1、 PROPOSED DRAFT OF NFPA 400 Hazardous Chemicals Code 2008 Edition The attached draft is a Committee working document. It is being circulated to solicit input from the public prior to publication as a Report on Proposals (ROP) (formerly TCR). To submit a proposal, please use the proposal form that is

2、 attached to this draft. Proposals must be received by the Secretary, Standards Council, at NFPA, by 5:00 PM EDST on Friday, May 26, 2006. 3、 NFPA 400 Hazardous Chemicals Code April 2006 The NFPA Hazardous Chemicals Technical Committee will be creating a new Hazardous Chemicals Code, NFPA 400 for publication in 2008 (Fall 2007 revision cycle). The Pre-ROP draft of this document has been balloted and is available for submitting public pro

4、posals (proposal closing date May 26, 2006). The project will pull together many of NFPAs hazardous chemicals requirements into a single integrated document. NFPA has been moving in this direction for many years and this code will provide a structure for addressing hazardous chemicals beyond what mi

5、ght be addressed in the first edition. This document will incorporate the key existing documents that this technical committee is responsible for (NFPA 430 Code for the Storage of Liquid and Solid Oxidizers 2004 Edition and NFPA 432 Codes for the Storage of Organic Peroxide Formulations 2002 Edition

6、, plus address the following six classes of materials as new chapters in NFPA 400 Hazardous Chemicals Code: 1. Corrosive Solids and Liquids 2. Flammable solids 3. Highly Toxic and Toxic Solids and Liquids 4. Pyrophoric Solids and Liquids 5. Unstable (Reactive) Solids and Liquids 6. Water-Reactive So

7、lids and Liquids NFPA 400 Hazardous Chemicals Code will have ten general chapters that apply to all chemicals under the scope of the document followed by ten material specific chapters that set requirements beyond the general requirements set in the first ten chapters. The ten material specific chap

8、ters correspond to the committee documents being incorporated plus the six classes of materials previously listed. Some of these chapters are marked reserved as material because not all of the committee documents will be incorporated into the first edition. The existing Hazardous Chemicals Technical

9、 Committee documents address primarily storage requirements with some limited requirements for safe handling. NFPA 400 Hazardous Chemicals Code will address additional areas of concern that include the following; 1. Hazardous waste operations 2. Plant security 3. Emergency Planning, Fire Risk Contro

10、l, and Chemical Hazards 4. Performance based options for compliance 5. Integration of building code fire safety concepts such as fire control areas 标准分享网 w w w .b z f x w .c o m 免费下载 The new chapter on emergency Planning, fire Risk Control, and chemical hazards is of particular importance because th

11、is will give fire officials basic safety requirements for chemical processes where they have not had a code mechanism to address these operations. These requirements would address chemical processes involving chemicals covered under NFPA 400 not covered by OSHA, OSHA only addresses 139 chemicals by

12、name, and at levels below the trigger levels for the OSHA Process Safety Management regulations. These chemical processes (processes below OSHA trigger levels) have not been regulated and can present serious risks. By addressing areas where there are large risks and losses involving hazardous chemic

13、als, NFPA 400 Hazardous Chemicals Code represents a significant advance in NFPA efforts to further hazardous chemical safety. The document will give enforcers, safety personnel, insurers, architects and engineers, and others involved with hazardous chemicals safety the requirements they need to stor

14、e, handle, use, and process hazardous chemicals safely. This code shall apply to the storage, use, processing, handling, and on-site transportation of the following

31、 chemicals and materials in all occupancies and facilities. (1) Corrosive solids and liquids (2) Flammable solids (3) Organic peroxide formulations (4) Oxidizer- liquids or solids (5) Pyrophoric solids and liquids (6) Toxic and highly toxic solids and liquids (7) Unstable (reactive) solids and liqui

32、ds (8) Water-reactive solids and liquids 1.1.1.1 Occupancies. Unless specified otherwise in this code, all occupancy definitions and classifications shall be in accordance with NFPA 5000. 1.1.2 Exemptions. This code shall not apply to the following: 1.1.2.1 Storage of chemicals or materials for norm

33、al use on the premises of one- and two-family dwellings. 1.1.2.2 Explosives or blasting agents, which are regulated by NFPA 495, Explosive Materials Code except that explosive materials that are either corrosive, toxic or highly toxic shall also be in accordance with this code. 1.1.2.3 Refrigerants

34、and refrigerant oil contained within closed cycle refrigeration systems complying with the fire code and the mechanical code adopted by the jurisdiction. 1.1.2.4 High hazard contents stored or used in farm buildings or similar occupancies and in remote locations for on-premises agricultural use. 1.1

35、.2.5 Corrosive materials in stationary batteries utilized for facility emergency power, uninterrupted power supply, or similar purposes, provided that the batteries are provided with safety venting caps and ventilation is provided in accordance with NFPA 1, Chapter 52. 1.1.2.6 Beverages, where packa

36、ged in individual containers not exceeding 1.3 gal (5 L) capacity; and distilled spirits and wines in wooden barrels or casks. 1.1.2.7 Medicines, foodstuffs, cosmetics, and other consumer products that contain not more than 50 percent by volume of water-miscible liquids and with the remainder of the

37、 solutions not being flammable, shall be permitted to be unlimited when packaged in individual containers not exceeding 1.3 gal (5 L). 1.1.2.8 Aerosols in storage complying with NFPA 30B. 1.1.2.9 Quantity and arrangement limits in this code shall not apply to facilities that use ammonium perchlorate

38、 in the commercial manufacture of large-scale rocket motors. 1.1.2.10 Refrigerants and refrigerant oil contained within closed cycle refrigeration systems complying with Chapter 53 of NFPA 1 and the building code. 40、cument. 1.1.2.14 This code does not apply to the storage of organic peroxide formulations in process areas where they are manufactured or used. 1.1.2.15 This code shall not apply to the storage of solid and liquid oxidizers in existing buildings used for the storage of oxidizers at manufacturing pla

41、nts. 1.2 Purpose. The purpose of this code shall be to provide fundamental safeguards for the storage, use, processing, handling, and on-site transportation of chemicals or materials as listed in 1.1.1 1.3 Application. Operational and maintenance provisions of this Code shall apply to both new and e

42、xisting conditions. 1.3.1.1 For quantities of chemicals or materials that are less than the minimum covered by Tables 5.2.1.2- 5.2.1.13, those parts of the hazardous class specific chapter specifying requirements for amounts below the thresholds in Tables 5.2.1.2-5.2.1.13 shall apply and chapters 1-

43、6. 1.3.1.2 Chapter 11is reserved. 1.3.1.3 Chapter 12 shall apply to occupancies that store, handle, or use corrosive solids and liquids. 1.3.1.4 Chapter 13 shall apply to occupancies that store, handle, or use flammable solids. 1.3.1.5 Chapter 14 shall apply to occupancies that store, handle, or use

44、 organic peroxide formulations. 1.3.1.6 Chapter 15 shall apply to occupancies that store, handle, or use solid or liquid oxidizers. 1.3.1.7 Chapter 16 is reserved. 1.3.1.8 Chapter 17 shall apply to occupancies that store, handle, or use pyrophoric solids and liquids. 1.3.1.9 Chapter 18 shall apply t

46、 1.3.2 Conflicts. 1.3.2.1 When a requirement differs between this Code and a referenced document, the requirement of this Code shall apply. 1.3.2.2 When a conflict between a general requirement and a specific requirement occurs, the specific requirement shall apply. 1.3.3 Multiple Occupancies. Where
