29、状况的安全评价，查找该建设项目投产后存在的危险、有害因素的种类和程度，提出合理可行的安全对策措施及建议，确保安全生产。本安全评价报告是根据安全验收评价导则编写的。武汉绿通安全技术咨询有限责任公司评价人员在广泛收集资料，实地调查现场的基础上，对大冶市天然气利用工程（二期）存在的主要危险、有害因素及相关作业场所进行了分析，列出了建设项目所涉及的危险、有害因素；对总体布局、主体生产系统、公用辅助设施、易燃易爆场所、特种设备和安全管理等进行了安全评价，得出了安全评价结论，提出了合理可行的安全措施及建议。在评价调研和报告编写过程中，得到了燃气有限公司的大力协助和支持，在此表示诚挚感谢！目 录前 言4第一

40、建设单位简介燃气有限公司是燃气有限公司的全资子公司，成立于20年月，位于市大道号，主要从事城区天然气的开发利用项目投资经营。市天然气利用工程于20年月正式投入运营，供气规模亿立方米，气化城区人口万人，同时供居民、商业、公福和工业用气。燃气有限公司的母公司燃气有限公司是“燃气（集团）有限公司”下属的区域燃气经营公司。燃气（集团）有限公司是大型直属企业“集团”下属集团公司。公司主要从事天然气管网的投资、建设与燃气经营。主要经营：燃气（包括天然气、液化石油气、煤气）；汽车加气；燃气工程的设计、施工；燃气设备、器具的生产、销售和维修；燃气产品的开发利用。2.2 陈贵门站简介燃气有限公司门站位于镇西南，
41、西北邻省道，西南与镇厂毗邻，站场占地面积m2（折合约亩）。站场由川气东送输气站、燃气公司门站和省天然气公司接收站合建组成。门站主要分为工艺装置区、放空区、生产辅助区和调度中心大楼，主要功能为接收川气东送输气站和省天然气公司输气管道来气，经分别计量、汇气、加热、一级调压、加臭后，一路输往市次高压管网，另一路经站内计量、二级调压后供站内用气并输往镇区中压管网。门站具备超压紧急切断、事故放空、数据采集与监控等功能。2.3 建设项目基本情况1）建设性质及规模（1）阀室至门站天然气管道阀室至门站天然气输送管道西起中石化川气东送阀室，向东平行于川气东送主管道辐射，终点为门站。管道敷设地区等级主要为二级地区
42、。全线管道全长约km，采用直缝双面埋弧焊钢管（UOE），钢级为L415M（X60M）。工程总用钢量为t。全线管道采用埋地敷设，共需穿越小面积水（鱼）塘次；小型沟渠次；乡村公路次。（2）门站门站位于镇厂东侧，省道路南侧，具有分输、接收和向供气区域分配气量的多重功能。门站天然气输送管道接收川气东送来气，向市及省“线”供气。2）参建单位建设单位：燃气有限公司预评价单位：安全有限公司（甲级）设计单位（资质）：市政工程设计研究总院（甲级，证书编号为工咨） 施工单位（资质）：市第一建筑工程有限公司（房屋建筑工程施工总承包贰级）、石化集团石油管理局油田建设工程公司（石油工程施工总承包壹级）监理单位：监理监理
43、部 3）项目建设情况燃气有限公司市天然气利用工程（二期）于20年月日取得省企业投资项目备案证，并进行了可行性研究；20年月进行安全预评价，20年月至20年月完成施工图设计，20年月管线开工建设，门站于20年月开始动工建设，全部工程于20年月竣工。4）试运行情况项目于20年月通气试运行，运行期间各类设备运行正常，无安全事故发生。2.4 地理位置和自然条件位于东南部，长江中游南岸，地处、城市带之间和“”腹地，地跨东经，北纬。西北与为邻，东北与、隔江相对，西南与市、毗邻，东南与接壤。距省会仅公里，由省第二大城市代管。全市总面积平方公里，辖个乡、个镇、个街道办事处、个国有农场。属亚热带温润气候区。极端

46、室，终点为与镇水厂毗邻的门站，在满足与川气东送主管道安全净距要求的前提下，管道平行于川气东送管道自东向西敷设。管道从川气东送设于港的新屋阀室出发后，向西偏北敷设约600m后，转向西偏南敷设1700m，经过镇村村南侧，管道继续沿川气东送管道向西偏北敷设约500m后，转向西直至设于315省道东侧、毗邻水厂东北侧的门站。管道全长约km。沿线穿越三级及三级以下公路次，水、鱼塘次，小型河渠次，无其它大中型的穿跨越。管线所经地段大部分为稻田，较平坦，局部为丘陵和小山，起伏不大。2）管道敷设（1）敷设方式该工程管道采用埋地敷设。管道除了满足敷设在冻土层以下外，一般地段管顶埋深12m，石方段管道管顶覆土深度不小于0.8m，石方段管沟比一般地段管沟超挖0.2m，卵石段管沟比一般地段超挖0.1m（用于
