1、INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES IACS PROCEDURES Rev. 6 Jan 1998 The activities of IACS are governed by the Charter of the Association and the following decisions and statements of the IACS Council on matters of procedure. These Procedures are confidential. The procedures relati

2、ng to the IACS Quality System Certification Scheme (QSCS) are indicated in a separate publication approved by the IACS Council. IACS INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES CONTENTS Page No. 1.Membership1 the working language is also English. The use of languages other than English in

3、meetings may be permitted where a facility for interpretation into English is provided. 6.QUALITY SYSTEM CERTIFICATION SCHEME The internal quality management systems of Members and Associates shall be verified and certified by the application of the IACS Quality System Certification Scheme (QSCS). C

4、ompliance with this scheme is a condition of Membership in IACS. A Society found not to be in compliance with QSCS Requirements which does not take corrective action will have its certificate of compliance suspended or withdrawn. A Member which is suspended shall during the period of suspension, not

5、 enjoy the rights and benefits of Member status. The Scheme is described in the Description of Scheme Document A3. The requirements of the scheme are defined in the IACS document IACS Quality System Certification Scheme Requirements A2. The Scheme shall be operated and controlled in accordance with

6、the QSCS Quality Policy Manual A1 and Quality Management System Procedures and Work Instructions referenced in the Manual. 7.METHOD OF WORK * * The procedures contained in this Section do not apply to the Quality Committee. 7.1Proposal of New Issues Proposals for work on new issues are to be submitt

7、ed to the General Policy Group in writing, and are to contain: a clear description of the issue justification for IACS to do the work, and the consequences if it is not done; and any other information which will assist in defining the task to be performed, in assigning it to the appropriate group, a

8、nd in assigning a priority to the work. The General Policy Group will approve or disapprove the new issues, and assign them to the appropriate Working Group. 7.2Planning of work A plan of work for each new issue is to be approved by the General Policy Group before work is started. Depending on the n

9、ature of the task, the plan may be prepared by the Chairman of the Working Group, the group as a whole, or the General Policy Group. The plan is to include in a standard Form A: a statement of the objective, based on the approved proposal for new work; a work specification; the expected outcome, e.g

10、. IACS Requirement; assignment of tasks to group members, together with projected completion dates for them; and projected completion date for the entire issue. The preceding guidelines do not preclude discussion of any minor items considered relevant or useful within the Working Groups, either at m

11、eetings or by correspondence. 8.PUBLIC RELATIONS IACS aim shall be to make a constructive contribution to the wide range of issues which arise from its international func- tions. This shall be achieved through appropriate recognition of the Associations role and by making its views known by all appr

12、opriate methods and channels. The objectives of the public relations activities shall be: to build long term relationships between the Permanent Secretariat and the news media based on confidence and trust; 3 to achieve optimum, accurate and favourable coverage for IACS in the news media and ensure

13、under- standing of its objectives and activities; to maintain an effective, quick response to news media questions on IACS related issues; to establish and maintain communications between IACS Council and news media through regular contacts; to enhance IACS image to Shipowners/Operators, Underwriter

14、s, National Administrations, IMO, deci- sion makers, opinion leaders, official bodies, outside organisations and the general public; to develop media programmes around specific objectives and issues defined after discussion with the Chairman and Council. The Permanent Secretary, in consultation with

15、 the Chairman and Council, shall have responsibility for developing the public relations activities of the Association through the implementation of the above objectives. The Permanent Secretary shall organise a continuous, targeted programme for improving media relations and media coverage at all l

16、evels. The key facets of the programme shall be: press releases following Council meetings and at such other times as directed by Council; visits/meetings between journalists and the Permanent Secretary to promote new IACS Resolutions, provide in-depth background material or for interviews; articles

17、 for the technical press, written by Members of the Association or through provision of back- ground material/research; participation in industry related symposia, conferences, etc.; encouragement of open discussion on important debates in industry; press conferences; circulation to Council of press

18、 cuttings and articles relating to IACS. Generally IACS shall respond, as deemed necessary, to criticism in the press. Where appropriate, this shall also include contacting of authors of articles personally and explaining problems directly. Press articles containing such criticism, within the countr

