9、07-2000 BS 7872:1996 Foreword This British Standard has been prepared by Technical Committee GW/3 at the request of users and providers of cash-in-transit services. It provides recommendations for the organization and conduct of such services. NOTESome European countries have drawn up legislation fo

10、r the provision of cash-in-transit services. Providers of cash-in-transit services who are considering operating within European countries other than the UK should ensure that they are fully conversant with any legislation which might apply. As a code of practice, this British Standard takes the for

11、m of guidance and recommendations. It should not be quoted as if it were a specification, and particular care should be taken to ensure that claims of compliance are not misleading. A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards

12、are responsible for their correct application. Compliance with a British Standard does not of itself confer immunity from legal obligations. In particular, attention is drawn to legislation concerning health and safety at work, data protection, the rehabilitation of offenders, race and equal opportu

15、of companies providing a cash-in-transit (CIT) service (collection and delivery) on a contracted basis. 2 References 2.1 Normative references This British Standard incorporates, by dated or undated reference, provisions from other standards. These normative references are made at the appropriate pla

18、are listed on the inside back cover, but reference should be made to the latest editions. 3 Definitions For the purpose of this standard the following definitions apply. 3.1 cash-in-transit (CIT) service service provided by a company for the secure transport of cash, securities and other valuable go

19、ods 3.2 customer individual or organization employing a CIT company to carry out agreed services, and responsible for remunerating the company in accordance with an agreed price and contract 3.3 service schedule document setting out the proposed services to be supplied under a contract 3.4 control r

20、oom area area from which the operation of secure premises is controlled 3.5 secure premises any building which provides storage or handling facilities for valuable goods and which demonstrates adequate security in relation to the risk 3.6 vault part of the secure premises that provides safe storage

21、for valuable goods 4 Company organization 4.1 Structure and principles 4.1.1 The company should possess a definitive management structure, with effective control and accountability at each level of operation. 4.1.2 The company should be prepared to submit its annual accounts for examination by relev

22、ant interested parties. 4.1.3 The company should be able to present two years audited trading accounts, unless it is starting business as a subsidiary of an established company or is a new company whose managers are experienced in the field of CIT and have substantial financial backing. 4.1.4 Owners

23、hip of the company should be clearly evident and individuals having a significant shareholding should be identifiable. 4.1.5 The curriculum vitae of each director of the company should be available. 4.1.6 Any criminal conviction, discharged or undischarged bankruptcy of a principal or director of th

24、e company should be disclosed to the customer, subject to the Rehabilitation of Offenders Act (1974) 1. 4.2 Finances The company should have sufficient working capital to meet requirements, and the fixed capital of the company should be sufficient to meet current and anticipated needs. Loans from di

25、rectors and/or shareholders should be loan capital, subordinated to all other creditors. 4.3 Insurance 4.3.1 The company should possess public, contractual, efficacy and employer liability insurance cover at a level commensurate with the nature of the business undertaking and the number of persons e

26、mployed. All vehicles used for its business operations should be appropriately insured. 27、 available and the limit of the insurers liability should be confirmed for special risks of the industry, e.g. loss of cash, loss of keys and product liability. 4.4 Premises The company should have an administrative office where records, together with all professional and business documents, files e

28、tc., necessary to the proper conduct of business transactions should be kept. 4.5 Sale of services At the customers discretion, a survey of the customers premises should be conducted by a competent person before or at the outset of a contract, in order to advise the customer of his security needs an

29、d weaknesses, and to make practical and reasonable proposals for protection. Information on the qualifications and experience of persons employed to dispense security advice should be available. Security surveys and advice should be the subject of additional insurance provisions in respect of profes

30、sional negligence. NOTEA security survey and physical security advice, which may be purely to meet a particular customers requirements, are regarded as additional to the provision of CIT services. 4.6 Company information The company should provide a potential customer with at least the following bas

31、ic information, which may be presented in the form of a printed brochure: a) name of the company and address(es) and telephone number(s) of its office(s); b) name(s) of the principals of the company, and of the persons to contact for further information; c) details of membership of trade association

32、s, and claims of compliance with relevant British Standard codes of practice and/or registration under BS EN ISO 9002:1994; d) date of establishment of the company and of previous or subsidiary companies, with their registered names; e) evidence of appropriate insurance cover. 5 Operations 5.1 Surve

