1、抓基层党建工作2009年度述职报告南洞乡党委书记 李新民（2010年4月6日）各位领导、同志们：2009年，在县委和县委组织部的正确领导下，我团结带领南洞乡党员干部群众，以邓小平理论、三个代表重要思想为指导，认真贯彻落实科学发展观，不断解放思想，转变观念，创新思路，多措并举，扎实推进基层党建工作，为全乡经济社会发展提供了坚强的组织保障，有力的促进了各项工作的顺利开展。现将一年来抓基层党建工作情况汇报如下：一、紧扣本分，高认识抓抓好基层党建工作，乡镇党委是“龙头”。作为乡党委书记，我紧扣本分，切实履行“第一责任人”职责，牢固树立“抓好党建是本职、不抓党建是失职、抓不好党建是不称职”的理念，真正把
2、服务发展、保障发展、促进发展作为党建工作的根本任务，在确定思路、部署任务、研究措施、推动落实上，自觉把党建工作置于全乡工作大局之首，在加强领导上下功夫，在开拓创新上动脑筋，在狠抓落实上求突破。(一)围绕中心抓党建。根据县委提出的“建设一个中心、打造五个汝城”的目标定位，结合本乡实际，努力做到上级党组织想什么，乡党委就抓什么；上级党组织安排什么，乡党委就落实什么。把党建工作贯穿于各项工作的全过程。围绕全县的中心工作，谋划工作思路，确定工作内容，安排工作任务，落实工作措施。克服党建工作任务较软、内容较虚，不直接从事经济工作难有大作为的思想，深刻认识党建工作服务大局、服务中心的重要作用，领会“抓党建
3、就是抓发展，抓发展必须抓党建”的道理，创造性地开展党建工作。(二)落实责任抓党建。建立乡党委统一领导，书记负总责，分管领导具体抓，其他领导分头抓的“一岗双责”领导体制。坚持“书记抓、抓书记”的工作方法，切实做到党要管好党、从严治好党。乡党委成员每人联系指导12个党支部，认真开展“五个一”活动，即每半年为基层讲一堂抓党建促发展的党课、为基层做一件实事、为基层化解一批纠纷、为基层出一个促进发展的点子、帮助一户困难户。(三)健全制度抓党建。建立健全乡党委各项规章制度，严格执行民主集中制。完善党建工作目标管理责任制，乡党委与各党支部签订年度目标责任书，形成“大分工大合作”抓党建工作机制。制定乡村班子年
4、度考核办法、乡村干部绩效考核办法等行之有效的考核制度办法，做到用制度管人、管事。安排党建工作经费，按党员数人平500元列入乡财政预算，2009年实际投入党建经费19.8万元。二、不唯本本，创特色抓抓好党建工作，我在继承和创新上大做文章。我做到不唯脱离实际、思想僵化的本本主义，敢于正视不足，寻找差距，从而更好地解决问题；勇于自我否定，探索研究，从而更好地开创党建工作新局面。(一)在常规工作中求突破。一是以改革创新的勇气、实事求是的态度和与时俱进的精神，围绕抓好班子、带好队伍这一目标，牢牢抓住班子建设、党员教育、干部管理、考核评价和责任落实这几个关键，建立健全规范有效的工作机制，确保基层党建责任制
5、的落实和各项工作任务的完成。二是加强民主集中制建设，完善乡党政领导班子议事规则和决策程序，充分发挥乡党委的领导核心作用。作为书记，在党委会和党政联席会议讨论研究工作时，我坚持做到不抢先发言定调子、不压制发言堵路子、不强制拍板作决定，在民主集中制的基础上，对重大问题做到有主见不主观、能果断不武断，调动班子成员的能动性和积极性，形成班子成员“合心、合拍、合力”的工作氛围。三是找准农村党建工作与农村改革发展稳定的结合点，抓住关键环节，把党建活动与加快产业发展，增加农民收入，维护农村稳定，建设富裕、文明、和谐新农村紧密结合起来，丰富活动内容，创新活动载体，使乡村两级党组织和广大党员在经济社会发展中的战
6、斗堡垒作用和模范带头作用得到充分发挥。四是全面落实“四权”工作法，推进党内民主。扩大党内民主管理，落实和保障党员知情权；扩大党内民主决策，落实和保障党员的参与权；扩大党内民主选举，落实和保障党员选举权、被选举权；扩大党内民主监督，落实和保障党员的监督权。这“四权”工作法主要是通过规范村级议事规则来实施和完善。五是认真坚持好“三会一课”、民主评议等党内基本生活制度，创新党员作用发挥的有效载体和平台，深化“三双”(双学、双比、双带)活动，通过设岗定人定责、落实村民事务代办制度，强化党员日常教育管理，在促进党员作用发挥上下功夫。六是抓住示范村、后进村这两个重点，积极开展乡村党组织结对共建活动，建立由
