleclassandundeservingminorities,thenworkersofallshadeswillbeleftfightingforscrapswhilethewealthywithdrawfurtherintotheirprivateenclaves.Ifwedeclinetoinvestinthechildrenofimmigrants,justbecausetheydontlooklikeus,wedimi
25、nishtheprospectsofourownchildrenbecausethosebrownkidswillrepresentalargershareofAmericasworkforce.Andoureconomydoesnthavetobeazero-sumgame.Lastyear,incomesroseforallraces,allagegroups,formenandforwomen.Goingforward,wemustupholdlawsagainstdiscriminationinhiring,inhousing,ineducationandthecriminaljust
26、icesystem.ThatswhatourConstitutionandhighestidealsrequire.Butlawsalonewontbeenough.Heartsmustchange.Ifourdemocracyistoworkinthisincreasinglypersenation,eachoneofusmusttrytoheedtheadviceofoneofthegreatcharactersinAmericanfiction,AtticusFinch,whosaidYouneverreallyunderstandapersonuntilyouconsiderthing
27、sfromhispointofviewuntilyouclimbintohisskinandwalkaroundinit.Forblacksandotherminorities,itmeanstyingourownstrugglesforjusticetothechallengesthatalotofpeopleinthiscountryfacetherefugee,theimmigrant,theruralpoor,thetransgenderAmerican,andalsothemiddle-agedwhitemanwhofromtheoutsidemayseemlikehesgotall
28、theadvantages,butwhosseenhisworldupendedbyeconomic,cultural,andtechnologicalchange.ForwhiteAmericans,itmeansacknowledgingthattheeffectsofslaveryandJimCrowdidntsuddenlyvanishinthe60s;thatwhenminoritygroupsvoicediscontent,theyrenotjustengaginginreverseracismorpracticingpoliticalcorrectness;thatwhenthe
29、ywagepeacefulprotest,theyrenotdemandingspecialtreatment,buttheequaltreatmentourFounderspromised.Fornative-bornAmericans,itmeansremindingourselvesthatthestereotypesaboutimmigrantstodayweresaid,almostwordforword,abouttheIrish,Italians,andPoles.Americawasntweakenedbythepresenceofthesenewcomers;theyembr
30、acedthisnationscreed,anditwasstrengthened.Soregardlessofthestationweoccupy;wehavetotryharder;tostartwiththepremisethateachofourfellowcitizenslovesthiscountryjustasmuchaswedo;thattheyvaluehardworkandfamilylikewedo;thattheirchildrenarejustascuriousandhopefulandworthyofloveasourown.Noneofthisiseasy.For
31、toomanyofus,itsbecomesafertoretreatintoourownbubbles,whetherinourneighborhoodsorcollegecampusesorplacesofworshiporoursocialmediafeeds,surroundedbypeoplewholooklikeusandsharethesamepoliticaloutlookandneverchallengeourassumptions.Theriseofnakedpartisanship,increasingeconomicandregionalstratification,t
32、hesplinteringofourmediaintoachannelforeverytasteallthismakesthisgreatsortingseemnatural,eveninevitable.Andincreasingly,webecomesosecureinourbubblesthatweacceptonlyinformation,whethertrueornot,thatfitsouropinions,insteadofbasingouropinionsontheevidencethatsoutthere.Thistrendrepresentsathirdthreattoou
33、rdemocracy.Politicsisabattleofideas;inthecourseofahealthydebate,wellprioritizedifferentgoals,andthedifferentmeansofreachingthem.Butwithoutsomecommonbaselineoffacts;withoutawillingnesstoadmitnewinformation,andconcedethatyouropponentismakingafairpoint,andthatscienceandreasonmatter,wellkeeptalkingpaste
34、achother,makingcommongroundandcompromiseimpossible.Isntthatpartofwhatmakespoliticssodispiriting?Howcanelectedofficialsrageaboutdeficitswhenweproposetospendmoneyonpreschoolforkids,butnotwhenwerecuttingtaxesforcorporations?Howdoweexcuseethicallapsesinourownparty,butpouncewhentheotherpartydoesthesameth
35、ing?Itsnotjustdishonest,thisselectivesortingofthefacts;itsself-defeating.Becauseasmymotherusedtotellme,realityhasawayofcatchingupwithyou.Takethechallengeofclimatechange.Injusteightyears,wevehalvedourdependenceonforeignoil,doubledourrenewableenergy,andledtheworldtoanagreementthathasthepromisetosaveth
36、isplanet.Butwithoutbolderaction,ourchildrenwonthavetimetodebatetheexistenceofclimatechange;theyllbebusydealingwithitseffects:environmentaldisasters,economicdisruptions,andwavesofclimaterefugeesseekingsanctuary.Now,wecanandshouldargueaboutthebestapproachtotheproblem.Buttosimplydenytheproblemnotonlybe
