1、 北京大学医学部研究生公寓楼冬期施工方案 第 104页一、编制依据1、建筑工程冬期施工规程（JGJ104-97）2、建筑设备安装分项工程施工工艺标准3、建筑工程资料管理规程（DBJ01-51-2003）4、公司冬季施工总体方案5、本工程施工组织设计6、冬期施工手册二、工程概况该工程为北京大学医学部研究生公寓，整个工程为一个“U”型半围合空间布局，地下二层，地上十五层，建筑总面积43277，为框架剪力墙结构。根据施工总体进度计划安排，室内石材、地砖、墙砖、油漆、涂料、门窗玻璃、防水等工程需在冬季施工，具体安排如下： 三、施工部署根据北京气候历年情况，一般在11月中旬进入冬施，待2005年三月中旬
2、转入常温施工。 本工程正处于装修阶段，外墙部分装修必须在冬施前施工完毕，并拆除外架。为保证室内正常施工，进入冬施前所有外窗窗扇、玻璃安装完毕，暖气安装调试正常通暖，否则不准施工。四、施工准备1、组织准备项目部成立冬季施工领导小组，负责组织冬季工程施工的生产、技术、质量、安全管理和冬施物资的供应，负责冬施工作的协调组织，并明确责任，确保冬季施工中，各项工作及时有序进行，避免由于冬季施工组织不力给生产进度、工程质量、安全施工造成影响。 施工现场要提前做好冬季施工准备。从时间上为： 2004年11月15日至2005年3月15日；从气象资料统计上为：当室外日平均气温连续5d稳定低于5度即进入冬期施工；
3、当室外日平均气温连续5天高于5度时即解除冬期施工。进入冬期施工前应采取一定的措施以满足施工要求，防止突然的霜降、寒流等对工程质量造成伤害。冬季施工领导组织机构：组 长：肖秀平副组长：刘庆业、岳平成 员：贺学忠 技术质检 余丹发 专业负责人 杨新彦 试验、防水负责人曲铁龙 安全保卫 严采平 饰面砖负责人 陈 林 油漆、涂料负责人 李小平 架子负责人 聂绪鹏 木工负责人 肖 凯 技术资料 谢思东 质检员 李国胜 门窗负责人 杨文立 天气预报员张爱民 器材负责人 施天朝 测温员进入冬季施工，项目部设置专人测量温度，项目部明确专职测温人员并完成冬施测温人员的培训。使测温人员了解如何进行测温，保证测温数
4、据准确，为施工提供重要参考数据，及时解决存在的问题。由项目部指派责任心强，并有一定的文化基础的测温人员：杨新彦、施天朝两人，经培训后上岗。 此外项目部总结往年冬季施工的经验和教训，利用好目前尚处于常温施工的好时机，抓紧做好现场各方面的准备工作，保证冬施工作顺利进行。小组成员负责冬施工作的协调组织，并明确责任，确保冬季施工中各项工作及时有效进行，避免由于冬季施工组织不力给生产进度、工程质量、安全施工造成影响。2、技术准备2.1冬施前技术人员详细编织有针对性的冬期施工方案与技术措施，并经本单位的主管工程师批准后报上级单位审查、备案。2.2施工工长应按经审批的冬施方案向班组进行详细的书面分项技术交底
5、。2.3组织全体参施人员，进行冬期施工安全、技术交底大会。2.4组织全体管理人员贯彻质量管理的四个观点，一个体系。（一）四个观点：树立保证冬施工程质量的观点。树立预防为主的观点。树立为用户服务、对用户负责的观点。建立以数据为依据的观点。（二）一个体系冬期施工质量保证体系冬期施工质量保证体系人员质量体系产品质量体系人的素质1、要有勇于创新的精神2、要有保证完成冬施任务之心3、要有质量第一，用户至上之心人的业务水平1、要有冬施专业知识2、要有冬施管理经验3、要善于调查研究、总结提高组织机构1、要有严密高效的组织机构2、各部门要有明确分工及职责范围3、要明确各部门相关性产品质量1、要有完善的生产及质
6、量信息反馈系统2、要有完整可靠保证冬施质量及进度的管理手段工作质量1、要有严格的工作程序和工作标准2、要有冬施工作质量考核标准3、外加剂选用（局部无采暖时使用） 按照市建委关于外加剂管理的文件要求，外加剂必须有出厂质量证明书，其内容包括：产品名称、型号、出厂日期、主要特性和成份、适用范围和适宜掺量、性能检验合格指标、储存条件及有效期、使用方法说明书等。 抗冻剂生产厂家必须具备有关部门批准的生产资格，材料应有当年的检验报告和合格证明。 按照北京市建委文件要求，抗冻剂尚应进行进场复试，合格后方可使用。同时将复试合格报告收集存档。4、冬施材料物资准备 备好彩条布、防火帘、塑料布等，以作为施工作业面及
