1、专业好文档关于固定资产投资工程项目可行性研究报告“节能篇(章)”编制及评估的规定【实施时间】1998-01-01【发布单位】国家计委/国务院生产办公室/建设部/计交能19972542号(国家计委、国家经贸委、建设部计交能号文印发, 交通部厅体法字号文转发)第一条为保证固定资产投资工程项目做到合理利用能源和节约能源,根据中华人民共和国节约能源法的要求,制定本规定。第二条固定资产投资工程项目可行性研究报告中必须包括“节能篇(章)”。“节能篇(章)”应经有资格的咨询机构评估。凡无“节能篇(章)”的可行性研究报告或未经评估,建设项目的主管部门不予受理。第三条“节能篇(章)”应分析建设项目的建筑、设备、

2、工艺的能耗水平和其生产的用能产品的效率或能耗指标。单位建筑面积能耗指标、工艺和设备的合理用能、主要产品能源单耗指标要以国内先进能耗水平或参照国际先进能耗水平作为设计依据。工程项目应符合建设标准、技术标准和中国节能技术政策大纲中节能要求。第四条新建、改建、扩建和改造工程项目设计必须认真贯彻国家产业政策、国家和行业节能设计标准,不得采用国家已公布的限制(或停止)生产的产业序列、规模,或行业已公布限制(或停止)的旧工艺翻版扩产增容及选用淘汰产品。第五条建设项目的主管部门会同同级节能部门负责审查、监督可行性研究报告中“节能篇(章)”的节能措施与能耗指标,并监督其设计、建设及项目竣工后的验收。第六条现有

3、建设标准、技术标准中有关合理利用能源和节能的具体要求,要根据促进技术进步的原则和具体执行情况,每隔五年修订一次。第七条“节能篇(章)”编制和评估费用应根据国家有关设计和评估的取费规定及标准从工程项目的前期费用中列支。第八条各省、自治区、直辖市及各部门(各行业)可根据本规定,结合具体情况制订实施细则。第九条本规定由国家计委会同国家经贸委、建设部负责解释。第十条本规定自年月日起施行。计资源号文同时废止。(附件见后)一九九七年十二月十九日附件一可行性研究报告节能篇(章)的主要内容第节能耗指标及分析项目能耗指标及计算。含分品种产物能耗总量、综合能耗总量;单位产品(产值)综合能耗、可比能耗,按单一能源品

4、种考核的实物单耗(如每吨电解铝耗电)、主要工序(艺)单耗(如钢铁企业的焦化、炼铁工序能耗等)。能耗分析。单位产品能耗、主要工序(艺)能耗指标国际国内对比分析、设计指标应达同行业国内先进水平,有条件的重点产品应达国际先进水平。第节节能措施综述主要工艺流程应采取节能新技术、新工艺。一律不得选用已公布淘汰的机电产品以及国家产业政策限制内的产业序列和规模容量。余热、余压、放散可燃气体回收利用。炉窑、热力管网系统保温。按要求配装能源计量仪表。单台容量吨时及以上、年运行小时以上的工业锅炉应采用热电联产。第节单项节能工程凡不能纳入建设项目主导工艺流程(如热电联产)和拟分期建设(如高炉炉顶压差发电)的节能项目

5、,应在可研报告中单列节能工程。单列节能工程除工艺流程设备选备选型等章节外,应单列节能计算,单位节能量造价、投资预算以及投资回收期等。第节建筑节能民用建筑能耗指标。含采暖、空调、照明、热水和民用燃气(人工煤气、液化石油气和天然气)能耗。分品种实物能耗总量、综合能耗总量;按单位建筑面积计的分品种实物能耗和综合能耗;建筑围护结构保温隔热水平(外墙、屋项、地板传热系数值和门窗密封必能指标、级别)。单位面积能耗指数应达到现行国家或行业标准水平和国内先进水平。建筑围护结构、供热管网保温隔热措施。采暖供热、热水及空调制冷系统规模按设计负荷设置,不得加大,并设有调节控制装置及能量计量仪表。节能性建筑设备与产品

6、的选用,包括门窗、室内供热系统控制与计量设备及散热器、空调、燃气燃烧器具、太阳能热水器、照明电器及控制系统等。Editors note: Judson Jones is a meteorologist, journalist and photographer. Yet the privatized space race has renewed my childhood dreams to reach for the stars.As a meteorologist, Ive still seen many important weather and space events, but right now,

9、if you were sitting next to me, youd hear my foot tapping rapidly under my desk. Im anxious for the next one: a space capsule hanging from a crane in the New Mexico desert.Its like the set for a George Lucas movie floating to the edge of space.You and I will have the chance to watch a man take a lea

10、p into an unimaginable free fall from the edge of space - live.The (lack of) air up there Watch man jump from 96,000 feet Tuesday, I sat at work glued to the live stream of the Red Bull Stratos Mission. I watched the balloons positioned at different altitudes in the sky to test the winds, knowing th

11、at if they would just line up in a vertical straight line we would be go for launch.I feel this mission was created for me because I am also a journalist and a photographer, but above all I live for taking a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is

12、going to do this, Felix Baumgartner, must have that same feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swirling wind kicked up and twisted the partially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40

13、-acre balloon, with skin no thicker than a dry cleaning bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twist, you could see the wrinkles of disappointment on the face of the current record holder and capcom (capsule communications), Col. Jo

14、e Kittinger. He hung his head low in mission control as he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Sunday.The weather plays an important role in this mission. Starting at the ground, conditions have to be very calm - winds less than 2

15、mph, with no precipitation or humidity and limited cloud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphere) where our day-to-day weather lives. It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even

16、higher than the cruising altitude of commercial airliners (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers

17、). Here, Fearless Felix will unclip. He will roll back the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.Below, the Earth becomes the concrete bottom of a swimming pool that he wants to land on, but not too hard. Still, hell be traveling fast

18、, so despite the distance, it will not be like diving into the deep end of a pool. It will be like he is diving into the shallow end.Skydiver preps for the big jumpWhen he jumps, he is expected to reach the speed of sound - 690 mph (1,110 kph) - in less than 40 seconds. Like hitting the top of the w

19、ater, he will begin to slow as he approaches the more dense air closer to Earth. But this will not be enough to stop him completely.If he goes too fast or spins out of control, he has a stabilization parachute that can be deployed to slow him down. His team hopes its not needed. Instead, he plans to

20、 deploy his 270-square-foot (25-square-meter) main chute at an altitude of around 5,000 feet (1,524 meters).In order to deploy this chute successfully, he will have to slow to 172 mph (277 kph). He will have a reserve parachute that will open automatically if he loses consciousness at mach speeds.Ev

21、en if everything goes as planned, it wont. Baumgartner still will free fall at a speed that would cause you and me to pass out, and no parachute is guaranteed to work higher than 25,000 feet (7,620 meters).It might not be the moon, but Kittinger free fell from 102,800 feet in 1960 - at the dawn of an infamous space race that captured the hearts of many. Baumgartner will attempt to break that record, a feat that boggles the mind. This is one of those monumental moments I will always remember, because there is no way Id miss this.
