7、 of the Standards Technical Panel of UL for 489 was held on March 1 and 2, 2006 at ULs Research Triangle Park, NC Office. The purpose of the meeting was to discuss miscellaneous topics for UL 489 and UL 1077. CALL TO ORDER, ANNOUNCEMENTS, INTRODUCTION OF MEMBERS, GUESTS, AND OBSERVERS Brad Schmidt,

8、the STP Chair, called the meeting to order at 9:00 am. The Chair welcomed the STP members and guests and asked for introductions. As this was the fi rst meeting of the 489 STP, the Chair reviewed ULs STP meeting protocol. ANNOUNCEMENTS AND REPORTS FROM THE STP PROJECT MANAGER Patricia Sena, the STP

9、Project Manager, reported that all 10 proposals contained in ULs Subject 489 Proposal Review Work Area opened in CSDS on 2005-07-15 had reached consensus for approval but that some comments had been received and were provided to the Technical Harmonization Committee (THC) for resolution. After much

10、coordination with CSA and ANCE, responses to comments were posted in CSDS on 2006-02-24. Substantive changes will be recirculated in ULs Subject 489 Recirculation Work Area to be opened 2006-03-10 for a period of 30 days. Provided no further comments are received, UL, CSA and ANCE will be in a posit

It was noted that se

13、veral STP members are also participants on the THC and provide a good liaison between the STP and the THC. It was further noted that Clive Kimblin served both as an STP member and the THC Chair. The current balance of the STP was discussed at the meeting and is shown in the following table: Interest

16、s, utilities, etc. DISCUSSION OF PROPOSALS UL 489 1. Steel as a Current-Carrying Part Discussion A proposal was submitted by: John Kovacik, UL John Kovacik, ULs Technical Representative, presented a proposal previously submitted by John Young, Siemens, to clarify that steel is an acceptable metal to

17、 be used for the current-carrying parts of a circuit breaker. It was the concurrence of the STP members present that proposed 6.1.4.1.1 be further revised as follows: 6.1.4.1.1 Current-carrying parts shall be of silver, a silver alloy, copper, a copper alloy, or other metal acceptable for the applic

18、ation. The acceptability of other metals shall be judged on the basis of their ability to resist corrosion and to carry current while the products in which they are used satisfy the performance requirements of this standard. The acceptability of other metals to resist corrosion shall be in accordanc

19、e with 6.1.2. It was decided that John Kovacik would proceed with a proposal request accordingly. 2. However, UL has allowed other abb

21、reviations that were determined to meet the intent of the requirements. UL requested STP member input on what abbreviations should be allowed so that proposals can be developed and the requirements of UL 489 can be revised as needed to include the acceptable abbreviations. The Abbreviations Task Gro

22、up (TG) was formed with the objective to develop a proposal to address the abbreviations that are relevant to UL 489. A suggestion was made that the TG consider the approach made by IEC 60947-2 which has an appendix containing abbreviations. In addition, it was noted that coordination would be neede

23、d to include CSA and ANCE requirements. TG members include Ed Larsen (Chair) and John Kovacik, UL. 3. Marking Location Requirements Discussion A discussion item was submitted by: John Kovacik, UL There are a number of items in the marking requirements that specify two location categories. For exampl

24、e, Table 13.1 permits a short-circuit rating to appear in location category B or C. Location category B markings shall be visible without disassembling or removing device and shall be visible when the trim or cover of enclosure is removed, and may be visible with the trim or cover in place. Location

25、 category C markings may be on any convenient location except on the rear. A marking that complies with Location category B will comply with Location category C but not vice versa. UL requested STP member input on the need to revise marking location requirements. The STP expressed agreement that cla

26、rifi cation could be made but felt that as no problems had been recorded, there was no pressing need for a proposal. It was therefore agreed that John Kovacik would decide whether to proceed with a proposal request at this time. 4. Reconciling Type B Test Conditions Discussion A discussion item was

27、submitted by: John Kovacik, UL Paragraph 7.1.11.6.8 specifi es that in the event of a single test result classifi ed as Type B, further investigation of the construction shall be required. UL suspects that this requirement has not been consistently applied and requested STP member input on clarifyin

28、g the intent of the requirement. The STP concurred that the current text is misleading in that “further investigation of the construction” was intended to require only additional testing and not an evaluation of the construction to determine the reason for the test failure. It was agreed that the pa

29、ragraph should be revised as follows: 7.1.11.6.8 In the event of a single test result classifi ed as Type B, further investigation of the construction shall be required. A a second sample of the same rating shall be subjected to the test program. If the second sample performs in the same manner as t

