Ted wondered why he was wanted by the police, but he went to the station yesterday and now he is not wor

2、ried any more. At the station, he was told by a smiling policeman that his bicycle had been found. Five days ago, the policeman told him, the bicycle was picked up in a small village four hundred miles away. It is now being sent to his home by train. Ted was most surprised when he heard the news. He

3、 was amused too, because he never expected the bicycle to be found. It was stolen twenty years ago when Ted was a boy of fifteen ! Lesson35 Stop thief! 捉贼!捉贼! Rov Trenton used to drive a taxi. A short while ago, however, he became a bus-driver and he was not regretted it. He is finding his new work

4、far more exciting. When he was driving along Catford Street recently, he saw two thieves rush out of a shop and run towards a waiting car. One of them was carrying a bag full of money. Roy acted quickly and drove the bus straight at the thieves. The one with the money got such a fright that he dropp

5、ed the bag. As the thieves were trying to get away in their car, Roy drove his bus into the back of it. While the battered car was moving away, Roy stopped his bus and telephoned the police. The thieves car was badly damaged and easy to recognize. Shortly afterwards, the police stopped the car and b

6、oth men were arrested. Lesson36 Across the Channel 横渡海峡横渡海峡 Erna Hart is going to swim across the English Channel tomorrow. She is going to set out from the French coast at five oclock in the morning. Erna is only fourteen years old and she hopes lo set up a new world record. She is a strong swimmer

7、 and many people feel that she is sure to succeed. Ernas father will set out with her in a small boat. Mr Hart has trained his daughter for years. Tomorrow he will be watching her anxiously as she swims the long distance to England. Erna intends to take short rests every two hours. She will have som

8、ething to drink but she will not eat any solid food. Most of Ernas school friends will be waiting for her on the English coast. Among them will be Ernas mother, who swam the Channel herself when she was a girl. Lesson37 The Olympic Games 奥林匹克运动会奥林匹克运动会 The Olympic Games will be held in our country i

9、n four years time. As a great many people will be visiting the country, the government will be building new hotels, an immense stadium, and a fine new swimming pool. They will also be building new roads and a special railway-line. The Games will be held just outside the capital and the whole area wi

10、ll be called Olympic City. Workers will have completed the new roads by the end of this year. By the end of next year, they will have finished work on the new stadium. The fine modern buildings have been designed by Kurt Gunter. Everybody will be watching anxiously as the new buildings go up. We are

11、 all very excited and are looking forward to the Olympic Games because they have never been held before in this country. 12、d of retiring in England and had planned to settle down in the country. He had no sooner returned than he bought a fine house and went to live there. Almost immediately he began to complain about the weather, for even though it was still summer, it rained continually and it was often bitterly cold.

13、After so many years of sunshine, Harrison got a shock. He acted as if he had never lived in England before. In the end, it was more than he could bear. He had hardly had time to settle down when he sold the house and left the country. The dream he had had for so many years ended there. Harrison had

14、thought of everything except the weather. Lesson39 Am I all right? 我是否痊愈?我是否痊愈? While John Gilbert was in hospital, he asked his doctor to tell him whether his operation had been successful, but the doctor refused to do so. The following day, the patient asked for a bedside telephone. When he was al

15、one, he telephoned the hospital exchange and asked for Doctor Millington. When the doctor answered the phone, Mr Gilbert said he was inquiring about a certain patient, a Mr John Gilbert. He asked if Mr Gilberts operation had been successful and the doctor told him that it had been. He then asked whe

16、n Mr Gilbert would be allowed to go home and the doctor told him that he would have to stay in hospital for another two weeks. Then Dr Millington asked the caller if he was a relative of the patient. No, the patient answered, I am Mr John Gilbert. Lesson40 Food and talk 进餐与交谈进餐与交谈 Last week at a din

17、ner-party, the hostess asked me to sit next to Mrs Rumbold. Mrs Rumbold was a large, unsmiling lady in a tight black dress. She did not even look up when I took my seat beside her. 18、coming to“ The Globe“ soon, I said. Will you be seeing it ? No, she answered. Will you be spending your holidays abroad this year ? I asked. No, she answered. Will you be staying in England? I asked. No, she answered. In despair, I asked her whether she was enjoying her dinner. Young man, she answer

You neednt be so rude about it, my wife answered as she looked at herself in the mirror. I sat down on one of those modern chairs with

20、 holes in it and waited. We had been in the hat shop for half an hour and my wife was still in front of the mirror. We mustnt buy things we dont need, I remarked suddenly. I regretted saying it almost at once. You neednt have said that, my wife answered. I need not remind you of that terrible tie yo