7、党群组联系班子软弱村、政法组联系治安复杂村、农业组联系特色专业村、财税组联系落后困难村制度，帮助联系村解决一些突出问题和困难，扶持村干部更好地发挥作用，有效促进村党支部转化提升。七是加大乡、村干部的培训力度，请进来教、走出去学。去年，邀请县移民局技术人员到乡上优质高效油茶种植课，组织乡干部和村支书到三星镇参观白泉新农村建设和旱塘产业结构调整示范点，着力转变乡村干部思想观念，提高乡村干部能力素质。八是加强对干部的日常管理，建立乡村干部“行事历”制度，定期进行抽查核实。乡村工作月初有安排、月中有督查、月底有考评，督促乡村干部千方百计完成各项工作任务。(二)在自选动作中创特色。一是开展分片联户创优活
8、动。即对农村党员进行区域划分，每名党员分包一个区域，负责对区域内群众进行思想、生产、生活等方面的帮扶。为搞好分片联户创优活动，更好地发挥农村党员的作用，给他们搭建服务平台，具体做法是实行“一挂三定四评”工作机制：“一挂”即在农村党员中开展“共产党员户”挂牌活动，旨在增强农村党员的行为意识、责任意识、自觉意识。“三定”即定片、定岗、定责，各村党支部根据党员分布状况和群众居住情况，划分责任片，并填写农村党员分片联户情况登记表，原则上每名党员联系1020户。根据党员能力进行分类定岗，并签订包片联系责任状。“四评”即每季度对农村党员的履责情况，按照党员个人述职自评、群众民主测评、党员互评、党支部总评的
9、程序进行评议，评议结果作为民主评议党员和评先评优的重要依据。该活动开展以来，全乡共对330名党员挂牌分片，联系农户2982户，办好事1000余件、解决疑难问题60多个。二是开展“四群二争”活动。即“讲话群众听、做给群众看、带领群众富、接受群众评，争创先进党组织、争当优秀党员”。这是我乡开展学习实践科学发展观活动的一个内容。通过理论学习，深刻剖析存在的问题，深入分析问题的原因，找出解决问题的办法。乡党委和各支部认真学习实践科学发展观，要办几件实实在在的事，上几个能够带领群众致富的项目，虚心接受群众的评议，确保把学习实践活动办成群众满意的工程。活动开展以来，全乡涌现了一批贯彻落实科学发展观的先进党
10、支部和优秀共产党员。山联村党支部在深入学习科学发展观活动中，充分发挥党员作用，先行先试，在全乡率先完成林权体制改革工作；淇南村党支部在深入学习科学发展观活动中，迅速统一党员思想，谋求新发展，投入1280万元新建南洞物流服务中心，消除马路市场，方便群众生活。三是开展“急事难事我先行”活动。要求每个党员带头贯彻执行党的方针政策，带头抵御自然灾害，带头处理突发事件，带头调解邻里纠纷，发挥党员救灾处突解难中的先锋模范作用，把党员队伍建设成为一支保护社会平安、维护群众利益、推动经济发展的生力军。活动开展以来，全乡涌现了一批先进典型。吕洞村支书包运良在今年通村公路建设筹资工作中，不仅带头完成本职任务，做通
11、所有亲戚、邻里、朋友的工作，还主动个人垫资2万元，在他的带动下，该村的通村公路提前2个月完成。西边山村主任郑才亮居住在离乡政府30.6公里的深山区，与外界联系的一条机耕道因洪灾、冰灾、旱灾经常塌方断路，群众生产生活极为不便。改建水泥路需投资1400万元以上，目前还无能为力。近二十年来，每当遇到塌方断路时，他总是带头，组织群众投工投劳，清淤扫障，确保畅通。村民称赞他“真是好党员”，他总是轻微一笑，由衷地说：“我是党员，我当然要带头为群众办事。”高月村党员谢解珍了解到本组群众由于淇南电站建设给生产生活用水带来了困难决定集体上访的情况后，积极主动做群众工作，在他的劝说下，避免了一场集体上访事件的发生
12、，维护了地方稳定。四是开展上岗宣誓活动。乡党委、政府组织上岗的干部职工签订上岗承诺书，举行上岗宣誓仪式，承诺做到10个“坚决”，即：坚决做到爱党、爱国、爱乡、爱民、爱家、爱自己；坚决执行乡里的一切规章制度；坚决服从组织安排，不向组织讨价还价；坚决完成好各项工作任务，干一行，爱一行，扎实工作；坚决搞好团结，不搞分裂，不搞阴谋诡计；坚决做到不赌博，不嫖娼，不酗酒，不打人；坚决做到健康娱乐，健康心理；坚决做到手脚干净，不贪不沾；坚决做正直人，正派人，不做小人、烂人；坚决做到积极向上，勤奋学习，与时俱进，不消极怠工，不消极人生。通过宣誓，全乡干部职工作风得到了进一步好转。三、立足本土，求成效抓南洞乡位