7、周围环境的保温。 测温准备：密切注意天气变化，防止早期寒流对工程的质量影响。 保温材料：保温草帘被、塑料布、苫布或彩条布等在11月底前提出材料计划，材料科积极组织材料进场，保温材料应在11月5前进到现场； 测温材料：购置温度计、高低温度计。 测温前备齐必要的工具、文具。包括：手电筒、文件夹、测量记录表等。 测量器具（在冬施前检验备齐）： 测温百叶箱：规格450450500mm，箱底距地高度1.5米，外表面刷白油漆。 测温计：将测温管提前加工，并购置齐温度计、高低温度计，保证测温和大气温度测温要求。5、现场准备 项目部应在11月5日前，完成施工现场的准备工作，避免提前降温给工程造成损失。 现场准
8、备包括： 施工现场各种水管应做好保温； 做好施工机械防冻液的填加； 做好职工生活区取暖的准备工作；（统一采用暖气，严禁煤炉、电炉取暖） 做好施工现场临电设备检查与维护； 做好施工现场消防设施的检查与维护；四、施工方法 4.1、饰面砖工程 冬期施工饰面砖工程的砂浆使用温度不得低于+5，如低于+5，不但不能保证质量，而且操作困难。砂子进场后及时覆盖，以免受冻。 4.2、油漆工程为了使油漆易于干燥，冬期施工时油漆需加催干剂。油漆应搅拌均匀加盖，调配量恰好够一日使用的量。油漆存放室内，并且有通暖设施，防止油漆在低温下稠化造成一定的施工难度。腻子在制配时可在加入的水中掺四分之一的酒精，（有通暖条件下可不
9、参照此工序），调腻子的水用热水。油漆工程冬期施工应选择晴天干燥无风（最好在下午）天气施工，禁止用热风吹油漆面，以免油漆面上凝结水珠。油漆层应干燥，湿度不超过5%，不得有冰霜。受冻的木材如湿度不大于15%时，则应先涂干性油并满刮腻子。油漆工程冬期施工时，气温不能有剧烈的变化，施工后至少保养两昼夜以上，直至油膜和涂层干透为止。4.3涂料工程冬期施工室内涂料工程应在采暖条件下进行，室稳保持均衡，防止浆膜受冻。涂料材料应不受冻，刷时材料温度应保持在+15左右。基层湿度不大于8%，不得有冰霜。基层温度不低于+5，在同一施工段温差不超过56。4.4玻璃工程玻璃工程，从寒冷中运到暖和处的玻璃，应待其缓和后方
10、可进行裁割。安装门窗玻璃，宜在采暖房间内进行。预装门窗玻璃，必须在采暖房间内进行安装。外墙塑钢窗框不宜在冬期安装，要在冬施之前完成。4.5防水工程屋面防水层须在冬施来临之前完成，室内卫生间聚氨酯防水层由于室内统一采暖，其操作工艺基本同常温施工，应注意的是涂膜材料要放置在采暖房间，以免受冻，同时注意防火。4.6、冬季施工安全措施冬季气候干燥，应注意防火，现场临时用火由主管施工人员或班组向用火人员进行消防安全书面技术交底，操作前消防人员（安全员）应根据操作环境和消防措施落实情况开具“用火证” ，用火证当日有效，用完收回。保温草帘被必须使用阻燃型，施工中注意保护，避免破损，如破损要进行及时修补和更换
11、。用火部位要准备好消防器材，看火人员不得擅离岗位，操作完毕后对用火地点详细检查，特别是火花溅落部位确认无死灰复燃的可能，方可撤离岗位。大风天气要及时关好外墙窗扇。施工机械在使用前应空转15分钟，待全机温升后再投入正常使用。对职工定期进行技术、安全教育，结合工程任务在冬季施工前作好安全技术交底，配好安全防护用品。冬期施工用的易燃易爆物品应设专用仓库分类隔离存放，库房内部通风、降温设备和电源、防爆设备需灵敏可靠，电源开关应设在库外。冬季要作好防滑、防冻工作。雪天后要及时清扫现场积雪。定期检查各类消防器材，保持灵敏有效。中国航空港建设总公司北医项目部（英文版 ） Two regulations pr
