Proposed Withdrawal of the Fourth Edition of the Standard for Control Equipment for Use with Flammable Liquid Dispensing Devices, UL 1238 and Reinstatement of the Previous Third Edition BACKGRO
3、UND On December 2, 2005 bulletin, a new 4th edition of UL 1238 was balloted to the UL 1238 Standards Technical Panel (STP) for review and comment. As a result of this ballot, the new 4th edition of UL 1238 was published on March 24, 2006. The objective of this new 4th edition was to clarify and upda
4、te existing requirements. While this new edition contains numerous revisions to the previous 3rd edition of UL 1238, the initial assessment of these revisions concluded that they would not be substantial in nature. Also, the scope of products impacted was thought to be limited to the UL category for
5、 Control, Monitoring And Auxiliary Equipment (EQXX). Based on these assumptions, an effective date of 2 years (March 24, 2008) was established for the following revised requirements: 4.3.5, 4.5.1.1 4.5.1.10, 4.5.2.5, 4.6.6, 8.5, 8.6, 9.1.5, 9.3.1 9.3.4, 10.2.8, 15.3, 17.2, 19.1.1, 19.1.2, 19.4.2, 30
6、.1.2, 30.3.1 30.3.3, 30.4.1 30.4.8, 34.5.1, 34.6.1 34.6.4, 35.5.1, 35.6.1 35.6.3, 36.3.1 36.3.2, 39.2.1, 39.3.1, 40.2.1 40.2.3, 40.3.1, 40.4.1 40.4.2, 40.5.1 40.5.2, 49.3.1 49.3.3, 51.14, Sections 5, 7, 18, 22, 41 48, and 52, Tables 4.3, 22.1, 22.2, 40.1, and 40.2, Figures 4.1 4.8, 48.1, and 48.2. 7、ince publication, as part of product submittal considerations, the impact of the 4th edition requirements was able to be assessed in greater detail. As a result of this more in-depth analysis, it has been determined that the impact of the new 4th edition requirements are more substantial in nature r
8、egarding their technical complexity, and broader in nature regarding their category impact, than originally anticipated. Regarding the category impact, it was determined that at least the products under the UL category for Flammable Liquid Dispensing Devices, Power-Operated (EWTV) would also be impa
9、cted. As a result of this subsequent analysis, and based on feedback to date from STP members and non-STP members, it is clear that the impact to products required to comply with the Standard is beyond what was anticipated. Based on this, UL is proposing to withdraw the 4th edition in order to allow
10、 UL time to better analyze the products covered under the UL 1238 standard and develop a more appropriate set of revisions for future consideration through the STP process.
