1、ACRP Problem No. 10-03-35 Recommended: No State Aviation Program Innovations ACRP Staff This problem statement is a logical continuation from ACRP synthesis S03-04, Airport System Planning Practices. TRB Aviation Group Intergovernmental Relations in Aviation Cmte: A comparative review of state aviat

2、ion programs could form a valuable resource for future efforts to increase the effectiveness of the state role in aviation and better integration of aviation in statewide multi-modal transportation planning and programs. Given the number and diversity of state programs, the proposed schedule and bud

3、get are too optimistic. Although a search for innovation would be a useful outcome of the research, this should not limit documentation of existing programs, even those established for some time (such as the California Airport Land Use Commissions) or widely used by many states, but not all. This st

4、udy would likely lead to a more extensive project. Understanding of interplay between Federal and State regulation is key here. 5、 II. RESEARCH PROBLEM STATEMENT Almost all of the 50-States have some form of State legislated civil aviation regulatory and/or capital aid program. The 50-State aviation programs have many substantive, procedural, and policy distinctions from each other and from the Federal government programs. Sta

6、te regulation of aviation precedes federal regulation of aviation and dates to the 1920s. An overview of the history of state aviation programs reveals that the states, acting independently of each other, were very frequently a source of innovation and new thinking for government promotion and overs

7、ight of aeronautics in the early emerging years of aviation. It has been the 21st century for almost a decade. Even though civil aviation is a very mature and established industrial sector, it is proposed that state aviation programs, developed and administered independently of each other, still con

8、stitute a source of emerging innovation and new thinking for government promotion and oversight of aeronautics. Continually emerging innovations, both large and small, in the 50-State aviation programs need to be identified, documented, and reported upon so that every jurisdiction with aeronautics o

9、versight responsibilities can thoughtfully consider incorporating such substantive, procedural, and policy improvements into their aviation programs. III. OBJECTIVE The objective of the research is to identify, document and report upon substantive, procedural, and policy innovations being continuall

10、y made to state aviation programs being managed by the different 50-States. Historically, state aviation programs were very frequently a source of innovation and new thinking for government promotion and oversight of aeronautics in the early emerging years of aviation. Even though civil aviation is

11、a mature and established industrial sector, it is proposed that state aviation programs still constitute a source of emerging innovation and new thinking for government promotion and oversight of aeronautics. The research will place an emphasis on state programs and state program innovations made in

12、 the past ten years, i.e. approximately since the year 2000. IV. RESEARCH PROPOSED The following primary tasks are proposed to accomplish the stated objective: 1. Conduct a literature search and an outreach to the FAA, USDOT, and all 50-State aviation organizations to identify and inventory state av

13、iation programs and potential areas of emerging substantive, procedural, or policy innovation. 2. Conduct an outreach to aviation trade and industry organizations to receive commentary and guidance on data collected in Task 1. 3. Identify and document state aviation program innovations. Prepare a Wh

14、ite Paper and submit for ACRP review that organizes and codifies the data and findings of Task 1 and 2 of the research. Revise the White Paper in accordance with guidance from the ACRP. 4. Confer with Federal and State aviation officials on the White Paper research findings to date and solicit furth

15、er comment, recommendations, and guidance. 5. Prepare a detailed draft report identifying, documenting, and reporting upon potential areas of emerging substantive, procedural, or policy innovations identified in state aeronautics programs. This draft report will organize, document and report upon th

16、e execution and findings of the research. and submit for ACRP review. 6. Revise the White Paper in accordance with guidance from the ACRP and prepare draft final report and any additional associated deliverables. V. ESTIMATE OF THE PROBLEM FUNDING AND RESEARCH PERIOD Recommended Funding: It is recom

17、mended that this project be funded at a level of $325,000. Such a research budget should give the research staff the necessary resources to collect the necessary data from the 50-states and federal authorities, compile and analyze the data, and produce the applicable report. Research Period: It is e

18、stimated that the amount of time needed to complete this research will be on the order of 18-months, which includes 3-months for review and revision of a final draft report. VI. URGENCY AND PAYOFF POTENTIAL This research is a search for innovation. For at least the past decade, the quest for “innova

19、tion” has been a vital element in the continued improvement of products, industrial and commercial products, and the management of resources. Aviation is a mature industry and some would suggest that the pace of innovation in aeronautics has slowed over time. State aviation programs have historicall

20、y been a source of substantive, procedural and policy innovations. It is reasonable to expect that the 50-States are still a source of program innovations, and that useful and repeatable program innovations can and will be found if research is conducted for this purpose. Federal and State government

21、s invest billions of dollars on civil aviation regulatory and capital aid programs. The submission team believes that research to identify and document state aeronautics program innovations would serve and benefit and advance efficiencies and the effectiveness of both Federal and State programs. Giv

22、en that the combined Federal and State annual expenditures for civil aviation regulatory and capital aid programs are in the multiple billions of dollars, the identification and adoption of even small efficiencies would yield very significant cost/benefit returns. VII. RELATED RESEARCH The proposers

23、 are not aware of any current ACRP research that has a close nexus to the proposed research topic. VIII. 24、as submitted to a Kimball review committee to discuss, vet and edit the draft Problem Statement. After final review and editing of the draft Problem Statement, the final Problem Statement was put into form and executed and submitted to the Transportation Research Board. X.
