36、1993年海南省政府在海南省旅游发展规划大纲中进一步将石梅湾确定为海南省旅游中心系统之一。世界旅游组织于2000年进行的海南旅游研究中再次肯定了石梅湾旅游中心地位。海南华润石梅湾旅游开发有限公司于2003年6月完成石梅湾旅游度假区总体规划修订方案,于2004年1月获得海南省政府审批通过。2004年9月完成石梅湾海洋旅游规划,2005年6月完成石梅湾旅游度假区控制性详细规划(基础设施),2005年9月完成石梅湾旅游度假区控制性详细规划。石梅湾威斯汀度假酒店项目选址为石梅湾28号地块,用地性质为C25-宾馆酒店用地,项目选址符合石梅湾旅游度假区总体规划。项目拟建1栋酒店主楼、40栋单体建筑、7座度

37、假公寓,主要设施包括:宴会厅,3个餐厅,3个酒吧/咖啡厅,水疗中心,健康俱乐部,儿童俱乐部,室内外泳池等。本工程总用地108120.116m2,总建筑面积 42327.38 m2。本建设项目已先施工,后开展环境影响评价,违反了环境影响评价法和建设项目环境保护管理条例的有关规定,属于违规项目。根据中华人民共和国环境影响评价法的规定:“建设单位未依法报批建设项目环境影响评价文件,或者未依照本法第二十四条的规定重新报批或者报请重新审核环境影响评价文件,擅自开工建设的,由有权审批该项目环境影响评价文件的环境保护行政主管部门责令停止建设,限期补办手续;逾期不补办手续的,可以处五万元以上二十万元以下的罚款

38、,对建设单位直接负责的主管人员和其他直接责任人员,依法给予行政处分”。根据中华人民共和国环境保护法、中华人民共和国环境影响评价法、建设项目环境保护管理条例和海南省建设项目环境保护管理规定的有关规定及海南省国土环境资源厅关于该项目的建设项目环境影响评价告知书(环评告知书2008141号)的要求,该建设项目应当进行环境影响评价,编制环境影响评价报告书。为此,建设单位海南海韵酒店开发有限公司委托我院对该项目进行环境影响评价工作,编制环境影响报告书。我院接受委托后,组织有关技术人员对项目工程资料进行了详细研究及对项目现场作了调查,根据环境影响评价技术导则,完成了石梅湾威斯汀度假酒店项目环境影响报告书(

42、咨询收费有关问题的通知(计价格2002125号);(3)、产业结构调整指导目录(2005年本);(4)、环境影响评价工作委托书。1.3、控制污染与环境保护目标为了保护环境和资源,促进社会、经济、环境的可持续发展,根据拟建项目性质和特点以及项目所在地区的自然和社会环境特征,提出如下控制污染与保护环境的目标。1.3.1、控制污染目标(1)、项目所有的污染源均得到有效和妥善的控制,用先进的技术措施和管理措施,将项目开发活动和旅游度假活动对环境的影响降低到最小程度。(2)、项目在建设期所产生的建筑垃圾、废弃的土石方均得到妥善的处置,使其不对评价区内的生态环境、景观等造成不良影响;建设期施工机械产生的噪

43、声应符合建筑施工场界噪声限值(GB12523-90)规定的标准;建设期间的施工和生活污水经临时处理装置处理达标后排放。(3)、确保当地生态平衡,建设项目建成后,生态环境水平,应超过原有水平,同时实现物种多样化。1.3.2、环境保护目标(1)、坚持开发与保护并重的方针,做好项目占地范围及其周边范围的生态环境保护工作,使该区域内生态系统能够保持良性循环。(2)、合理开发,保护好评价区内的旅游资源。(3)、在贯彻国家有关政策的前提下,将保护环境与项目建设,保护滨海防风林与改善防风林有机联系起来。(4)、保护度假区内的土地资源:做到合理开发利用,避免水土流失和人为污染。(5)、大气环境保护目标:符合环
