45、禽生鲜产品现代物流系统并没有构建起来，冷链物流的落后，体现在以下几个方面：（1）农业养殖仍以单个农户分散生产为主虽然目前各地正建立不少的规模化畜禽养殖基地，但其生产仍以单个农户分散生产为主。生产的分散和小规模，使得对畜禽养殖的监督和管理显固得更加困难。多数农户进行农业种植的同时兼做畜禽养殖，生产规模大小不一，生产较为分散，大部分农村地区的流通体系主要由分散的、实力小、素质不高的个体商业组成，很难对畜禽的收购、销售发挥大作用。落后的流通渠道严重制约了畜禽的规模生产，更影响了储运。（2）肉类加工能力低产品增值度低，发达国家的禽畜产品加工量约占生产总量的70% ，而我国长期形成的饮食习惯，导致肉类加
46、工比重目前还不到5%。由于我国的畜禽屠宰企业大多规模较小，对制冷设备、冷藏车等基础设施投入不足，再加上优质畜禽生鲜产品品牌的建立比较困难，造成至今没有大型的专业化的畜禽产品冷链物流企业，畜禽在宰杀、运输、储存等环节上的损失率很高。（3）基础设施装备落后我国农村交通基础设施落后，道路等级低，没有专业的车辆运输队以及车况较差，路网联通度低。我国公路运输工具中七成是敞篷卡车、三成是密封式箱式汽车，农产品物流时间过长，增加了产品物流的运输成本。我国冷藏保温汽车约有3.5万辆， 占货运汽车的比例仅为0.3%左右；而美国拥有冷藏保温汽车20多万辆，占货运汽车的0.8%1%。我国铁路冷藏车约8000辆，占铁
47、路货车的16%，而且大多是陈旧的机械式速冻车皮，冷藏运量仅占易腐货物运量的25%。在禽畜产品的销售环节，部分产品不是直接进入超市销售，而是流入集贸市场拆零散卖，使禽畜产品冷链存在中断现象。禽畜产品冷链体系不健全，影响了产品的质量安全，增加了产品在物流过程中的损耗，提高了禽畜产品的物流成本。（4）畜禽生鲜产品冷链缺乏上下游的整体规划和整合由于中国畜禽产业化程度和产供销一体化水平不高，畜禽生鲜产品的现代物流系统并没有构建起来，畜禽生鲜产品的销售多为分散方式，部分产品进入集贸市场拆零散卖，使畜禽产品冷链存在中断现象，不仅影响了产品的质量安全，而且缺乏供应链上下游之间的整体规划与协调，因此在一些局部发
48、展中存在严重的失衡和无法配套的现象，从起始点到消费点的流动储存效率和效益无法得到控制和整合。对养殖户来说，落后的流通渠道无法对畜禽的收购发挥大作用，严重制约了畜禽养殖的规模化生产；对于中小屠宰场来说，低温冷链物流基础设施投资较大，而现有的流通体系又限制了其加工规模的壮大和产品储运范围的扩张；对于处于下游的连锁超市生鲜经营者来说，其上游又始终处于运作不顺畅、不稳定的状态。在肉类产品经营管理流程中，又过多关注生鲜冷冻加工和经营过程本身，忽略了冷链物流在供应链上游的采购和下游配送上发挥的巨大作用，从而造成我国畜禽生鲜产品冷链物流发展严重滞后。综上所述，畜禽生鲜产品流通已经成为经济发展瓶颈。我国需大力
49、发展畜禽生鲜产品冷链物流，建立多种组织形式并存的畜禽生鲜产品冷链物流体系：以加工企业为核心，产供销一体化的畜禽产品冷链物流体系；建立以物流配送中心为核心，发展区域畜禽生鲜产品短途冷链物流体系；利用第三方物流，发展跨区域的畜禽生鲜产品长途冷链物流体系。建设冷链物流系统需高度重视引进、推广自动化冷库技术和库房管理系统、快速预冷技术、无损检测与商品化处理技术、运输车温度自动控制技术等先进技术，提高技改能力和技术更新能力。针对上述状况，山东省某畜产品有限公司积极履行企业的社会义务，结合企业现状提出20万吨牛肉冷链物流工程，通过项目的发展，建设储藏能力6000吨低温冷藏库，达到年配送流通牛肉20万吨的规模，成为当地优质牛肉对外输出与外部食品经销商的连接枢纽；建设现代
