10、ed by UNIVERSITY OF SOUTH AUSTRALIA on 20 Sep 2008 AS 293119992 PREFACE This Standard was prepared by the Joint Australian/New Zealand Standards Committee CH/9, Safe Handling of Chemicals, to supersede the 1994 edition and align with the sixth edition of the Australian Dangerous Goods Code (ADG Code

11、). It is an essential guide to the AS 1678 series, Emergency procedure guides (EPGs), including Group text emergency procedure guides (GTEPGs), devised for the safe land transport of dangerous goods within Australia. The purpose of this Standard is to enable prospective users of EPGs to select and u

12、se the correct EPG for the type of dangerous goods cargo. Use of the correct EPG permits better management of transport emergencies involving dangerous goods. This edition of the Standard is aligned with the sixth edition of the ADG Code, and lists the Proper Shipping Names and UN Numbers of all dan

13、gerous goods for which a relevant EPG or GTEPG is published by Standards Australia. For dangerous goods not listed herein, HB 76, Dangerous goods Initial emergency response guide should be used. It is stressed that this Standard is supplementary to the ADG Code, for the sole purpose of providing inf

14、ormation on the selection and use of the appropriate EPG. It is not intended to be used as a substitute for any part of the ADG Code. This Standard is a result of consensus amongst Australian and New Zealand representatives on the Committee that it be produced as an Australian Standard. Copyright ST

23、COPE AND APPLICATION This Standard provides lists of Emergency Procedure Guides (EPGs) and Group Text Emergency Procedure Guides (GTEPGs) and guidance on their selection, completion and use. This Standard should serve as a reference when selecting the appropriate EPG for a particular type of dangero

24、us goods. This Standard is intended to be used in conjunction with HB 76, the AS 1678 series and the 6th edition of the Australian Code for the Transport of Dangerous Goods (ADG Code). Where a UN Number of Proper Shipping Name does not appear in the list, HB 76 should be consulted. This Standard doe

26、ods Code 1.3 DEFINITIONS For the purpose of this Standard, the following definitions apply: 1.3.1 ADG Code The Australian Dangerous Goods Code, which comprises (a)the Australian Code for the Transport of Dangerous Goods by Road and Rail, 6th edition; (b)the Rail (Dangerous Goods) Rules; (c)the Road

27、Transport Reform (Dangerous Goods) Regulations; and (d)technical appendices. 1.3.2 Emergency procedure guide (EPG) A document or card that is part of the AS 1678 series and which provides information on the correct procedures to be followed when there is an emergency involving the transport of dange

28、rous goods. 29、ing Name The name used to describe a dangerous good as defined in the UN Code, the IMDG Code and the ADG Code. 1.3.5 UN Number The identification number assigned to a dangerous good by the United Nations Committee of Experts on the Transport of Dangerous Goods. 30、LIA on 20 Sep 2008 AS 29311999 COPYRIGHT 6 S E C T I O N 2 H O W T O S E L E C T A N D U S E A N E P G 2.1 SCOPE OF SECTION This Section describes the procedure for selecting and using the appropriate EPG for the dangerous goods being transported. 2.2 TYPES OF EPG There are two types of EPG, as foll

31、ows: (a)A specific EPG that describes the procedure to be followed when a specific type of dangerous goods is involved in a transport accident. (b)A GTEPG that caters for a group of dangerous goods with similar properties, and that require similar actions to be taken when involved in a transport acc

32、ident. There is also a specific EPG that describes the procedure for dealing with a vehicle fire. 2.3 SELECTING THE APPROPRIATE EPG When selecting an EPG, the following procedure should be followed: (a)Identify the dangerous goods to be transported, either by their UN Number or Proper Shipping Name.

33、 UN numbers are listed in Table 1 and Proper Shipping Names are listed in Table 2. If a current Proper Shipping Name or UN Number is not listed, HB 76 should be used. (b)Identify the correct EPG for the dangerous goods. This EPG should be carried with the dangerous goods during transport, in accorda

34、nce with the requirements of the ADG Code. 2.4 HOW TO COMPLETE AN EPG Having selected the appropriate EPG, the following information should be filled in, IN LEGIBLE AND PERMANENT CAPITAL LETTERS. In the Emergency Contact boxes: Details of the appropriate emergency contacts, which may include (a)A 24

35、-hour emergency contact number of an emergency information service (where available) that is able to provide advice and other technical assistance in emergencies, on behalf of the manufacturer or supplier. (b)The emergency telephone number and contact name (including area code) for the company manuf

36、acturing or supplying the dangerous goods. (c)The local emergency telephone number for fire brigade and police, if this differs from 000. On a Group Text EPG (GTEPG), the Name, UN No and HAZCHEM boxes should also be filled in, as follows: (i)The Proper Shipping Name (from the ADG Code) and any Trade

37、 Name should be written in the Name box. (ii)The UN Number of the dangerous good should be written in the UN No box. 38、AZCHEM Codes are listed in the ADG Code. 2.5 CARRYING THE EPG The completed EPG is to be carried with the dangerous goods, in accordance with the requirements of the ADG Code. It is to be used in any transport emergency involving the dangerous goods. 2.6 STEPS TO BE TAKEN IN AN EMERGENCY In an emerg

39、ency, the following steps should be taken: (a)Retrieve the EPGs from the vehicle if safe to do so. (b)Read and follow the directions given in the EPG under For all emergencies. Where a messenger rather than a mobile phone is used, give the messenger the necessary information in writing in order to f

40、ully inform the fire brigade and police. Include details of the type of incident and its location. (c)Follow the information in the appropriate box under EMERGENCY PROCEDURES (e.g. Fire). If safe to do so, carry out any helpful operations for which you have been trained. If needed, administer first

41、aid for which you have been trained, or for which expert advice is at hand. (d)Await the arrival of emergency services, in a safe location away from the emergency. (e)Finally, complete any accident reports, as fully and accurately as possible. (These may be required by legislation.) Accessed by UNIV
