31、建筑面积88184平方米。配以环境绿化、道路及水、电、气综合管网等公建设施。（十）建设工期项目建设年限为4年。从2010年06月到2014年05月。二、项目业主简介重庆江城运业有限公司位于重庆北部区域中心城市合川区交通街504号，公司占地40余亩，拥有固定资产2000余万元。公司主要经营业务有：客、货运输， 出租车运输、汽车CVG加气站，液化石油气充装站，环保餐具生产、汽车修理及维修人员培训，房屋门市部出租，公司董事长务实求新、公司以“诚信经营”为经 营理念，受到社会各界的普遍好评。三、研究内容本项目研究内容主要包括如下：（一）项目建设的必要性分析；（二）项目建设的充分性分析；（三）在项目规划
32、方案基础上，编制项目建设方案；（四）围绕项目的建设方案，对项目建设成本进行细分，按成本单元进行估算； （五）为保障项目的顺利实施，配合项目的开发建设进度设计合理的融资方案，在满足项目开发资金需求的基础上，实现资金成本最小化；（六）在项目效益评价（含经济、社会、环境评价等方面）的基础上，总结项目投资的可行性，对项目整体实施提出建议。可行性研究报告对项目的可行性进行综合分析、论证，得出合理、正确的结论，为项目业主及审批部门提供决策依据，并作为开展下阶段工作的基础。四、报告编制依据（一）中华人民共和国国民经济和社会发展第十一个五年规划纲要；（二）重庆市国民经济和社会发展第十一个五年总体规划纲要；（三

36、富强合川、美丽合川、平安合川、德润合川“四大战略”，抓好发展与民心“双十工程”，推进“百个重点工作项目”，努力走出一条具有时代特征、合川特色的发展之路。三角花园片区项目拆迁地块处212国道旁，是合川北大门，是合川城市形象的重要组成部分，该片区的城市面貌直接影响到城市招商引资及社会经济发展。合川交通街三角花园片区改造项目是由重庆市合川重庆江城运业有限公司投资承建。该公司成立于1950年，更名前为原合川县搬运公司，系中型集体企业，公司职工主要由社会无业人员和回城知青组成，职工人数最多时达2000余人，公司办公室、客运站、汽修厂原来设在塔耳门繁华闹市区，80年代初县政府决定将公司主要营业场地迁至交通
37、街三角花园，并同意征地15.3亩作为公司的生产、经营和办公用地。地界以东以七一水库流水为界，西以国道212线渝南公路出城方向左侧为界，南以陈福友房屋为界，北以石龙过江涵洞为界。公司当时还招用了因征地而必须安置的农转非工人32名。征地完成后，公司在三角花园先后修建了办公室、汽修厂、客运站、职工宿舍、食堂等一万多平米的生产生活用房。随着合川城市建设步伐的加快，三角花园片区存在的诸多问题凸显出来，居民生活环境差、存在严重安全隐患等，需要亟待解决。二、项目建设的必要性（一）是消除安全隐患的需要由于江城公司员工较多，过去经济条件差，修建新征土地修建的材料陈旧，是塔耳门搬迁时的旧条石。年代久远，旧条石已严
38、重风化，加之地势不稳，现多处出现开裂、斜陷，加上受2008年特大地震的影响，部分房屋已经四处开裂，地面建筑物均有塌陷的危险，存在着严重的安全隐患。蟠龙湖公园建成蓄水后，险情将进一步恶化。再者，三角花园范围内有加油站一座，消防间距严重不足，就像定时炸弹一样埋藏在居民区和闹市区，随时可能引发特大安全隐患。该项目将完成该片区的征地拆迁，并建设8.8万平米建筑物，环境绿化、道路及水、电、气综合管网等公建设施。不仅可以消除现在的安全隐患，妥善安置拆迁居民，并且为其改善生活环境，提高生活质量，项目建设非常必要。（二）是提升城市形象的需要项目拆迁地块处212国道旁，是合川北大门，是合川城市形象的重要组成部分
39、，该地块上的建筑物多是八十年代建成，凸显陈旧、杂乱，地下无停车场，许多车辆停靠国道线上，交通组织杂乱，严重阻碍交通，旁边的排洪沟四季污水横流，臭气熏天，严重损害城市形象，阻碍城市发展。该项目的建设，将建设相关配套设施，包括道路、广场、绿化、环境打造、整治排洪沟等，可以极大改善居民生活环境，弘扬城市文化,塑造城市个性,打造城市品牌,提升城市形象和核心竞争力,从而使合川走上可持续发展的道路。（三）是缓解政府拆迁压力的需要该片区占地面积29亩，但居民楼、办公楼、汽修厂、加油站、食堂等建筑物总面积将近2万平米（其中职工宿舍约9000多平米）。由于拆迁量大，投资额高，一般开发商不敢问津，原市政府曾给予该
40、片区旧城改造优惠政策，但开发商仍不愿开发建设此地。该项目由重庆江城运业有限公司承建，项目所有拆迁安置费由该公司承担，这样就缓解了拆迁矛盾，加快拆迁进度，解决政府在拆迁管理工作中需要破解的难题。江城公司在城市拆迁过程中，开拓思路，创新模式，心系百姓，为合川今后拆迁管理工作提供了有益的借鉴和启示。（四）是社会安定团结的需要长期生活在三角花园的居民和从事生产的人员，因生活生产环境脏、乱、差，且安全隐患严重，显得人心惶惶，发展下去可能会形成社会不稳定因素。该项目的建设，能够平息社会舆论，安定人心，给政府与居民吃了一个定心丸，对社会的安定团结作出了积极的贡献。因此，该项目建设必要性明显。 第三章 项目市
