5、mentwith the design, construction, operation and maintenance of processing units and facilities, and they are supplemented with the experience of Group Operating companies. Where appropriate they are based on, or reference is made to, national and international standards and codes of practice. The o

6、bjective is to set the recommendedstandard for good design and engineeringpractice applied by Group companies operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such facility, and thereby to achieve maximum technical and economic benef

7、it from standardization. The information set forth in these publications is provided to users for their consideration and decision to implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at each locality. The system of DEPs is expected to b

8、e sufficiently flexible to allow individual operating companies to adapt the information set forth in DEPs to their own environment and requirements. When Contractors or Manufacturers/Suppliers use DEPs they shall be solely responsible for the quality of work and the attainment of the required desig

9、n and engineering standards. In particular, for those requirements not specifically covered, the Principal will expect them to follow those design and engineering practices which will achieve the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or Manufacturer/Supplier s

10、hall, without detracting from his own responsibility, consult the Principal or its technical advisor. The right to use DEPs is granted by SIOP, SIEP or SIC, in most cases under Service Agreements primarily with companies of the Royal Dutch/Shell Group and other companies receiving technical advice a

11、nd services from SIOP, SIEP or SIC. Consequently, three categories of users of DEPs can be distinguished: 1)Operating companies having a Service Agreement with SIOP, SIEP, SIC or other Service Company. The use of DEPs by these Operating companies is subject in all respects to the terms and condition

12、s of the relevant Service Agreement. 2)Other parties who are authorized to use DEPs subject to appropriate contractual arrangements. 3)Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2) which requires that tenders for projects, materials sup

13、plied or - generally - work performed on behalf of the said users comply with the relevant standards. Subject to any particular terms and conditions as may be set forth in specific agreements with users, SIOP, SIEP and SIC disclaim any liability of whatsoever nature for any damage (including injury

14、or death) suffered by any company or person whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination of DEPs or any part thereof. The benefit of this disclaimer shall inure in all respects to SIOP, SIEP, SIC and/or any company affiliated to these

15、 companies that may issue DEPs or require the use of DEPs. Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall not, without the prior written consent of SIOP and SIEP, be disclosed by users to any company or person whomsoever and

16、the DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after use, including any copies which shall only be made by users with the express prior written consent of SIOP and SIEP. The copyright of DEPs vests in SIOP and SIEP. Users shal

17、l arrange for DEPs to be held in safe custody and SIOP or SIEP may at any time require information satisfactory to them in order to ascertain how users implement this requirement. All administrative queries should be directed to the DEP Administrator in SIOP. NOTE: In addition to DEP publications th

18、ere are Standard Specifications and Draft DEPs for Development (DDDs). DDDs generally introduce new procedures or techniques that will probably need updating as further experience develops during their use. The above requirements for distribution and use of DEPs are also applicable to Standard Speci

December 1997 Page 3 PDF created with pdfFactory Pro trial version 1.INTRODUCTION 1.1SCOPE This DEP specifies requirements and gives recommendations for the coding system to be used in the administration of capital projects. This is a revision of the DEP of the same number dated April 1983. 1.2D

23、ISTRIBUTION, APPLICABILITY AND REGULATORY CONSIDERATIONS Unless otherwise authorised by SIOP and SIEP, the distribution of this DEP is confined to companies forming part of the Royal Dutch/Shell Group or managed by a Group company, and to Contractors nominated by them (i.e. the distribution code is

24、“C“, as defined in DEP 00.00.05.05-Gen.). This DEP is intended for use in oil refineries, chemical plants, gas plants and, where applicable, exploration and production facilities and supply/marketing installations. If national and/or local regulations exist in which some of the requirements may be m

25、ore stringent than in this DEP, the Contractor shall determine by careful scrutiny which of the requirements are the more stringent and which combination of requirements will be acceptable as regards safety, environmental, economic and legal aspects. In all cases the Contractor shall inform the Prin

26、cipal of any deviation from the requirements of this DEP which is considered to be necessary in order to comply with national and/or local regulations. The Principal may then negotiate with the Authorities concerned with the object of obtaining agreement to follow this document as closely as possibl

27、e. 1.3DEFINITIONS The Contractor is the party which carries out all or part of the design, engineering, procurement, construction, commissioning or management of a project or operation of a facility. The Principal may undertake all or part of the duties of the Contractor. The Manufacturer/Supplier i

28、s the party which manufactures or supplies the equipment and services to perform the duties specified by the Contractor. The Principal is the party which initiates the project and ultimately pays for its design and construction. The Principal will generally specify the technical requirements. The Pr

29、incipal may also include an agent or consultant, authorized to act for and on behalf of the Principal. The word shall indicates a requirement. The word should indicates a recommendation. 1.4CROSS-REFERENCES Where cross-references to other parts of this DEP are made, the referenced section number is

Coding of project and contract d

31、ocuments and drawings (Section 4). Numbering of requisitions and indents for project materials procurement (Section 5). Project cost allocation and cost analysis (Section 6). The basis of the coding system is a project number and a group code number. The project number indicates the project, its loc

32、ation and the budget year. The group code number categorizes project elements, and is used to refer materials, drawings, activities, cost centres, etc., to those project elements, e.g. group 08-Process flow schemes group 11-Site development (supply and construction) group 19-Concrete foundations (su

33、pply and construction) group 22-Vessels (supply) group 29-Pumps and compressors, including drives and accessories (supply) group 62-Offshore hook-up and commissioning group 93-Installation of instrument equipment and systems. December 1997 Page 5 PDF created with pdfFactory Pro trial version 3.PROJECT IDENTIFICATION 3.1GENERAL Projects shall be identified by -a prefix (“P”) -a four-digit project number (3.2) -a three-letter suffix (hereafter referred to as the symbol) indicating the operating company and the locatio

35、n (3.3). Examples of project identification are as follows: P 6020 SPB P 8005 UCC P 2052 BRU NOTE:If compatible with local computer administration systems, the four-digit project number may be alpha- numeric in order to accommodate a larger number of projects (3.2). 3.2PROJECT NUMBER The first digit

36、 of the project number is identical to the last digit of the year in which the definition of the project was started. The following three digits reflect the budget item number. Examples:Commencement year 1989Commencement year 1984 Budget item number 20Budget item number 7 Project number 9020Project

37、number 4007 A major budget item may consist of several processing units, utilities and general facilities, e.g. a platformer, hydrotreater, steam boiler, or jetty; or, for an offshore production platform, the platform substructure, topside facilities, living quarters or oil and gas pipelines to shor

38、e. In such cases a separate sub-project number shall be allocated to each identifiable part of the project for budget breakdown. For large projects therefore, it is necessary to select a budget item number ending with a zero to allow inclusion of the sub-project number. Examples:1996 Budget item 20

43、ramme, or if the numbering of sub-projects in a large refinery has to correspond to four-digit Unit numbers. 4Project and budget numbers may be alpha-numeric (3.1). 5The above project numbering system may not be suitable for Operating Units which have implemented computerised systems such as SAP-R/3

For these Operating Units the Principal shall specify the required numbering system. 3.3SYMBOL The symbol is used to identify the Operating Unit (Company) and the location where the project will be constructed. 46、de number for classification and identification. This coding is intended to classify these drawings per project and per subject and/or design and engineering category. The code number on project and contract documents and drawings shall consist of the prefix (3.1), project number (3.2), group code n

47、umber (5.2) and symbol (3.3). The group code number shall correspond to the subject of the document in question and shall be selected from Appendix 1.
