PROBLEM TITLE A GIS Data Standards Template Tool II. RESEARCH PROBLEM STATEMENT The FAA has published Advisory Circular 150/5300-18B “General G
3、uidance and Specifications for Submission of Aeronautical Surveys to NGS: Field Data Collection and Geographic Information System (GIS) Standards”. This standard defines the specifications by which airports must develop Computer Automated Design a general aviation airport, a non-hub medium size airp
4、ort, and a major hub airport. These three airports will be identified in Step 1. 7. Along with the application a user-guide will be written to assist users in the use of the application. V. ESTIMATE OF THE PROBLEM FUNDING AND RESEARCH PERIOD Recommended funding: $300,000 Research Period: 18 months V

URGENCY AND PAYOFF POTENTIAL This project is of critical need due to the imminent release of AC 150/5300-18B and the FAAs requirement to receiving compliant data soon thereafter. 2 Airports are beginning to create this data now with little to no understanding of the specific requirements of the n
6、ewly required standards. Without this application, it will take airports significantly longer to create this data which is compliant with the standard, thus increasing their costs for meeting the standard. An application like this should be juxtaposed with training on the standards which in turn wil
7、l speed the rate at which airports can comply and submit this data to the FAA. Submitting this data as soon as possible enhances the abilities of the FAA to perform analysis on current issues at airports such as obstruction evaluation, runway incursions, flight design procedures, etc. The FAA has a
8、much better chance of getting compliant data early on instead of having to wait if such a tool can guide airports as they begin to develop compliant data. If the aviation community is slow to adopt these standards, the rate at which the FAA national GIS repository is populated will also be slow, whi
9、ch will negatively impact the timeframe for the FAAs ability to implement modern air navigation systems and technology. There is an urgent need to assist airports in understanding and complying with the standards, and to give them a tool that they or their consultants can utilize to develop the requ
10、ired data at the very outset of their projects. Reducing an airports reluctance to adopt to the data standards will ultimately benefit the FAAs ability to leverage the data in the national repository sooner in order to build the supporting applications and systems architecture necessary to fully imp