21、u bought yesterday. I find it beautiful, I said. A man can never have too into the cave hoping to find buried treasure. The leader of the party was examining the soil near the entrance to the cave when the machine showed that there was gold under the ground. Very excited, the party dug a hole two fe

22、et deep. They finally found a small gold coin which was almost worthless. The party then searched the whole cave thoroughly but did not find anything except an empty tin trunk. In spite of this, many people are confident that The Revealer may reveal something of value fairly soon. Lesson56 Faster th

23、an sound! 比声音还快!比声音还快! Once a year a race is held for old cars. A lot of cars entered for this race last year and there was a great deal of excitement just before it began. One of the most handsome cars was a Rolls-Royce Silver Ghost. The most unusual car was a Benz which had only three wheels. Buil

24、t in 1885, it was the oldest car taking part. After a great many loud explosions, the race began. Many of the cars broke down on the course and some drivers spent more time under their cars than in them ! A few cars, however, completed the race. The winning car reached a speed of forty miles an hour

25、-much faster than any of its rivals. It sped downhill at the end of the race and its driver had a lot of trouble trying to stop it. The race gave everyone a great deal of pleasure. It was very different from modern car races but no less exciting. Lesson57 Can I help you, madam? 你要买什么,夫人?你要买什么,夫人? A

26、woman in blue jeans stood at the window of an expensive shop. Though she hesitated for a moment, she finally went in and asked to see a dress that was in the window. The assistant who served her did not like the way she was dressed. Glancing at her scornfully, he told her that the dress was sold. Th

She returned to the shop the following morning dressed in a fur coat, with a handbag in one hand and a long umbrella in the other. After seeking out the rude assistant she asked for the same dress. Not realizing who

28、 she was, the assistant was eager to serve her this time with great difficulty, he climbed into the shop window to get the dress. As soon as she saw it, the woman said s many ties. And a woman cant have too many hats, she answered. Ten minutes later we walked out of the shop together. My wife was we

29、aring a hat that looked like a lighthouse ! Lesson42 Not very musical 并非很懂音乐并非很懂音乐 As we had had a long walk through one of the markets of Old Delhi, we stopped at a square to have a rest. After a time, we noticed a snake-charmer with two large baskets at the other side of the square, so we went to

30、have a look at him. As soon as he saw us, he picked up a long pipe which was covered with coins and opened one of the baskets. When he began to play a tune, we had our first glimpse of the snake. It rose out of the basket and began to follow the movements of the pipe. We were very much surprised whe

31、n the snake charmer suddenly began to play jazz tunes and modern pop songs. The snake, however, continued to dance slowly. It obviously could not tell the difference between Indian music and jazz! Lesson43 Over the South Pole 飞越南极飞越南极 In 1929, three years after his flight over the North Pole, the Am

32、erican explorer, R. E. Byrd, successfully flew over the South Pole for the first time. Though, at first, Byrd and his men were able to take a great many photographs of the mountains that lay below, they soon ran into serious trouble. At one point, it seemed certain that their plane would crash. It c

33、ould only get over the mountains if it rose to 10,000 feet. Byrd at once ordered his men to throw out two heavy food sacks. The plane was then able to rise and it cleared the mountains by 400 feet. Byrd now knew that he would be able to reach the South Pole which was 300 miles away, for there were n

34、o more mountains in sight. The aircraft was able to fly over the endless white plains without difficulty. Lesson44 Through the forest 穿过森林穿过森林 Mrs Anne Sterling did not think of the risk she was taking when she ran through a forest after two men. They had rushed up to her while she was having a picn

35、ic at the edge of a forest with her children and tried to steal her handbag. In the struggle, the strap broke and, with the bag in their possession, both men started running through the trees. Mrs Sterling got so angry that she ran after them. She was soon out of breath, but she continued to run. Wh

36、en she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight at them. The men got such a fright that they dropped the bag and ran away. The strap needs mending, said Mrs Sterling later, but they did not steal anything. Lesson45 A clea

37、r conscience 问心无愧问心无愧 The whole village soon learnt that a large sum of money had been lost. Sam Benton, the local butcher, had lost his wallet while taking his savings to the post-office. Sam was sure that the wallet must have been found by one of the villagers, but it was not returned to him. Thre

38、e months passed, and then one morning, Sam found his wallet outside his front door. It had been wrapped up in newspaper and it contained half the money he had lost, together with a note which said: A thief, yes, but only 5o per cent a thief! Two months later, some more money was sent to Sam with ano

39、ther note: Only 25 per cent a thief now! In time, all Sams money was paid back in this way. 40、ontained clothing. No one could account for the fact that one of the boxes was extremely heavy. It suddenly occurred to one of the workers to open up the box. He was astonished at what he found. A man was lying in the box on top of a pile of woollen goods. He was so surprised at being discovered tha

