Revision of this Standard was commenc

11、ed following the committees decision that the series of Standards relating to the storage and handling of dangerous goods needed to be reviewed and updated to reflect changes in regulatory requirements and control philosophies that have been refined since the publication of the 1994 edition. This St

12、andard incorporates Amendment No. 1 (February 2009). The changes required by the Amendment are indicated in the text by a marginal bar and amendment number against the clause, note, table, figure or part thereof affected. After consultation with stakeholders in both countries, Standards Australia an

13、d Standards New Zealand decided to develop this Standard as an Australian rather than an Australian/New Zealand Standard. This Standard deals with corrosive substances that are classified as dangerous goods of Class 8, as classified in the UN Recommendations on the Transport of Dangerous Goods Model

14、 Regulations. The purpose of this Standard is to promote the safety of persons, property and the environment where corrosive substances are stored and handled, by providing requirements and recommendations based on industry good practice. The terms normative and informative have been used in this St

15、andard to define the application of the appendix to which they apply. A normative appendix is an integral part of the Standard, i.e. its requirements are mandatory, whilst an informative appendix provides information and guidance only. Statements expressed in mandatory terms in notes to tables are r

29、ations for the safe storage and handling of corrosive substances, i.e. substances that meet the Class 8 classification criteria of the ADG Code. The Standard also applies to other dangerous goods that are assigned a Class 8 subsidiary risk by the ADG Code, except where they are of Class 2 or where m

30、ore stringent requirements apply under another relevant Australian Standard or applicable regulation. This Standard provides minimum acceptable safety requirements for storage facilities, operating procedures, emergency planning and fire protection. It also provides technical guidance that may assis

31、t in the storage and handling of corrosive substances in accordance with the risk management requirements of NOHSC:1015 and legislation that draws on that document. NOTE: A discussion of the hazards presented by corrosive substances is provided in Appendix A. 1.2 APPLICATION 1.2.1 Where this Standar

32、d applies This Standard applies in locations that are generally industrial, commercial or rural in nature. Its requirements apply in conjunction with, but do not take precedence over, any government regulations that apply in any area. NOTES: 1 An installation may come under the regulatory control of

33、 several authorities having differing areas of responsibility, and an approval from one authority does not necessarily constitute an approval from others. 2 The Building Code of Australia (BCA) applies to all matters relating to building works. Stores where the corrosive substances have one or more

34、Subsidiary Risks shall, in addition to the requirements of this Standard, comply with the appropriate requirements of State regulations or Australian Standards relevant to those Subsidiary Risks. Where none of the above covers the situation adequately, the appropriate storage arrangements shall be d

35、etermined by risk assessment, taking into consideration the specific properties of the substances being stored. 1.2.2 Where this Standard does not apply This Standard does not apply to the following: (a) Gases having a Class 8 Subsidiary Risk, e.g. chlorine. (b) Corrosive materials that are not Clas

36、s 8 dangerous goods. (c) The transport of corrosive substances, which is dealt with in the ADG Code. (d) The bulk transfer of corrosive substances between a ship and an onshore store, which is controlled by the relevant port authority. AS 3846 should be consulted. (e) The manufacture of corrosive su

37、bstances. The Standard is downloaded from Standard Sharing AS 37802008 www.standards.org.au Standards Australia 7 1.2.3 Application of sections Sections 1, 6, 7, 8 and 9 set out general requirements that apply to the storage and handling of corrosive substances greater than minor storage. Section 2

38、 sets out conditions, quantities and requirements for minor storage of corrosive substances. Sections 1 and 9 of this Standard also apply to minor storage. For transit storage (as defined in Clause 1.4.37), only Sections 1, 3 and 9 apply. Section 4 sets out specific requirements for the storage and

39、handling of packages containing corrosive substances. Section 5 provides specific requirements for the bulk storage and handling of corrosive substances. Specific operational and personnel safety requirements for packaged and bulk corrosive substances are given in Clauses 6.9 and 6.10 respectively.

40、1.3 REFERENCED DOCUMENTS A list of documents referred to in this Standard is provided in Appendix B. 1.4 DEFINITIONS For the purpose of this Standard, the definitions below apply. 1.4.1 ADG Code The Australian Dangerous Goods Code, published by the National Transport Commission. 1.4.2 Boundary The p

41、erimeter of the whole of the site under the same occupancy as the storage area. 1.4.3 Bulk Liquid or solid corrosive substances that are not in packages. 1.4.4 Bund An embankment or wall that may form part or all of the perimeter of a compound. 1.4.5 Compound An area bounded by ground contours or by

42、 a bund, and sufficiently impervious to retain any fire water, spillage or leakage. This includes the floor of the compound. NOTE: A pit or a tank may sometimes be used to provide the function of a compound. 1.4.6 Container Anything in or by which dangerous goods are wholly or partly cased, covered,

43、 enclosed, contained or packed, whether such a thing is empty or partially or completely full, but does not include a vehicle or a freight container. 1.4.7 Corrosive substances Substances that, by chemical action, will cause severe damage when in contact with living tissue, or in the case of leakage

44、, will materially damage, or even destroy, other goods or the means of transport; they may also cause other hazards. Such substances are listed as Class 8 corrosive substances in the ADG Code or meet the classification criteria specified in that Code for corrosive substances. 1.4.8 Environmentally s

45、ensitive area The term includes, but is not limited to (a) a water catchment area; (b) a reservoir for drinking water; (c) a freshwater or marine environment; or (d) a national park or equivalent. 46、 period, in minutes, determined in accordance with AS 1530.4 for (a) structural adequacy; (b) integrity; and (c) insulation, and expressed in that order (e.g. 60/60/30). 1.4.10 Hazardous area An area in which an explosive atmosphere is present, or may be expected to be present, in quantities such as

47、 to require special precautions for the construction, installation and use of potential ignition sources. NOTE: A classification system for hazardous areas in given in the AS/NZS 2430 series of Standards. 1.4.11 Incompatible In relation to dangerous goods and other goods, goods that are (a) likely t

48、o interact with the dangerous goods so as to increase the risk when mixed or otherwise brought into contact with the dangerous goods; (b) listed in the ADG Code as being incompatible; or (c) declared by the regulatory authority as being incompatible. In relation to packaging or transfer equipment, a

49、 container or item of equipment that is constructed of a material that is likely to interact with the dangerous goods such that it is weakened or damaged, to the extent that risk increases. NOTES: 1 This definition should be read in conjunction with Clause 1.4.26. 2 Acids and gas cylinders are an example of incompatibility. 1.4.12 Installation All of the facilities on a site that are related to the storage or handling of corrosive substa