19、y of a Member, should be forwarded to the Chairman of Council and the Permanent Secretary who jointly will consider the gravity of the criticism and make the necessary proposals to Council regarding any response. 9.COUNCIL * * Reference should also be made to item 7 of the Charter. 9.1Chairmanship a

20、nd Vice - Chairmanship The chairmanship and vice - chairmanship of Council shall rotate every year between the Members. 9.2Meetings Regular Council meetings shall be convened at least once a year with at least six weeks notice, unless otherwise unanimously agreed. The first regular Council meeting i

21、n any year shall be divided into two parts: both parts shall be for attendance of Members accompanied by GPG Members and Permanent Secretariats staff and Quality Committee Chairman as necessary and one part shall be for attendance of Associates as well. A corresponding division is to be made in the

22、agenda for Council meetings and in the minutes of them. The second regular meeting in any year to be held in London shall be for attendance of Members only except for those Members requiring linguistic assistance. Additionally, the Chairman and Vice-Chairman of GPG, Permanent Secretary and IMO Perma

23、nent Representative will attend. The IMO Secretary-General and/or other important IMO senior officers will be invited to attend a separate session in conjunction with this meeting to discuss matters of mutual interest to IACS and IMO. Where Associates implementation of IACS Resolutions, Procedural R

24、equirements or QSCS matters are under discussion they may be invited to attend the second regular Council meeting for the specific agenda items concerned. Associates are invited to attend at least one Council meeting annually. They attend as Observers; the number of Observers is limited to three. Ar

25、rangements for Extraordinary Council meetings may be found in the IACS Charter 7.2. The Council shall at the first of its regular meetings in any year review the report by GPG on the activities of each Working Group and its work programme for the ensuing year, indicating appropriate priority. The Co

26、uncil shall examine all conclusions or proposals submitted by the GPG on the activities of the Working Groups and take decisions as appropriate. IACS INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES 4 IACS INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES Council shall review the distributi

27、on of responsibility for the Secretariats of the Quality Committee and the Working Groups amongst the Members - normally at four-year intervals. Decisions of Council, other than those related to Membership or the IACS Charter, are to be reached by two-thirds majority vote of the Members. 10.ASSOCIAT

28、ES 10.1Privileges Conferred by Associate Status The granting of Associate Status to a classification society confers the following privileges: the right to participate in the work of the Working Groups; subject to 9.2 and 10.3, the right to be represented by an Observer at Council meetings; the righ

29、t to receive for the meetings of the Council to which Associates are invited the relevant provisional agenda and supporting documents to them, and to take part in the correspondence; and the right to receive those decisions made by the Council Meetings to which Associates are invited and other Counc

30、il decisions as appropriate. 10.2Status at Meetings Representatives of the Associates shall have no voting rights, but may speak at the invitation of the Chairman. 10.3Observer at Council An Associate shall nominate not more than one Observer to the meetings of the Council. If the number of Associat

31、es exceeds three, they shall elect among them a maximum of three Observers. The names of the Observers for each meeting of the Council shall be forwarded to the Chairman of the Council at least four weeks before each meeting. 11.GENERAL POLICY GROUP (GPG) 11.1Terms of Reference 11.1.1 To develop and

32、 implement actions giving effect to the policies, directions and Long Term Plans of Council. 11.1.2At the request of the Chairman of Council, to prepare proposals to cover short-term urgent issues and to deal with high priority work of a general character which cannot be dealt with by Working Groups

33、. 11.1.3To direct and control the work programmes and activities of the Working Groups in conformance with the Council Long Term Plan. 11.1.4 To annually review and revise the scope and categorisation of the Working Groups, creating and disbanding Working Groups as necessary - with appropriate repor

34、t to Council. 11.1.5 Creation and disbandment of CAT 1 Working Parties is to be specifically subject to approval by Council. 11.1.6 To annually review the status of implementation of IACS Unified Requirements and report to Council including proposing appropriate action with a view to maximising unif