13、于三县市七乡镇交界处，是一个集革命老区、林业大乡、水电强乡、移民新乡、旅游名乡于一体的乡域特色明显的地区。2009年，我乡按照年初既定的 “1335”工作思路, 深入学习实践科学发展观，加压奋进，真抓实干，全乡经济建设和社会事业继续保持快速健康发展的良好势头。基层党建工作目标明确，制度健全，措施落实，载体丰富，取得了一定的成效，乡党委被县委授予先进基层党组织称号。纪检监察、办公室、组织人事、宣传思想、统战等主要党务工作被评为先进单位。在全县乡镇经济社会发展综合督查考核中排第10名，在一类乡中排第9名。其中计划生育、推进新型工业化、交通建设获得二等奖，重大动物防疫工作获得先进单位。(一)人心齐。
14、一是班子强。乡村班子团结有力，心往一处想、劲往一处事，营造了开动脑筋想事、务实创新干事、竭尽全力成事的氛围，凝聚力、战斗力不断增强。二是队伍优。打造了一支“四有”干部队伍，即一支工作有目标、干事有效果、办事有原则、创业有精神的干部队伍。三是风气正。全乡干部队伍呈现出“三多三少”的现象，即德才兼备的干部多了，工作漂浮的干部少了；争创一流的干部多了，安于现状的干部少了；独挡一面的干部多了，被动应付的干部少了。干部作风向高效务实转变，干部素质朝勤恳创新提高。(二)财力增。一是项目建设力度空前。全年上项目26个，年内完成投资6300万元。其中投资1000万元以上的项目 2个，100万元以上的项目13个
15、。同时，加强协调，为淇南电站建设调处纠纷20余起，有效防止了群体性事件的发生，确保了项目建设的顺利进行，实现了项目建设的超常规发展。二是产业建设独具特色。立足全县最大林业乡的优势，把林业产业建设作为增加农民收入的重中之重来抓。2009年经县级验收，全乡完成春季植树造林6475.5亩，占县下达任务的165%，封山育林8000亩，占县下达任务数的114%。2009年11月8日全县林业生态建设动员会后，我乡积极行动，出台了南洞乡今冬明春林业生态工程建设实施方案，与各村签订责任状，采取过硬措施超额完成任务。到4月5日，我乡完成人工造林4655亩，比县下达任务多2174亩，封山育林2520亩。近三年完成
16、造林任务数为全县之最，采伐量则逐年减少，且未发生大的森林火灾，较好地实现了在林区乡工作“多种树、少砍树、不烧树”就是最大政绩的目标，确保了南洞林业的可持续发展。三是财税任务超额完成。2009年我乡实现财政总收入729万元，排全县第七名，比2008年增加341万元，增长87.8%。其中完成国税529万元，为任务数的110.2 %；完成地税90万元，为任务数的120%；完成地方财政收入110万元。(三)事业旺。一是计生工作保类保先。突出抓实了冬、春、夏、秋四季集中服务活动，超额完成县里下达的目标任务，确保了计生工作顺利通过省、市抽查，实现了市里保一类县里保先进目标。二是综治工作确保稳定。全乡社会政
17、局稳定，确保了无一人上市赴省进京上访，确保了节假日等特防期秩序正常，全年未发生一例重、特大刑事案件，未发生一起安全生产事故，2009年被评为市平安乡镇。三是基础设施较大改善。作为边远山区乡，11个村有10个已通水泥路。投入近200万元对友谊水库大坝和6公里干渠进行维修改造，解决了4千亩稻田灌溉用水。同时，解决农村安全饮水3000人，完成了五个村近4千人的农网改造，30户低保特困户的危房改造。一年来，在抓基层党建工作方面，我虽然做了一些工作，也取得了一定的成效，但我也清醒的认识到与上级党组织的要求和兄弟乡镇相比，我乡的基层党建工作仍然存在一些不容忽视的问题和不足：个别支部班子的政治核心作用有待加
18、强；部分乡、村干部业务水平、政策水平有待提高；部分村支部班子年龄老化、后继乏人等。今后，我一定进一步提高抓基层党建工作的认识，团结和依靠乡党委班子成员和全乡党员干部群众，深入学习实践科学发展观，提高依法依章办事水平，为推动南洞经济社会又好又快发展尽职尽责。58（英文版 ） Two regulations promulgated for implementation is in the party in power for a long time and the rule of law conditions, the implementation of comprehensive strictl
