、FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION Subject 496 January 19, 2007 SUMMARY OF TOPICS The following changes in requirements are being proposed: 1. Add new requirement to addresscemented jointsfor insulating barriers 2. Extend E39 mogul base switchless lampholder rating to 2000

、W in Table 18 to address HID lamps with this rating 3. Add rating requirements for compact fl uorescent lampholders not in Table 20 4. Revise insulation-piercing terminal lampholder temperature test to also cover E12 (candelabra) lampholders 5. Add requirements for open rated E26 and E39 metal halid

、e HID lampholders and revise conformity gauges to match current ANSI standard references 6. Add supplemental requirements to address lampholders for use with instant-start electronic ballasts 7. Add requirements to address non-screwshell type lampholders which have required a pulse rating in excess

、of 5 kV 8. Add requirements covering GU24 and GU24-1 holders restricted to fl uorescent and LED self-ballasted lamp and fl uorescent lamp adapter use 9. Add requirements for weight, size, and moment limitations from previous edition of UL 496 10. Add supplemental requirements to address lampholder f

、i ttings with photocontrol 11. Add temperature test requirements for dimmer-type lampholders 12. Clarify requirements for SPE and SPT cord for leads 13. Add requirements for proper spacing of male adapter installed in three-way lampholders 14. Add mold stress-relief test requirements for thermoplast

、ic enclosures 15. Miscellaneous corrections and clarifi cations STP BALLOTS DUE: March 5, 2007 COMMENTS DUE: March 5, 2007 FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION For your convenience in review, proposed additions to existing requirements are shown underlined and proposed delet

The current insulating barrier requirements in 4.9.11 for reduced spacing do not address how an insulated barrier is secured to the enclosure where the s

、pacing from live parts to dead metal need to be determined and where there might be inadequate spacing between the barrier/enclosure interface. The proposed new paragraph derived from the UL Practical Application Guidelines (PAG) for Information Technology Equipment Safety Part-1: General Requiremen

、ts, PAG 60950-1, for Cemented/ Uncemented Joints (No. 2.18.8-1) addresses this construction and would prohibit friction alone between two insulating parts used in lieu of normal spacing. An example of an unacceptable construction would be a back cover secured solely by friction such as a metal rivet

、, where there is a potential electrical current path from a live part to the accessible dead metal part of the rivet through the cover barrier/ enclosure interface. PROPOSAL (NEW) 4.9.12 If the insulating barrier in 4.9.11 has an interface between two surfaces of insulating materials, which could al

、low a current path through the interface, the surfaces shall be bonded together to form a solid homogeneous cemented joint. Materials acceptable to provide a cemented joint are: epoxy, acrylic adhesive, polyurethane adhesive, and solvent cements. Sonic welding may also be used to bond materials toge

、ther. Friction interface alone is not considered acceptable. 2. Extend E39 mogul base switchless lampholder rating to 2000W in Table 18 to address HID lamps with this rating RATIONALE Proposal submitted by Dave Belt, UL. Table 18 is being proposed to be revised to extend the E39 (mogul) switchless l

、ampholder rating from 1500W to 2000W as there are E39 HID lamps rated up to 2000W. Clauses 4.8.6.2 and 4.12.3 are also proposed to be revised as they also reference the maximum rating for the E39 lampholder. The term portable lamp in 4.8.6.2 is also being proposed to be revised to portable luminaire

、 in accordance with present terminology. The marking in 7.4.7 is proposed to be revised in accordance with Note 2 of 4.8.6.2. There are a number of single-based compact fl uorescent (CFL) lampholders that are not currently addressed by Table 20. A new clause 6.

、2.2 is being proposed to be added to include ratings for single-based lampholders not covered by Table 20. JANUARY 19, 2007SUBJECT 496-3- FOR INTERNAL UL OR CSDS USE ONLY NOT FOR OUTSIDE DISTRIBUTION PROPOSAL (NEW) 6.2.2 Single-based fl uorescent lampholders not covered by Table 20 shall be rated 25

Note: For applicable lamp base wattage rating see Single-Based Fluorescent Lamps Dimensional and Electrical Characteristics, ANSI/IEC C78.901. 4. Revise insulation-piercing terminal lampho

、lder temperature test to also cover E12 (candelabra) lampholders RATIONALE Proposal submitted by Dave Belt, UL. UL has received fi eld reports involving candelabra base lampholders that use insulation-piercing terminals and are used in luminaires in the base up position. These lampholders may be rat

、ed up to 60W in the luminaire. UL 496 has requirements for medium base lampholders that use insulation- piercing terminals but not for candelabra base. There is no test program for candelabra base lampholders that use insulation-piercing terminals and the end-product standard for luminaires does not

、 address the long term cycling effect that insulation-piercing terminals may have on their conductors. UL believes the test program in Clause 5.2.15 for insulation-piercing terminals is appropriate for all screw-base lampholders, not just medium base. The revisions are now being proposed to require

、cycling temperature testing on insulation-piercing terminal contacts for all screw-base lampholders. SP type fl exible cord is being added as it is equivalent to SPE and SPT. The term portable lamp in 7.3.2 is also being proposed to be revised to portable luminaire in accordance with present termino

Add requirements for open rated E26 and E39 metal halide

、HID lampholders and revise conformity gauges to match current ANSI standard references RATIONALE Proposal submitted by Dave Belt, UL. Requirements for open rated E26 and E39 metal halide HID lampholders are being proposed to be added to Tables 13 and 14. Note: When the twelfth edition of UL 496 was

、initially being developed, the standard sheet numbers in Tables 13 and 14 were correct. However, subsequent to the publication of UL 496, the sheet numbers in ANSI C81.63 were changed to harmonize with the IEC gauges. The proposed sheet number changes in Tables 13 and 14 correlate with the current A

、NSI references. Clause 2.32.1 is being proposed to be added to the Defi nitions. The proposed defi nition is based on the NEC requirement 410.73(f)(5) which requires that a luminaire intended for use with metal halide lamp that is not provided with a lamp containment barrier shall be provided with a
