29、环保投资占505总投资比10(万元)投资(万元)例%评价经费1.2预期投2015.3(万元)产日期4工程内容及规模:一、项目概况1、项目由来北京膳之艺顺水斑鱼庄餐饮管理有限公司餐饮项目位于北京市丰台区南苑路 5 号 9 层9888 号商铺(福海国际大厦),项目主要从事鱼火锅餐饮服务。所用经营房屋所有权归北京鑫福海工贸集团所有(详见附件),本项目租用面积为 380平方米,该房屋用途为“商业、办公、仓储”。本项目运行会对周围环境产生一定影响,根据中华人民共和国环境保护法、建设项目环境保护管理条例以及中华人民共和国环境影响评价法中第十六条“国家根据建设项目对环境的影响程度,对建设项目的环境影响评价实

30、行分类管理。建设单位应当按照规定组织编制环境影响报告书、环境影响报告表或者环境影响登记表”。本项目建设内容为鱼火锅餐饮场所,每张餐桌安装一台电火锅炉,共安装火锅炉 24 个,厨房设置灶头 1 个,总计 折合成 8 个灶头,根据建设项目环境影响评价分类管理名录,建设规模为“6 个基准灶头 以上,涉及环境敏感区的”应编制环境影响报告表。因此,本项目应编制环评报告表,对本项目产生的环境影响进行分析、预测及评价。受北京膳之艺顺水斑鱼庄餐饮管理有限公司的委托,中辉国环(北京)科技发展有限公司承担本项目环境影响评价工作。2、产业政策符合性本项目为餐饮服务,项目建筑面积为 380m2,项目位于商业楼内,楼内

31、设有专用排油烟管道,对照产业结构调整指导目录(2011 年本)(2013 年修正)以及北京市产业结构调整指导目录(2007 年本),本项目不属于国家及北京市产业结构指导目录中限制及淘汰类项目。对照北京市新增产业的禁止和限制目录(2014 年版)(京政办发201443 号),本项目建设不属于目录中住宿餐饮业其中(62)餐饮业“禁止在居民住宅楼、未配套设立专用烟道的商住综合楼、商住综合楼内与居住层相邻的商业楼层内(新建、改建、扩建产生油烟、异味、废气的饮食服务”类。因此本项目不属于北京市新增产业的禁止和限制项目。综上,本项目建设符合国家及北京市现行产业结构、政策。3、地理位置5南三环西路方 国天雅

37、4、项目所在建筑地下三层厨用隔油器位置示意图。与本项目有关的原有污染情况及主要环境问题:本项目为新建项目,租用已建房屋,无与本项目有关的原有污染及主要环境问题。89建设项目所在地自然环境社会环境简况自然环境简况(地理位置、地形、地貌、土壤类型、气候、气象、地表水、地下水、动植物、生态等):1、地理位置丰台区是北京市的城区之一,位于北京市中心区南部,北纬 3946-3954 ,东经11602-11627,东与朝阳区接壤,北与东城区、西城区、海淀区、石景山区接壤,西与门 头沟区,南与大兴区和房山区接壤,总面积 305.87km2,区政府所在地距首都天安门仅 12km。2、地形、地貌 丰台区西北部为

38、低山区,全区地势由西北向东南倾斜。在地质构造上,处于京西隆起和北京凹陷的地质构造带中。地貌类型有低山、丘陵、台地、河谷、平原等,由西向东依次分 布。向东第四系地层是松散堆积物,广泛分布在山前地带和平原地区,永定河滩及河东平原 分布着永定河洪积冲积的砂卵砾石、砂和各类粘性土,地下水渗透性好。丰台区地势西北高、东南低,呈阶梯下降。按地形分为三个地貌区:(1)低山与丘陵;低山面积为 800ha,其中石灰岩占三分之二。丘陵分布于梨园村、大沟村以背的为碎屑沉积丘陵,以南的为石灰岩质丘陵;(2)台地,位于永定河以西,八宝山断裂和良乡-前门断裂之间;(3)平原:在永定河以西王佐镇东部和长辛店镇东部的东河沿、

39、张郭庄、长辛店、赵辛店村,土地面积 2800ha。东部凉水河以北与城区接壤地带,海拔 40m 属古永定河冲积扇 高位来原,面积 1400ha。低位平原:分布于永定河以东,面积为 1.57 万 ha。海拔从 60m 向东南降到 35m,平均坡降 1%。3、气候与气象特征丰台区气候属温带大陆性季风型,夏季炎热、多雨,气候较湿润。冬季寒冷,常有强烈 的西北风。冬夏季长,而春秋季短。春季少雨多风,气候干旱,太阳辐射增强。据记载,年 平均降雨量是 570.4mm,全年平均温度 13.7,年平均最高温度 19,最低为 5.5。年平均日照总时数 2649 h,日照百分率为 61%。由于受内蒙古高压控制,多为

40、西北风,全年风速为 2.9 m/s。104、河流水系丰台区河流分属永定河水系、北运河水系、大清河水系。永定河左、右堤之间是永定河水系,是区境内第一大河,由北向南横穿全区,境内流域面积 16.2km2。永定河河东为永定河冲积洪积平原,属北运河水系,境内面积 173km2。永定河河西为低山、丘陵、台地及山前洪积倾斜平地,属大清河水系,境内面积 115km2。5、土壤植被丰台区土壤类型为普通褐土、潮褐土。随着城市建设等人类活动的影响,本次调查区内 已基本无天然树种。该项目周边现有绿地、绿化树木主要为人工种植,常见树种主要有松、 槐、柳等。11社会环境简况(社会经济、教育文化、文物保护等):1、社会经