41、t he did not even try to run away. After he was arrested, the man admitted hiding in the box before the plane left London. 43、人民共和国大气污染防治法 (2004 年 4 月修订) ; 3、 中华人民共和国固体废物污染防治法 (1995 年) ; 4、 中华人民共和国水污染防治法 (1996 年) ; 5、 中华人民共和国噪声污染防治法 (1996 年) ; 6、 中华人民共和国水土保持法 (1991 年) ; 7、 中华人民共和国清洁生产促进法 (2003.1.1 实施) ; 8、国务院令第 253 号建设项目环境保护管理条例 ; 9、国务院国发(1996)31 号国务院关于环境保护若干问题 的决定 ; 10、 XX 市建设项目环境保护管理办法 。 (二)环境质量现状 1、空气环境 空气环境质量达到 GB3095-

44、1996 二级标准,局部 TSP 超标,空 气环境质量状况良好。 2、地表水环境 地区内大部分属农村原始地貌,水环境质量达到 GB3838-2000II XX 区 119 指挥中心工程建设项目可行性研究报告 39 类(局部为 III 类)标准。 3、声学环境 场区内昼夜噪声均不超标,声环境质量达到(GB12348-90)II 类标准,有局部施工噪声。 4、生态环境 目前场区的生态系统主要是农业生态系统,以农田和耕地构成 了以农村为特点的生态环境;园区植被丰富,主要由少量高次生的 野生植物和大量的人工种植的农作物构成,土壤生产能力强,土壤 环境质量状况良好,为今后绿化奠定了基础。 (三)环境质量

45、及排放执行标准 1、环境质量执行标准 (1)环境空气执行环境空气质量标准 (GB3096-1996)中二 级标准。 (2)地表水执行地表水环境质量标准 (GB3838-2002)II 类 标准。 (3)声环境主要执行城市区域环境噪声标准 (GB3096-93) 中 2 类标准,交通干线两侧 10m 内执行 4 类标准。 2、污染防治措施 (1)生活污水处理:生活污水和粪便水分流排出,生活废水直 接流入城市三级排污管网;粪便污水经化粪池处理和生化处理后排 至城市排污管道,由污水厂集中处理。 (2)生活垃圾经分类收集后袋装,可再生固体废物由废品收购 XX 区 119 指挥中心工程建设项目可行性研究

46、报告 40 部门回收处理,逐步实行废弃场物资源化,不可回收固体垃圾由清 洁人员集中后,采用垃圾运输车定期运至城市垃圾卫生填埋场,实 现无害化处理。 3、施工期对生态环境保护对象 (1)水土流失防治:基础挖方、填方应及时防护,土石方调运 应防止沿线抛撒,弃土均应及时做好防护、排水和植被绿化、禁止 乱堆乱放,淤塞河沟河道。 (2)扬尘污染防治:对易扬尘的材料加强运输、堆放,以减少 扬尘对空气环境的污染。 (3)噪声污染防治:除必须连续作业的工程项目,一般不安排 深夜加班施工,以免过分地影响周围居民休息。石方工程爆破应固 定放炮时间,并先行出安民告示。 (4)施工垃圾、废水处理:在项目施工合同中应有

47、不得造成环 境污染的内容,施工队伍的固体垃圾应作掩埋处理,生活污水处理 后排入沟渠江河。 二、绿化二、绿化 绿化是达到自然净化的根本措施,加强建设不仅是为了美观, 更重要的是为了净化空气,减少城市噪声污染,绿化形成点-线-面 的绿化体系:各功能区有自己独立的集中绿化;尽量为创建立体绿 化提供最大的可能,由乔木形成的窨绿化体系较之平面绿化体系更 能美化环境,提高环境质量。 XX 区 119 指挥中心工程建设项目可行性研究报告 41 第十一章第十一章 项目进度计划及招投标项目进度计划及招投标 一、项目进度计划一、项目进度计划 该项目拟于 2007 年 9 月开始实施,工期 16 个月。具体安排如

48、下: 2007 年 9 月,完成项目的立项、勘察、可行性报告编制及审批。 2007 年 9 月10 月,完成初步设计。 2007 年 9 月2007 年 10 月,完成施工图设计。完成施工招标 及开工准备工作。 2007 年 10 月11 月,完成场地平整及基础工程。 2007 年 12 月2008 年 6 月,完成主体建筑工程。 2008 年 7 月9 月,完成内外装修及相关消防车辆、设备的搬 迁、安装及环境、道路。 2008 年 12 月底,完成工程验收,正式投入使用。 二、项目招投标二、项目招投标 (一)招标范围 根据中华人民共和国招投标法 ,国家计委第 3 号令以及 XX 市有关工程招