37、traysfuturegenerations;itbetraystheessentialspiritofinnovationandpracticalproblem-solvingthatguidedourFounders.Itsthatspirit,bornoftheEnlightenment,thatmadeusaneconomicpowerhousethespiritthattookflightatKittyHawkandCapeCanaveral;thespiritthatthatcuresdiseaseandputacomputerineverypocket.Itsthatspirit
38、afaithinreason,andenterprise,andtheprimacyofrightovermight,thatallowedustoresistthelureoffascismandtyrannyduringtheGreatDepression,andbuildapost-WorldWarIIorderwithotherdemocracies,anorderbasednotjustonmilitarypowerornationalaffiliationsbutonprinciplestheruleoflaw,humanrights,freedomsofreligion,spee
39、ch,assembly,andanindependentpress.ThatorderisnowbeingchallengedfirstbyviolentfanaticswhoclaimtospeakforIslam;morerecentlybyautocratsinforeigncapitalswhoseefreemarkets,opendemocracies,andcivilsocietyitselfasathreattotheirpower.Theperileachposestoourdemocracyismorefar-reachingthanacarbomboramissile.It
40、representsthefearofchange;thefearofpeoplewholookorspeakorpraydifferently;acontemptfortheruleoflawthatholdsleadersaccountable;anintoleranceofdissentandfreethought;abeliefthattheswordorthegunorthebomborpropagandamachineistheultimatearbiterofwhatstrueandwhatsright.Becauseoftheextraordinarycourageofourm
41、enandwomeninuniform,andtheintelligenceofficers,lawenforcement,anddiplomatswhosupportthem,noforeignterroristorganizationhassuccessfullyplannedandexecutedanattackonourhomelandthesepasteightyears;andalthoughBostonandOrlandoremindusofhowdangerousradicalizationcanbe,ourlawenforcementagenciesaremoreeffect
42、iveandvigilantthanever.WevetakenouttensofthousandsofterroristsincludingOsamabinLaden.TheglobalcoalitionwereleadingagainstISILhastakenouttheirleaders,andtakenawayabouthalftheirterritory.ISILwillbedestroyed,andnoonewhothreatensAmericawilleverbesafe.Toallwhoserve,ithasbeenthehonorofmylifetimetobeyourCo
43、mmander-in-Chief.Butprotectingourwayofliferequiresmorethanourmilitary.Democracycanbucklewhenwegiveintofear.Sojustaswe,ascitizens,mustremainvigilantagainstexternalaggression,wemustguardagainstaweakeningofthevaluesthatmakeuswhoweare.Thatswhy,forthepasteightyears,Iveworkedtoputthefightagainstterrorismo
44、nafirmlegalfooting.Thatswhyweveendedtorture,workedtocloseGitmo,andreformourlawsgoverningsurveillancetoprotectprivacyandcivilliberties.ThatswhyIrejectdiscriminationagainstMuslimAmericans.Thatswhywecannotwithdrawfromglobalfightstoexpanddemocracy,andhumanrights,womensrights,andLGBTrightsnomatterhowimpe
45、rfectourefforts,nomatterhowexpedientignoringsuchvaluesmayseem.Forthefightagainstextremismandintoleranceandsectarianismareofapiecewiththefightagainstauthoritarianismandnationalistaggression.Ifthescopeoffreedomandrespectfortheruleoflawshrinksaroundtheworld,thelikelihoodofwarwithinandbetweennationsincr
46、eases,andourownfreedomswilleventuallybethreatened.Soletsbevigilant,butnotafraid.ISILwilltrytokillinnocentpeople.ButtheycannotdefeatAmericaunlesswebetrayourConstitutionandourprinciplesinthefight.RivalslikeRussiaorChinacannotmatchourinfluencearoundtheworldunlesswegiveupwhatwestandfor,andturnourselvesi
47、ntojustanotherbigcountrythatbulliessmallerneighbors.Whichbringsmetomyfinalpointourdemocracyisthreatenedwheneverwetakeitforgranted.Allofus,regardlessofparty,shouldthrowourselvesintothetaskofrebuildingourdemocraticinstitutions.Whenvotingratesaresomeofthelowestamongadvanceddemocracies,weshouldmakeiteas
48、ier,notharder,tovote.Whentrustinourinstitutionsislow,weshouldreducethecorrosiveinfluenceofmoneyinourpolitics,andinsistontheprinciplesoftransparencyandethicsinpublicservice.WhenCongressisdysfunctional,weshoulddrawourdistrictstoencouragepoliticianstocatertocommonsenseandnotrigidextremes.Andallofthisde