41、场分析与预测2007年以来，合川房地产开发呈稳步发展态势，房地产业每年完成投资逐步上升，施工面积继续扩大，新开工面积以较大增幅上升，竣工面积、销售面积、销售额等数据皆持续上升，同时，房地产业税收也呈逐年上升趋势，住宅的开发建设带动了房地产经济发展。虽然近年来合川房地产业取得了长足进展，开发完成投资较大，但由于其土地成本较高，商品房销售价格较低，在房屋竣工面积、销售面积及销售额等方面与北碚区、江津、永川等周边区域相比，存在一定差距。目前，合川房地产市场勉励较多有利因素，高位运行、供需两旺、稳步发展的态势可以持续相当长一段时间：主要表现在：2009年合川保持了平稳较快的发展势头，消费市场活跃，城市
42、居民收入提高，城市居民人均可支配收入达到7832元，同比增长14.3%，农民人均现金收入3069元，同比增长11.7%，城镇化进程步伐加快。按照合川定位为国内重大城市的规划目标，到2010年底合川城镇化率将达到54.7%的城镇化发展目标，城区人口将新增18.04万人，按30平米/人的建筑面积计算，仅此意向的住房需求量将超过540万平米。同时合川旧城改造的力度加大，也将带动房地产业的发展。因此，合川市房地产市场的投资和消费将继续同步增长，且保持较高水平。第四章 地块条件分析一、地块基本情况（一）地块规划控制条件三角花园建设项目主要规划控制条件表4.1所示：表4.1序号项目名称数值单位备注1建设用

44、半环状构造区。全市地貌因受地质构造和岩性的制约，其特征是东、北、西三面地势较高，南面地势较低。最高点是三汇镇白岩头，海拔高度为1284.2 米；最低在南面的草街镇嘉陵江边，海拔185米。全境地貌大致分为平行岭谷和平缓丘陵两大类型：东南边缘之华蓥山区为平等岭谷地形；西北部广大地区，属川中丘陵盆地，为平缓丘陵地型。地震设防烈度据500年中国地震史及国家地震局1990年中国地震烈度区划图及其使用规定,本地区地震烈度为VI度。2、气候条件合川地区因受东亚季风环流影响，具有亚热带季风气候特征，气温、降水、日照、风力等均有明显的季节性变化。其特点是冬暖夏热，春早秋短，无霜期长，云雾多，日照少，雨量丰富，湿
45、度大，风力注，春有连阴雨，夏常有伏旱，秋多绵雨，冬少寒潮。境内的南屏、沙坪、东渡等乡镇为境内的高温中心；华蓥山区因海拔高度的升高和山谷冷暖空气交替的结果，气温随之下降，成为境内的低温中心。整个市境常年平均风速小，水蒸气不易散失，形成湿度大，气温较高。境内的风向和风速也是随地形变化，三江沿岸多顺河风，山区则多顺槽风。多年平均气温为18度，一年之中以1月最冷，为7.2度，多年平均年降水量1131.3毫米。境内的东部山区降水量偏多，西部地区偏少。由于受太平洋东南季风和北印度洋的西南季风交汇影响，造成秋冬春三季天空云层多，雾日持续时间长，阳光难以直达地面，致使合川处于全国少日照的中心区。且时间分布不均
46、，8月日照最多，冬季则最少。 3、交通条件（1）公路。合川市等级公路达到1916公里，其中高速公路54.8公里，国省道110.2公里，农村公路1751公里；建立“132”城乡交通快畅系统；二级公路乡镇覆盖率100。（2）铁路。“两纵一横一联”铁路建设，“两纵”是襄渝铁路和兰渝铁路，“一横”是遂渝铁路，“一联”是盐双运煤铁路专用线。（3）“一干两支一重要港”航运体系。“十一五”期末，渠化嘉陵江、渠江、涪江三江航道320公里，初步形成“一干两支”航运体系；初步建成重庆五大重要港之一的合川港，为在远期把 合川打造成为合遂南广经济圈航运中心打下坚实基础。4、施工条件项目地块场地拆迁平整后，需要进行一定
47、量的土石方挖填以及异地弃土运输；周边交通道路条件好，利于施工机械、建筑材料的进场；水、电、气供应充足，能够满足前期施工的要求。因此，整个项目的施工条件较为有利。5、环境保护条件项目对周边的环境及社会影响不大。项目主体工程和管网工程均按国家有关标准设计施工，日常运营产生的废水、废气、噪声等符合国家污水、废气、噪声综合排放标准等环保要求。因此，项目拟选场址位置能够为当地环境容量所接受，符合国家环境保护法规的要求。综上所述，该项目拟建地的地形、地貌、地质、能源、交通和通讯等基础设施基本满足项目建设的需要，建设的配套条件良好。二、项目地块SWOT分析区位优势区域市场接受度高项目开发时机成熟周边配套设施不完善环境条件差项目辐射区域有限重庆房地产大势看好“一圈两翼”良好影响城市化进程加速未来市场供应量较大项目自筹资金，存在一定财务风险（一）项目优势分析（Strength）区位优势本项目在合川区得地独优，地处城区北大门，紧邻212国道及客运站，交通便利。随着开发进度的加大，消费者对该区域接受程度越来越高。区域市场接受高本项目定位的购房消费主体是收入处于中下层的消费人群。该片区因长期以来居民生活、生