33、ys Prior to or at the start of the contract, a survey of the customers premises, and the immediate vicinity, should be carried out by an experienced employee to assess security problems associated with such matters as vehicle parking, access to premises, presence of the public at or en route to pick

34、-up/delivery points, together with a briefing to the customer in operating and service procedures. 5.2 Contracts 5.2.1 A clear written contract between the company and its customer should be drawn up and signed by both parties. The contract should give the terms and conditions on which work is to be

35、 undertaken and should indicate the insured liabilities of the company, which should not be unlimited other than required by law. 5.2.2 The contract should normally be agreed and exchanged before work commences, or, in urgent cases, as soon as practicable thereafter. 5.2.3 Copies of all contracts sh

36、ould be kept. 5.2.4 Information received whilst tendering for any contract should be kept permanently confidential. Agreements entered into later should not override this obligation. 5.2.5 Any alteration to the contract which results in a change of operational requirements should be endorsed by the

37、company and the customer. 5.3 Service schedule 5.3.1 In consultation with the customer, the company should formulate a schedule of operational instructions for the cash-transit-service. 5.3.2 CIT staff should be familiar with the service schedule and the operational practices. 5.4 Control 5.4.1 A pr

38、ocedure should be set up to provide or procure assistance and advice for CIT crews. 5.4.2 Cash-carrying vehicles should be equipped with telephone, radio or another appropriate communication system. 5.5 Equipment Equipment used in connection with CIT operations should be fit for the purpose and main

39、tained in accordance with the manufacturers recommendations. 5.6 Documentation The company should maintain a system of document control for all areas affecting security and customer service. This should ensure that all documentation relating to working practices, forms and systems is current and iss

40、ued to all relevant personnel. 6 Staff 6.1 Selection and vetting 6.1.1 The company should make full pre-employment enquiries to ensure that only suitably qualified persons are recruited. The selection procedure should be designed to assess the following: Licensed Copy: London South Bank University,

The s

42、election and vetting should include a personal interview. 6.1.2 All personnel involved in security duties, or having access to details of security duties, should be vetted in accordance with BS 7858:1996. 6.1.3 Where employment is on an occasional or part-time basis, pre-employment checks should be

43、of no lesser standard than the procedures adopted in respect of full-time employees. 6.1.4 A person who is subject to work permit controls should be required to produce, at the personal interview, a valid current work permit, and a record of this should be entered on their file. 6.1.5 Persons employ

44、ed for CIT duties should not be less than 18 or more than 65 years of age. 6.2 Terms of employment 6.2.1 All employees should receive a clear, concise and unambiguous contract of employment. NOTEAttention is drawn to the provisions of the Employment Protection Act (1975) 2. 6.2.2 Employees should no

45、t be required to work abnormally long hours to the detriment of health and efficiency. NOTEAttention is drawn to the provisions of the Transport Act (1968) 3. 6.2.3 Employees should be required to maintain proper standards of appearance whilst at work. 6.2.4 Employees should be advised that any brea

46、ch of company security procedures would be regarded as a breach of their terms and conditions of employment. 6.2.5 Employees should be required to sign for all personally issued equipment and uniform and to give an undertaking to return this on termination of their employment. 6.2.6 The company shou

47、ld make provision for compensation of employees injured in a criminal attack in the course of their duties. 6.3 Identification 6.3.1 All employees should be issued with a photographic identity card confirming their employment with that company. They should be instructed to carry this card at all tim

48、es while on duty. 6.3.2 The company should ensure that the identity cards for each employee are periodically renewed. Each identity card should be uniquely numbered and include the following information: a) companys name and address; b) employees name, photograph and signature and employee number; c

49、) expiry date. The expiry date should be not more than three years from the date of issue. 6.3.3 There should be formal arrangements for the withdrawal or cancellation of the identity card of an employee who is leaving the companys employment. 6.4 Uniform 6.4.1 The company should provide a uniform, which should be easily distinguishable from that of a member of the civil emergency services or HM Forces. 6.4.2 The company should provide for the renewal of uniforms. 6.4.3 The company should provide suitable protective equipment commensurate with the degree of risk. 6
