1、转型时期我国城市社区治理模式研究 转型时期我国城市社区治理模式研究 【中文摘要】 社区是社会的细胞,是构建和谐社会的基础。在我国经济、社会转型时期,探究合乎中国国情,适合中国实际的城市社区治理模式,无疑具有重要的理论意义和现实意义。我国的社区建设兴起于20世纪90年代,经过十几年的发展,积累了一定的实践经验。我国社区建设的发展趋势就是政府逐渐从责任、权利中心脱离出来,通过培育社区,形成政府与社区组织共同治理社区的过程,其实质就是由行政一体化的管理模式向多元合作化的治理模式的转变。本文借鉴公民社会、治理理论、合作主义等理论分析工具,采用比较研究的方法,通过对中外社区治理模式的比较分析,研究其异同
2、点,进而结合当今中国实际,提出了一种政府主导和社区自治并重的过渡形式的社区治理模式政府主导型社区自治模式。在转型时期,进一步规范政府职能,加强社区自治功能,合理架构政府和社区的关系,在处理社区事务方面形成多元主体分工合作、相互支持的互动关系,进而更好地推动我国的社区建设。【英文摘要】 Community,the cell of society,is the fundamental element to construct hamonious society. Great changes of economy and society have taken place in our country

Theres no doubt have great theoretical and practical significance to inquire into urban communitys governance model which conforms with the Chinese national condition.Community construction in our country stems from the early 1990 s. It has been accumulated a certain experience throughout several

The tendency of community construction in China is the process, in which the government separates itself from center of both power and responsibility, shaping the cooperation of the government and community organizations in communitys service and management by means of fostering community. It
5、s essence is to realize the conversion from a unitary community administration by government into plural cooperative governance in urban community. The thesis profits from the theory of Civil Society,Governance and Cooporatism as theoretical analysis tool and use the method of the comparison researc

The thesis analyzes the communitys governance model between China and foreign countries comparatively ,studies its similarities and differences,and then propose the governance model of governmental lead and community autonomy as well.We call it the communitys autonomy model led by government. Dur
