16、ith disabilitiesInformation and communications equipment, software and servicesPart 3:Web content Introduction Introduction With the progress of the information society, people are increasingly using information communication equipment, software, and such services as the Internet that are made possi

17、ble by information communication technology. The World Wide Web technology is one of important technologies among them. This Standard is intended to ensure and improve the information accessibility mainly for older persons, persons with disabilities, and persons with temporary disabilities, when the

18、y utilize these information communication equipment, software, and services, by specifying a set of guidelines for issues which need to be taken into consideration in planning, de- signing, development, production, maintenance, and operation of Web content. “Clause 4 4, General principles” in the te

19、xt defines the general principles that must be considered in all processes of planning, designing, development, production, mainte- nance, and operation in order to ensure and improve the information accessibility. These principles must be understood by all the parties involved such as those placing

20、 orders, developers, producers, operation managers and personnel. “Clause 5 5, Specific requirements for development and production” and “clause 6 6, General requirements for assurance and improvement of information accessibility” de- fine requirements that need to be met in order to comply with the

21、 general principles specified in “clause 4 4, General principles”. Technical requirements which must be taken into consideration in development and production in particular are defined in “clause 5 5, Specific requirements for develop- ment and production”. They are intended primarily for developers

22、 and producers. Specific requirements which must be taken into consideration in (overall) process of from planning to maintenance and operation are defined in “clause 6 6, General re- quirements for assurance and improvement of information accessibility”. They are in- tended primarily for operation

23、managers and operation personnel. This Standard is to be applied also to new technology which is related to the World Wide Web, and expects improvement of more advanced information accessibility tech- nology. 1 Scope 1 Scope This Standard provides a set of guidelines which must be taken into consid-

24、 eration in planning, designing, development, production, operation and maintenance (hereafter referred to as “planning and production”) of Web content to insure and im- prove information accessibility primarily for older persons, persons with disabilities, and persons with temporary disabilities (h

27、d distributed through the Internet, intranet, and on recorded media, such as CD-ROM, as well as equipment which is designed to be operated using a Web browser. This Standard is applied also to new technology relevant to the World Wide Web. This Standard, however, does not necessarily need to be appl

28、ied to new World Wide Web technology which is in research and development phase. 2 Normative references2 Normative references The following standard contains provisions which, through reference in this Standard, constitute provisions of this Standard. If the indication of the year of coming into eff

33、inciples 4.1 Basic policies Basic policies to ensure and improve the information accessibility of Web content are defined below. a) Consider the ease of use and operation by older and disabled persons to the maxi- mum extent in planning and production of Web content. b) Web content must be produced

34、with consideration so that it can be operated and used with information communication equipment, resolutions and sizes of display device, and Web browsers and versions of the widest variety. 36、 Basic requirements4.2 Basic requirements Basic requirements to ensure and improve the information accessibility of Web content are defined below. Below lists can meet to various physical characteristics whenever possible. a) Web content can be operated and used even when visual access to the inform

37、ation is inconvenient. 1) Web content can be operated and used without using vision. 2) Web content can be operated and used even when visual acuity is low or visual field is narrow. 3) Web content can be operated and used even when differentiating colours is dif- ficult or impossible. b) Web conten

38、t can be operated and used even when auditory access to the informa- tion is inconvenient. c) Web content can be operated and used with various parts of body, without limiting the input method to ones that assume the use of certain part of body. 1) One-hand operation and use of Web content is possib

39、le with either hand. 2) Web content can be operated and used with limited movement of hands, feet, fingers, or artificial limbs. d) Web content can be operated and used without compromising the safety of body. 4.3 Recommended requirements4.3 Recommended requirements Recommended requirements to ensur

40、e and improve the information accessibility of Web content are defined below. a) Web content can be operated and used without requiring excessive use of cognitive functionality and memory. b) Web content can be operated and used in various environments without limiting information communication equi

41、pment and environment. c) Web content can be operated and used even by users who are not familiar with op- eration and use of information communication equipment or a Web browser. 5 Specific requirements for development and production 5 Specific requirements for development and production (See annex

42、 1 for specific examples and implementation methods.) 5.1 Standards and specifications5.1 Standards and specifications The related technical standards and specifications shall be as follows: a) Web content shall be created in conformance to related technical standards and specifications following the syntax they define.
