Pinhurst is only five miles from Silbury, but Mr Scott cannot get a telephone for his new garage, so he has just bought twelve pigeons. Yesterday, a
9、pigeon carried the first message from Pinhurst to Silbury. The bird covered the distance in three minutes. Up to now, Mr Scott has sent a great many requests for spare parts and other urgent messages from one garage to the other. In this way, he has begun his own private telephone service.Lesson 6 P
10、ercy Buttons 珀西巴顿斯I have just moved to a house in Bridge Street. Yesterday a beggar knocked at my door. He asked me for a meal and a glass of beer. 12、orning. They were expecting a valuable parcel of diamond from South Africa. A few hours earlier, someone had told the police that thieves would try to steal the diamonds. 13、wo men took the parcel off the plane and carried it into the Customs House. While two detectives were keeping guard at the door, two others opened the parcel. To their surprise, the precious parcel was full of stones and sand!Lesson 8 The best and the worst 最好的和最差的Joe Sanders has the most beautiful
14、garden in our town. Nearly everybody enters for The Nicest Garden Competition each year, but Joe wins every time. Bill Friths garden is larger than Joes. Bill works harder than Joe and grows more flowers and vegetables, but Joes garden is more interesting. He has made neat paths and has built a wood
15、en bridge over a pool. I like gardens too, but I do not like hard work. Every year I enter for the garden competition too, and I always win a little prize for the worst garden in the town!Lesson 9 A cold welcome 冷遇On Wednesday evening, we went to the Town Hall. It was the last day of the year and a
16、large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted, Its two minutes
17、past twelve! The clock has stopped! I looked at my watch. It was true. The big clock refused to welcome the New Year. At that moment everybody began to laugh and sing.Lesson 10 Not for jazz 不适于演奏爵士乐We have an old musical instrument. It is called a clavichord(翼琴). It was made in Germany in 1681. Our
18、clavichord is kept in the living-room. It has belong to our family for a long time. The instrument was bought by my grandfather many years ago. Recently it was damaged by a visitor. She tried to play jazz on it! She struck the keys too hard and two of the strings were broken. My father was shocked.
19、Now we are not allowed to touch it. It is being repaired by a friend of my fathers.Lesson 11 One good turn deserves another 礼尚往来I was having dinner at a restaurant when Harry Steele came in. Harry worked in a lawyers office years ago, but he is now working at a bank. He gets a good salary, but he al
20、ways borrows money from his friends and never pays it back. Harry saw me and came and sat at the same table. He has never borrowed money from me. While he was eating, I asked him to lend me &2. To my surprise, he gave me the money immediately. I have never borrowed any money from you, Harry said, so

25、erience last year. After I had left a small village in the south of France, I drove on to the next town. On the way, a young man waved to me. I stopped and he asked me for a lift. As soon as he had got into the car, I said good morning to him in French and he replied in the same language. Apart from
