37、应急救援预案132附件14:物体打击应急救援预案147 中铁九局集团有限公司 成都地铁七号线出入段线站生产安全事故总体应急预案第一章 总 则1.1 编制目的为规范项目部应急管理工作,提高项目部应对风险和防范事故的能力,及时妥善地处理好各类事故或突发事件,确保公共安全和员工健康,最大限度地减少事故损失、环境损害和社会影响。依据国家法律法规,按照上级有关文件要求,结合项目部施工生产实际,特制定本预案。1.2 编制依据 本预案依据中华人民共和国行业标准AQ/T9002-2006生产经营单位安全生产事故应急预案编制导则、安全生产法、建设工程安全管理条例、国务院第493号文生产安全事故报告和调查处理条例

38、、国家安全生产监督管理总局第21号令生产安全事故信息报告和处置办法的要求和成都地铁公司276号事故报告调查处理规则文件要求等法律法规、规章及有关行业管理规定、技术规范和标准编写。1.3 适用范围 1)本预案适用于项目部生产经营管辖地范围内发生的下列安全事故的抢险救援工作:(1)人身伤亡事故;(2)急性中毒事故;(3)民用爆炸物品和危险化学品事故;(4)锅炉、压力容器、压力管道和特种设备事故;(5)火灾事故;(6)其他生产安全事故。2)事故等级界定(1)特别重大事故,是指造成30人以上死亡,或者100人以上重伤,或者1亿元以上直接经济损失的事故;(2)重大事故,是指造成10人以上30人以下死亡,

39、或者50人以上100人以下重伤,或者5000万元以上1亿元以下直接经济损失的事故;(3)较大事故,是指造成3人以上10人以下死亡,或者10人以上50人以下重伤,或者1000万元以上5000万元以下直接经济损失的事故;(4)一般事故,是指造成3人以下死亡,或者10人以下重伤,或者1000万元以下直接经济损失的事故。(5)险性事件,是指造成3人以下重伤或5人以上轻伤,直接经济损失30万元以上100万元以下。(6)造成3人以上5人以下轻伤,直接经济损失10万元以上30万元以下。(7)事件苗头直接经济损失1万元以上10万元以下。1.4 应急预案体系组成一、应急预案体系组成图项目部总体应急预案专项应急预

41、任务。切实加强应急救援人员的安全防护,充分发挥人的主观能动性,充分利用专业救援力量的骨干作用,充分发挥企业自身应急救援队伍的基础作用。(2)统一领导,分级负责。在成都地铁公司质安部统一领导和中铁九局四公司安委会组织协调下,项目部按照各自职责和权限,负责有关安全生产事故的应急管理和应急处置工作。认真履行安全生产责任主体的职责,建立生产安全事故应急预案和应急机制。 (3)属地为主,分级管理。生产安全事故现场应急处置的领导和指挥以地方人民政府为主,项目部应当与成都市人民政府密切配合,充分发挥指导和协调作用。(4)预防为主,平战结合。贯彻落实“安全第一,预防为主,综合治理”的安全方针,坚持事故灾难应急

42、与预防工作相结合。做好预防、预测、预警和预报工作,做好常态下的风险评估、物资储备、队伍建设、完善装备、预案演练等工作。3)应急预案处置目的提高项目部施工管理和作业人员在施工生产过程中和日常生活中对突发事件的应变能力,尽快控制事态,尽量减少损失,尽早恢复施工生产秩序。第二章 生产区域的危险性分析2.1 项目概况 川师车辆段明挖区间及盾构井位于成都市锦江区金像寺村,成龙路西侧、机场路东延线北侧,川师附属中学西面,施工范围内多为拆迁区及菜地,无地下管线。东接川师站川师车辆段盾构区间,西接川师车辆段出入段线,起止里程为YDK16+565.081YDK16+818.410。明挖区间及盾构井全长254.5

43、m,其中盾构井为两层两跨框架结构,区间为单层两跨框架结构。川师车辆段出入段线位于成都市锦江区范围内,主要沿晨辉东路、金苹果幼儿园绿地、拆迁区下方敷设。西侧为晨辉北路与晨辉东路交叉路口,北侧为成都七中嘉祥外国语学校及金苹果爱弥尔幼稚园及部分拆迁区,南侧为金象嘉园及育才晓筑住宅楼及成功红树林施工区,东端为拆迁区。出入段线明挖区间东接车辆段咽喉区明挖区间,西接琉璃场站,琉璃厂站端接地下负二层,车辆段端接地下负一层。起止里程为YCK16+818.410YCK17+358.700。出入段线结构形式为地下两层框架结构,在正线里程ZCK16+817.239ZCK17+050.315、YCK16+818.41

44、0YDK17+050.233段,正线、出入段线、试车线、牵出线五线并行,其中,出入段线、试车线、牵出线在上,正线隧道在下,线路主要沿拆迁区及金苹果爱弥尔幼稚园操场及绿地下方敷设;在正线里程ZCK17+050.315ZCK17+358.785、YCK17+050.233YCK17+358.700段,出入段线在平面上位于正线左、右线之间,区间断面上三线由“品字形”逐渐转化到同一标高,线路主要沿晨辉东路及金苹果幼儿园绿地下方敷设。2.2 事故可能发生的地点和可能造成的后果1)生产自然环境生产自然环境:项目所处在的是成都市城市道路上及地下施工。2)生活自然环境生活驻地是在成都市繁华的城中。第三章 事故

45、应急救援的组织机构及其组成单位、组成人员、职责分工3.1 事故应急救援组成单位及配合与协调1)事故应急救援组成单位(1)项目部工程、安质环保、物资设备、计划合同、财务、办公室等部门。(1)成都市沙河堡医院等机构,成都市政府应急救援组织。2)事故应急救援配合与协调原则事故应急处置预案领导小组按照分级负责的原则,由项目部、协作单位两级单位组成,分别协调本单位相关应急处置预案工作。3.2 项目组织协调职责1)需要相邻单位配合时,由项目部配合协作单位负责与建设单位联系协调相关事宜;2)项目部与九局其他公司之间需要配合时,由公司负责组织与协调;3)项目部之间需要配合时,也可由公司组织协调。3.3 项目部组织协调1)项目部负责组织应急处置预案的事故,由项目部自行组织应急处置预案协调;2)项目部需要其它单位配