35、orm implementation by Members. 11.1.7 To interact with the Permanent Secretary in the work of administrating the Association. 11.1.8 To monitor, influence and respond to the activities and work programme of IMO. 11.1.9 To monitor and respond to emerging technologies and issues in the marine field in

36、itiating action in areas of strategic importance to the Association. 11.2Membership and Voting The General Policy Group shall consist of one representative from each Member, the Permanent Secretary and the Permanent Representative to IMO. Each Member may appoint an alternative representative. The re

37、presentative of each Member shall have one vote. The Permanent Secretary and the Permanent Representative to IMO shall not have voting rights. In the event of failure to reach agreement by consensus a decision may be reached by two thirds majority vote of Members. 5 IACS INTERNATIONAL ASSOCIATION OF

38、 CLASSIFICATION SOCIETIES 6 11.3Chairmanship and Secretariat The Chairmanship of the General Policy Group shall be taken by the Member holding the Council chairmanship. The Permanent Secretariat shall prepare, collect and circulate the papers, documents, agenda, minutes, and information required for

39、 the work of the Group. The Chairman of the General Policy Group shall be nominated for that position by the Chairman of Council. His name shall be forwarded to the Council for approval. The General Policy Group Chairman shall convene and preside over meetings. 11.4Meetings The General Policy Group

40、shall meet at the request of the Chairman of Council, and at such times as the General Policy Group members consider necessary. Normally, the Group shall meet twice annually. The meetings of the Group shall be held in private. The date of each meeting shall be fixed by the Chairman with notice not l

41、ess than six weeks in advance. The Chairman should be advised at least four weeks in advance of all participants in the meeting. Meetings of the Group are normally held at the office of the Chairman. However, this does not preclude a meeting being held at the location of the Permanent Secretariat, s

42、hould circumstances make this desirable. The provisional agenda for each meeting shall be prepared by the Permanent Secretariat after consultation with the Chairman and members. 11.5Reports After each meeting, the Chairman, with the assistance of the Permanent Secretariat, shall prepare and submit h

43、is report to all members of the Group. This report shall be submitted to the following Council meeting. When the Group reaches any conclusions on the subjects which they have been specifically requested to study by Council the Chairman shall submit these conclusions to the Chairman of Council. 12QUA

44、LITY COMMITTEE The Quality Committee is the governing body of the Quality System Certification Scheme and reports directly to IACS Council. The Quality Committee receives guidance from the QSCS Advisory Committee that is made up of interested parties in the marine industry. This guidance may be supp

45、lemented by the guidance of other special committees such as the UK Offshore Advisory Committee as well as other Ad Hoc Groups as needed. The Quality Committee is operated and controlled in accordance with the QSCS: -Quality Policy Manual A1 and Quality Management System. -Procedures and Work Instru

46、ctions referenced in the Manual. 13.WORKING GROUPS 13.1Terms of Reference 13.1.1To deal with tasks on the work programme of each Working Group. 13.1.2To monitor the activities of IMO relating to the expertise of the Working Group. 13.1.3To draft responses to IMO related issues tasked to the Working

47、Group by GPG 13.1.4To prepare interpretations of Conventions, Resolutions, Guides, Codes, etc., promulgated by IMO, for the consideration of GPG. 13.1.5To identify issues relating to the expertise of the Working Group and to propose IACS action to GPG. 13.1.6To monitor the work of other organization

48、s relating to the expertise of the Working Group and to report to GPG. (See also 16.) 13.1.7To review annually status of implementation of IACS Requirements relating to the expertise of the Working Group and propose appropriate action to GPG with due regard to: degree of implementation; difficulties

49、 encountered in practical implementation and where possible proposed remedies. IACS INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES 13.1.8To review periodically IACS Resolutions with a view to maintaining their ongoing relevance and validity in rela- tion to,amongst other things, developments at IMO and to propose appropriate action to GPG. Also refer to 13.11 13.2General 13.2.1 Working Groups are established by GPG as necessary subject to review by Council subject to 11.1. 13.2.2 A Working Group may be: WP a permanent Wor