26、 a few words, I do not know any French at all. Neither of us spoke during the journey. I had nearly reached the town, when the young man suddenly said, very slowly, Do you speak English? 27、ee me. I felt very nervous when. I went into his office. He did not look up from his desk when I entered. After I had sat down, he said that business was very bad. 39、/年轻钢结构、1万吨/压型彩板和重钢结构生产线项目建设单位：葫芦岛渤船重工船舶修造总公司法定代表人：葫芦岛渤船重工船舶修造总公司总经理 徐鸿国1.2项目提出的背景及由来随着我国现代化、城市化步伐加快，以及新技术、新材料的不断出现，国内建筑建材领域正在面临前所未有的变革，轻钢结构、重钢结构和彩钢板作为一种新型建筑材料和结构形式，以其重量轻、安装方便、安全环保、可塑性强的优势，得到越来越多的建筑商和用户的青睐，应用范围日渐广泛。轻钢结构、重钢结构和彩钢板成为国家大力推广应用的新型建筑结构和墙体材料。1999年，国产高频轻型钢被列入建设部建材科技成果重点推广项目；国家建设部、国家冶金局联合制定了国家

41、钢结构、1万吨/压型彩板和重钢结构生产线项目进行可行性研究，并提出可行性研究报告。1.3.1可行性研究报告编制范围本可行性研究报告编制范围为：葫芦岛渤船重工船舶修造总公司拟投资建设的5万吨/年轻钢结构、1万吨/压型彩板和重钢结构生产线项目的生产设施、设备及其它生产配套附属设施，并考虑必要的办公生活设施，本可行性研究报告立足于建设单位目前规划建设规模内容，并为长达发展留有一定余地。1.3.2编制依据 本可行性研究报告编制依据为：国家建设部、国家冶金局国家建筑钢结构产业“十五”计划和2015年发展规划（纲要）；国家一般工业项目可行性研究报告内容及深度的规范文件；龙港经济技术开发区船用配套科技工业园
42、区规划方案；葫芦岛渤船重工船舶修造总公司关于年产5万吨钢结构、1万吨压型彩板和重钢结构生产线申请立项的报告；葫芦岛渤船重工船舶修造总公司向葫芦岛市国际工程咨询中心编制本项目可行性研究报告的委托意见。1.3.3可行性研究报告编制的主要内容本可行性研究报告的主要内容为：根据国家对一般工业项目可行性研究的内容及深度要求，依据建设单位的委托意见，对葫芦岛渤船重工船舶修造总公司5万吨/年轻钢结构、1万吨/压型彩板和重钢结构生产线项目建设的必要性、可行性进行分析论证；对项目产品市场前景提出预测意见；对工程选址、建设方案、技术方案、工程方案、产品方案、设备选型等提出方案意见，对项目进行初步投资估算，提出项目
43、经济评价、财务分析、社会效益分析意见，在此基础上作出结论建议。1.4项目概况葫芦岛渤船重工船舶修造总公司在充分市场调查论证基础上，从企业长远发展出发，依托企业雄厚的机械加工设备能力和技术水平，拟在葫芦岛市龙港经济技术开发区（龙港区）船用配套科技工业园区内建设年加工能力5万吨的钢结构生产线、年加工能力1万吨的压型彩板生产线和年加工能力8万吨的重钢结构生产线。项目总占地面积约149320平方米（约224亩），生产及附属设施建筑面积77200平方米。 项目估算总投资15000万元人民币，其中固定资产投资12000万元，铺底流动资金3000万元。资金来源为建设单位自筹54.7%，申请银行贷款45.3%
44、。本项目具有良好的市场预期和效益前景，预测项目投资利润率28.1%，财务内部收益率36.7%，项目投资回收期为3.88年（含建设期2年）。项目建设期为两年，于2003年8月开工建设，2005年8月竣工投入运行。项目计划分两期完成。一期工程于2003年8月至2004年8月完成，主要建设5万吨/年轻钢结构生产线、1万吨/年压型彩板生产线，建设厂房及附属设施42200平方米。一期工程总投资8849万元，其中固定资产投资6849万元，铺底流动资金2000万元。二期工程于2004年8月至2005年8月完成，主要建设8万吨/年重钢结构生产线，建设厂房及附属设施35000平方米。二期工程总投资6151万元，
45、其中固定资产投资5151万元，铺底流动资金1000万元。第二章 建设单位基本情况本项目建设单位为葫芦岛渤船重工船舶修造总公司，该公司隶属于渤海船舶重工有限责任公司。渤海船舶重工有限责任公司是中国船舶重工集团公司所属骨干企业之一，前身是辽宁渤海造船厂，2001年7月经债转股后由中国船舶重工集团公司共同投资组建，是我国集造船、修船、钢结构加工、冶金设备和水电设备制造于一体的大型现代化企业和国家级重大技术装备国产化研制基地。公司占地360万平方米，注册资金10.27亿元人民币，拥用中国最大的七跨式室内造船台，10万吨级半坞式船台，可建造17万吨级以下各类船舶，年造船能力30万吨。本项目建设单位原为渤
46、海船舶重工有限公司配套分厂，1978年组建为渤船重工船舶修造总公司，是一个以船舶修造、起重机制造、钢结构加工、安装及各类船舶配套产品生产的多元化集团式现代企业。公司位于原渤海造船厂厂区西南侧滨海地带，法定地址为辽宁省葫芦岛市锦葫路132号，法定代表人为公司总经理徐鸿国。公司现有员工2000人，其中工程技术人员占5%，拥用子公司及分支机构十余个。公司以中小型船舶修造和为主厂大型船舶配套为主业，拥有3000吨级滑道式坞道，32吨大跨度龙门起重机、20000平方米装焊场地、现代化钢材预处理设备、数控火焰等离子切割机等先进设备。多年来，为全国各地批量建造钢质远洋渔船、大型沿海旅游船、海上税收船及渔政执
47、法船、海上油田洗井作业船、原油运输等各类船舶上百艘，并参与主厂多艘万吨轮船体分段建造。该公司以雄厚的技术力量和良好的业绩，分别获得国家农业部“全国渔业船舶建造、修理企业认证资格”和辽宁省劳动厅起重机制造、安装、修理安全认证许可，并获得新时代认证中心颁发的ISO9002质量认证证书。目前, 渤船重工船舶修造总公司正在筹划投资10亿元迁址建设新厂工程,以解决生产海域狭小问题,发展成为大型船舶制造、维修企业，发展前景十分广阔。第三章 项目建设的必要性3.1有利于建设单位拓展发展领域葫芦岛渤船重工船舶修造总公司是以船舶修造和为集团公司造大船配套的制造企业。走军民品并举，涉船与非船产品共同发展之路，是该
48、企业多年逐步发展壮大的基本经验之一。轻钢结构、重钢结构和彩钢板具有船舶构造和民用建筑的双重用途，既是船舶舾装的重要组件，又是国家大力推广具有广泛发展前景的新型建筑材料，是一个潜力巨大的新兴制造工业领域。本项目建设并投入运营，对于提高葫芦岛渤船重工船舶修造总公司为集团公司造船配套能力，扩大产业规模，拓宽加工领域，延展市场空间都具有十分重要意义。3.2有利于优化地区产业结构葫芦岛市是以石化、冶金、造船机械和电力能源为主的国家重要传统工业基地，依托优势产业，发展“两高一深”工业，优化产业结构是全市“十五”乃至于更长时期的重要发展战略之一。为实现这一目标，葫芦岛市分别建立了国家级专利技术园区、精细化工工业园区和龙港经济开发区船用配套科技工业园区，本项目为船用配套科技工业园区重点发展的骨干项目之一。葫芦岛渤船重工船舶修造总公司投资兴建5万吨/年轻钢结构、1万吨/压型彩板和重钢结构生产线项目将为全市工业结构完善调整带来多重积极影响。一方面可以大幅度提高船舶制造配套能力，为本市造船工业做大做强奠定良好基础，另一方面培育新型钢结构建材工业，填补全市加工工业的空白，使新型建材工业与传统工业在高科技基础上形成对接和结合，是一项影响广泛的多赢工程。此外，发展钢结构和彩板加工工业，将在一定程度上带动地区建筑材料革命，对于加快城市建设步伐，提高城市建筑质量水平，营造丰富
