Consistency of standards covered under STP 205 and STP 205A COMMENTS DUE: September 3,2004 A meeting of the Standards Technical Panels of UL for Burglary Protection Systems and Services, STP 205 and Burglary Protection Equipment, STP 205A was held on June 22 and 23, 2004 at the Hilton

11、Northbrook. The purpose of the meeting was to discuss comments received on the Subject 1610 bulletin dated September 29, 2003, the STP 205 bulletin dated October IO, 2003 and the STP 205A bulletin dated March 19, 2004. The meeting was also held to discuss several proposals that were received. Commen

12、ts should be made in writing and may be sent by fax to (408) 556-6045 or by mail to the attention of Jeline Gonzaga at ULs Santa Clara office, 1655 Scott Blvd., Santa Clara, CA 95050. Comments may also be sent via E-mail to Jeline.G. Please reference all correspondence to Subject 294. Note all comme

13、nts received are public and may be circulated to others. If you respond by fax or E-mail, please include your full name and company name and address to ensure a reply. Attached as Appendices A, B, and C for your review and comment are the comment matrices for the proposal bulletins dated September 2

14、9, 2003, October IO, 2003 and March 19, 2004, respectively. Attached as Appendices D - G for your review and comment are proposed requirements for UL 365, UL 1076, UL 1610 and UL 1641 as referenced in the comment matrices. 17、 comment dispositions from the ballot of the proposal bulletins dated September 29, 2003, October IO, 2003 and March 19, 2004. The ballots were due to the Project Manager by November 28, 2003, December 9, 2003 and May 18, 2004 respectively. The matrices contain all of the comments that were received

18、. The effective dates are the same as stated in the proposal bulletins dated September 29, 2003, October IO, 2003 and March 19, 2004 unless noted otherwise. UL has determined that consensus has been achieved regarding the ANSI approval of the proposed revisions to UL 365, UL 609, UL 1023, UL 1076, U

19、L 1610, UL 1635 and UL 1641. The initial consensus count is as follows: If you wish to change your vote in light of the dispositions/actions or the proposed changes, please respond to us in writing by September 3, 2004. If we do not hear from you by this date, your original vote will be maintained.

20、If the STP concurs with the dispositions/actions, UL plans to adopt the revised versions of UL 365, UL 609, UL 1023, UL 1076, UL 1610, UL 1635 and UL 1641 as ANSI standards. Once UL has determined that consensus has been achieved regarding the ANSI approval of UL 1037 and the STP concurs with the ac

21、tions/dispositions, UL plans to adopt the revised version of UL 1037 as an ANSI standard. The initial consensus count is 10 yes, 1 no, and O abstain. If you wish to change your vote in light of the dispositions/actions or the proposed changes, please respond to us in writing by September 3, 2004. If

22、 we do not hear from you by this date, your original vote will be maintained. Anyone who has submitted an objection has the right to appeal this action on a procedural basis through ULs Appeals Process. If you wish to appeal, please respond by September 3,2004. 26、04 CALL TO ORDER, ANNOUNCEMENTS, INTRODUCTION OF MEMBERS, GUESTS, OBSERVERS The STP Chair welcomed the STP members and reviewed the standards for which the STPs were responsible. He reminded members that all voting will be done by ballot. Each member was asked to briefly introduce themselves. A rost

27、er was circulated to members to review for accuracy and to sign, indicating their presence at the meeting. ADDITIONS OR CORRECTIONS TO THE AGENDA STP members added the following items to the May 24, 2004 agenda: Robert Bonifas wanted to focus on the false alarm portion of Larry Dicherts proposal. Lo

28、uis Fiore wanted to discuss Voice Over Internet Protocol (VoiP). David Terrett wanted to discuss UL strengthening the EMC requirements in its standards. Louis Chavez wanted to discuss revisions for UL 294. Robert Bonifas wanted to discuss signaling across the internet. Ian Pasco wanted to discuss ha

29、rmonization with IEC standards. Dan Ryan wanted to discuss the makeup of STP 205 and STP 205A. Proposed revision to the Standard for Connectors a

33、nd Switches for Use with Burglar-Alarm Systems, UL 634 Discussion A proposal was submitted to UL by Larry Dischert of ADT Security Services Inc. He said that the standard makes reference to the ”maximum acceptable gap of separation” which is based upon the parameters of field installation. This gap

34、does not have a basic minimum, other than when it is mounted on a 1/4 inch mild steel plate. Most magnetic contacts are mounted on doors and windows whose tolerance levels vary, and are subject to change over time and weather. Therefore, a problem arises in the event of a door and window movement. T

35、his problem is well recognized and even the ”Model Ordinance” includes language that deals with the movement. Mr. Dischert explained that the proposed revisions should reduce the amount of false alarms that occur. The STP members agreed to move the proposal to ballot. This will be included in a futu

36、re proposal bulletin. 5. ANSI Recognition update Discussion The Chair informed the STP that UL wants to pursue ANSI approval on the following UL standards: a) Power Supplies for Use with Burglar-Alarm Systems, UL 603 b) Linings and Screens for Use with Burglar-Alarm Systems, UL 606 c) Connectors and

37、 Switches for Use with Burglar-Alarm Systems, UL 634 d) Holdup Alarm Units and Systems, UL 636 e) Intrusion-Detection Units, UL 639 f) Installation and Classification of Burglar and Holdup Alarm Systems, UL 681 g) Central-Station Alarm Services, UL 827 h) Home Health Care Signaling Equipment, UL 163

38、7 There were no objections to pursuing ANSI approval. These standards will be balloted at a later date. 6. Mechanical Strength Test for Metal Enclosures and Guards Discussion UL proposed that the mechanical strength test for metal enclosures and guards, currently found in the Standard for Control Un

43、s. There was some concern that the table for spacing requirements was missing from the proposed text in the agenda. UL said that they would include the table before submitting the proposal for ballot. 7. Dielectric Voltage Withstand Test Discussion UL submitted a proposal to editorially modify the D

44、ielectric Voltage Withstand Test, Section 40, in the Standard for Central-Station Burglar-Alarm Units, UL 1610. This would make the wording consistent with the wording used in the Standard for Control Units and Accessories for Fire Alarm Systems, UL 864. The STP members agreed to advance the proposa

45、l to ballot. This will be included in a future proposal bu Ilet in. 8. Transient Test Discussion There was some discussion regarding transient testing for the following standards: a) Access Control System Units, UL 294 b) Police Station Connected Burglar Alarm Units and Systems, UL 365 c) Power Supp

46、lies for Use with Burglar Alarm Systems, UL 603 d) Local Burglar Alarm Units and Systems, UL 609 e) Holdup Alarm Units and Systems, UL 636 Copyright Underwriters Laboratories Inc. Larry Dischert suggested that the transient test also be added to the Standard for Connectors and Switches for Use with Burglar-Alarm Systems, UL 634.
