3、age Tanks for Petroleum Products, Alcohols, and Alcohol-Gasoline Mixtures, UL 1316; PROPOSED EFFECTIVE DATE SUMMARY OF TOPICS This bulletin proposes the following changes in requirements: The marking requirements in UL 58, UL 1316, and UL 1746, would be revised. COMMENTS DUE: November 15,2000 Attach

4、ed as Appendix A for your review and comment are proposed underground flammable and combustible liquid storage tank requirements for UL 58, UL 1316 and UL 1746. Questions regarding interpretation of requirements should be directed to the responsible UL Staff. Please see Appendix B of this bulletin r

5、egarding designated responsibility for the Subject product categories. Please note that proposed requirements are of a tentative and early nature and are for review and comment only. Current requirements are to be used to judge a product until these requirements are published in final form. PROPOSED

6、 EFFECTIVE DATE The proposed requirements in the paragraphs specified in the following table will necessitate a review of currently Listed products. Therefore, UL proposes that the new requirements become effective 24 months after publication. This is intended to provide manufacturers with sufficien

10、 Sections in UL 58, UL 1316, and UL 1746. The descriptive information removed from the Listing mark would then appear on a separate label adjacent to the Listing mark label. The proposal reduces the types of Listing mark labels for underground storage tanks from 26 to 8. RATIONALE Based on comments

REVISE THE LIFT LUG REQUIREMENTS RATIONALE During the past couple of years, a UUULC Subject 1746 Technical Harmonization Committee has been comparing the UL and Underwriters Laboratories of Canada (ULC) external corrosion protection

25、requirements and recommending the adoption of one set of requirements for both safety organizations. For requirements that appear in multiple UL standards (.e. UL 58 and UL 1746) their recommendation would apply to both UL standards. Recently, the Technical Harmonization Committee made a recommendat

26、ion regarding the lift lug requirements. The committee requested that ULC adopt the lift lug requirements published in UL 58 and UL 1746. The harmonization of the requirements in ULC S603-92, the Standard for Steel Underground Tanks for Flammable and Combustible Liquids, UL 58 and UL 1746 would redu

27、ce the cost and time for tank investigations. UL is proposing to have the following requirements for lift lugs: (1) Use lift lugs with the design and location requirements published in ULC S603-92 and not perform a Lift Lug Test, (2) Perform the Lift Lug Test, or (3) Use structural analysis by calcu

28、lations and not perform a Lift Lug Test. The proposed requirements also indicate that all tanks are to be provided with a lift lug). Copyright Underwriters Laboratories Inc. CLARIFICATION TO THE MINIMUM STEEL SHELL THICKNESS REQUIREMENTS RATIONALE After reviewing comments received from industry in response to the ANSI canvass of UL 58, UL is proposing to clarify the shell thickness, length, and diameter requirements for

32、underground tanks. Please note that the revised requirements clarify that when the External Pressure Test is conducted, the tank that is evaluated has the reduced shell thickness. UL has already clarified the shell thickness, length, and diameter requirements in the Safety Standard for External Corr

33、osion Protection Systems for Steel Underground Storage Tanks, UL 1746. See the UL 1746 revision pages dated May 16, 2000. IMPACT Since this proposed revision will not necessitate a review or additional testing of currently Listed or Recognized products, UL proposes that the new requirements become e

34、ffective immediately upon publication. PROPOSALS Paragraphs 5.1.1, 5.1.2, 5.1.4, 5.2.2, and 5.3.1 3. REVISE THE MAXIMUM CAPACITY REQUIREMENT AND PROPOSE TO ADD A MAXIMUM DIAMETER REQUIREMENT RATIONALE Based on requests received from industry during the ANSI canvass of UL 58, UL is proposing to revis

35、e the tank capacity requirement to be at least equal to rated capacity, but not more than 110 percent of the nominal rated capacity. The revised capacity requirement would provide consistent capacity requirements in UL 142, the Standard for Steel Aboveground Tanks for Flammable and Combustible Liqui

36、ds, and UL 58. UL is proposing to add a 144 inch maximum tank diameter requirement to clarify current practice. Copyright Underwriters Laboratories Inc. 38、PROPOSALS Paragraphs 4.3 and 4.5 4. PROVIDE CONSISTENT REQUIREMENTS IN SECTIONS 9 AND 15 RATIONALE To maintain consistency with paragraph 15.4 in the Subject standard and UL 142, UL is proposing to revise and clarify that the inside knuckle radius shall be 1.5 times the head plate thickness in parag

39、raph 9.3. In addition, UL is proposing to revise paragraph 15.1 to state that a head of a secondary containment tank shall be constructed of not more than three pieces for diameters ranging from 49 to 96 inches. The revision will provide consistency with paragraph 9.1. IMPACT Since this proposed rev

40、ision will not necessitate a review or additional testing of currently Listed or Recognized products, UL proposes that the new requirement becomes effective immediately upon publication. PROPOSALS Paragraph 9.3, 15.1 5. CLARIFY THE TYPE OF WELD TO BE USED IN SPECIFIC LOCATIONS RATIONALE Based on com

41、ments received from industry, UL is proposing to clarify the type of welds to be used in specific locations identified in the standard. IMPACT Since this proposed revision will not necessitate a review or additional testing of currently Listed or Recognized products, UL proposes that the new require

Since the proposed revision in paragraph 21.1 will not necessitate a review or additional testing of currently Listed or Recognized products, UL proposes that this new requirement becomes effective imme