30、he original, the construction shall not be considered as meeting the test program for the rating. If the performance of the second sample is classifi ed as Type B, but in a manner different than the original sample, a third sample shall be tested. If the performance of the third sample is classifi e

31、d as Type B, but in a manner different than the fi rst or second sample, a fourth sample shall be tested. If the performance of the fourth sample is classifi ed as Type A or B, the construction shall not be considered as meeting the test program. It was decided that John Kovacik would proceed with a

Lock-off and Lock-on Devices Discussion A discussion item was submitted by: John Kovacik, UL It was noted that UL 489 currently only refers to lock-off devices in paragraphs 14.8 and 15.8 and does not include lock-on devices. UL requested STP m

34、ember input on this issue. The STP concurred that a proposal should be pursued to include lock-on devices but that it should be written so as not to exclude products having blocking devices. It was also suggested that a defi nition may be needed. It was decided that John Kovacik would proceed with a

35、 proposal request accordingly. 6. CU/AL Marking on Circuit Breaker or Frame Discussion A discussion item was submitted by: John Kovacik, UL It was noted that although circuit breakers are usually shipped with terminals, it is possible that they can be shipped without terminals. In either case, it is

36、 general practice to provide terminal information on a breaker or frame for terminals that are installed or that can potentially can be installed. Normally, there is not enough space on the front of the circuit breaker or frame to show a complete set of relevant terminal information. Manufacturers h

37、ave asked if marking CU/AL on the front of the breaker or frame and marking all the other required terminal information on the side would be acceptable to UL. No other information related to terminals would be marked on the front of the breaker. All other terminal information would be provided on th

38、e side of the breaker as is allowed by UL 489, 9.1.2.6, for pole widths of 1-1/2 inch or less (marking location category C). Allowing the marking CU/AL on the front of a breaker or frame when the breaker is shipped without terminals (i.e. where the terminals are fi eld installed) is misleading and c

39、ould result in an improper application of conductors when the terminals installed in the fi eld are suitable for copper only. UL requested STP member input on whether a revision to the requirements is necessary. The STP concurred that a circuit breaker can only be marked CU/AL on the front of the br

40、eaker when all terminals that are marked on the breaker as suitable for fi eld installation are suitable for use with both copper and aluminum conductors. It was decided that no revision to UL 489 would be necessary. 7. Circuit Breaker Voltage Ratings Discussion A discussion item was submitted by: J

41、ohn Kovacik, UL UL noted it has received numerous requests to List circuit breakers and circuit breaker accessories having voltage ratings not currently allowed by UL 489. The subject of voltage ratings in general needs to be discussed and as a minimum, the standard needs to be revised to provide mo

42、re fl exibility than is currently allowed. The STP concurred that a proposal should be made to delete paragraph 16.2 altogether which specifi es the acceptable voltage ratings for accessories. The rationale for allowing any voltage rating for accessories is they may be connected to a myriad of diffe

43、rent sources of supply which are independent of the source of supply to which the circuit breaker is connected. However, for circuit breakers ratings, it was the agreement of the STP that paragraph 8.2 should be revised to only allow additional ratings. MARCH 16, 2006SUBJECT 489-5- Copyright Underwr

45、gs were suggested including 24, 48, 65, 80, 208, and 208Y/120 V. It was also noted that other requirements may be affected and should be reviewed, such as Table 7.1.7.1. It was agreed that UL would consider these suggestions and John Kovacik would proceed with a proposal request accordingly. 8. Fuse

46、/Circuit Breaker Series Rating Discussion A discussion item was submitted by: John Kovacik, UL It was noted that a manufacturer had requested series ratings fuse to circuit breaker where the fuse is part of a low voltage power circuit breaker (covered by UL 1066) and the breaker is a standard molded

47、-case circuit breaker (covered by UL 489) in a UL 891 switchboard. UL requested STP member input on a proposal to revise UL 489 to allow this situation provided they are in separate enclosures. It was the concurrence of the STP that paragraph 7.12 of UL 489 does not preclude the use of a low voltage

48、 power circuit breaker/low voltage power circuit breaker fuse combination in a series rating and therefore no revision to the standard would be necessary. 9. Circuit Breakers Used as Motor Protection Discussion A discussion item was submitted by: John Kovacik, UL UL noted that it had accepted a subm

49、ittal of a standard molded-case circuit breaker that utilizes a trip unit evaluated to the motor overload calibration requirements of UL 508. UL requested STP member input on a revision to UL 489 to address such products. It was noted that such breakers would be required to be marked Motor Protection Circuit Breakers to identify the applicable motor overload tri
