5、nvironmental pressure was discussed Results show fhal though GDP in Shandong was rising rapidly with an annual growth rate reaching 13. 08%. a declining trend with total water consumption and discharge of SO2 and COD was observed during the period of 2000-2010. The eco-efficiencies of the various na
6、tural inpul factors, as a whole, were steadily increasing, especially with discharge of COD。emission of S02 and water consumption of which the annual eco-efTiciency growth rate reached l& 59%, 14.85% and 14. 13%. respectively. All the three indices were in a strong decoupling state. while the rest r

8、-efficicncy; decoupling; re-coupling; Shandong Province循环经济以提高牛态效率和废物的“减肤化、 再利用、再循环”为核心理念，是实现社会、经济 与环境各领域可持续发展的重要途径，而生态效率 被认为是当前循环经济发展的合适测度。生态 效率不但能表征所研究对象的环境影响，而冃.可评 价其经济价值。因而，作为兼顾经济效率与环境 效益双競目标的“交叉效率”，生态效率在促进与评 价区域循环经济建设中将发挥重要作用，成为在不 同层次上落实可持续发展目标和度量循环经济发 展水平的有效工具:“呵。牛态效率的概念和方法在 实践中得到了广泛应用，目前其应用主耍
9、在企业、 行业和区域等层次上开展。区域层面的生态效 率研究需要综合考虑全球、区域和局地的资源和环 境影响，故该层面的生态效率研究是一个难点。 近年，为提高区域竞争能力，区域生态效率也已成 为关注重点。改革开放以来，山东省经济长期保持10%以r. 的年均增氏速度，社会经济快速发展所造成的资源 短缺和环境问题日益突出。笔者立足山东省循环 经济建设的长期发展战珞目标，对2000-2010年山 东省发展循环经济的牛态效率进行测度，探讨经济 发展与环境压力的脱钩/复钩关系，以期为山东省 经济发展破解资源环境的约束瓶颈制定合理的经济 与环境政策,为实现可持续发展目标提供参考建议。1研究方法1.1区域生态效率的概念与内涵1992年世界可持续发展工商理事会(WBCSD)收稿日期：2013-01-04基金项目：山东省自然科学基金(ZR2012DL07)
